MINUTES OF THE WORKSHOP SESSION
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
JULY 24, 2008

Mayor Manuel called the meeting to order at 8:00 p.m. All members of Council were present.
All members of staff were present.
NUISANCE ABATEMENT
Discussion was held concerning amending the Village Code of Ordinances to address the
abatement of nuisance properties.
Mr. Knight reported that there are 26 single-family homes in foreclosure in the Village. Mr. Knight
expressed concern that vacant properties may become nuisance properties through lack of
maintenance. Mr. Knight advised that abatement action could include having property mowed
on a regular basis and placing a lien on the property for the cost of this maintenance.
Discussion ensued on liens in relation to foreclosures. Mr. Rubin advised that unless there are
excess proceeds when the property is sold, the Village would not be reimbursed. Mr. Rubin
noted that once the bank takes title to the property, it becomes responsible for any code citations.
Brief discussion took place on sample codes from Lake Park and Tamarac.
Mr. Knight clarified that nuisance abatement would apply to any nuisance property, not
foreclosed properties only.
By consensus, the Council directed staff to draft an ordinance for consideration at an upcoming
Regular Session.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 8:15 p.m.
