HomeMy WebLinkAbout10-25-1966 VC REG-MPAGE 65 • • Present: MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, OCTOBER 25, 1966 Thomas F. Lewis, Mayor Thomas R. Bell, Vice -Mayor David C. Clark, Councilman Allan V. Everard, Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Joe J. Eassa, Jr., Village Clerk and Village Manager Grace E. McCarthy, Substituting for Village Manager's Secretary Mayor Lewis called the meeting to order at 9:00 p.m. and asked the ROLL CALL Village Clerk to call the roll, all members being present. On motion of Councilman Watt, seconded by Councliman Clark, all present voting aye, the minutes of the Regular Meeting held Tuesday, October 11, APPROVED 1966 were approved as written without reading. On motion of Councilman Watt, seconded by Councilman Clark, all present voting aye, the Village of North Palm Beach will enter a float in the Christmas in Dixie Parade on December 18, 1966 and also will enter a float in the Tencennial Parade on January 14, 1967 and the South Florida Fair on January 20, 1967 Memo dated October 18, 1966 re "Building Report Palm Beach County" provided by Building Official, W. G. Carver was read by Village Clerk Eassa and accepted by Council. There was considerable discussion on the desirability of the Village adopting ordinance on the Comprehensive Unit Plan. This was tabled until next meeting when a workshop session will be held with the Planning and Zoning Advisory Board. The Planning and Zoning Advisory Board minutes of September 7, 1966 were discussed by Council and members of the Planning and Zoning Advisory Board. These minutes were accepted by Council without reading. The Planning and Zoning Advisory Board minutes dated October 19, 1966 were accepted by Council without reading. Minutes of Meeting of Board of Governors of the North Palm Beach Country Club which was held Friday, October 14, 1966 were accepted by Council without reading. On motion of Councilman Watt, seconded by Councilman Clark, all present voting aye, the audit report for The Village of North Palm Beach, Florida, including the North Palm Beach Country Club, for the 9-month period end- ing July 1, 1966 was accepted by Council. On motion of Councilman Clark, seconded by Councilman Watt, all present voting aye, Debt Service Account -Statement of Cash Receipts and Disburse- ments; also Operating Statement - General Fund for the period ending July 31, 1966 was accepted by Council and a copy of the statment was made a part of the official minutes. On motion of Councilman Clark, seconded by Councilman Watt all present voting aye Debt Service Account - Statement of Cash Receipts and Dis- bursements; also Operating Statement - General Fund for the period ending August 31, 1966 was accepted by Council and a copy of the statement was made a part of the official minutes. 10/11/66 MINUTES VILLAGE OF NORTH PALM BEACH FLOATS "BUILDING REPORT PALM BEACH COUNTY" DATED OCTOBER 18, 1966 COMPREHENSIVE UNIT PLAN TABLED 9/7/66 MINUTES OF PLANNING AND ZONING ADVISORY BOARD 10/19/66 MINUTES OF PLANNING AND ZONING ADVISORY BOARD 10/14/66 MINUTES OF NORTH PALM BEACH BOARD OF GOVERNORS AUDIT REPORT FOR PERIOD ENDING 7/1/66 DEBT SERVICE ACCOUNT - STATEMENT OF CASH RECEIPTS AND DISBURSE- MENTS, OPERATING STATE- MENT - GENERAL FUND 7/31/66 DEBT SERVICE ACCOUNT STATEMENT OF CASH RECEIPTS AND DISBURSEMENTS, OPERATING STATEMENT - GENERAL FUND 8/31/66 PAGE 66 • • • • Page -2- October 25, 1966 On motion of Councilman Clark, seconded by Vice -Mayor Bell, all present voting aye, Bill No. 10 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH SETTING FORTH JOB CLASSIFICATIONS, RANGES FOR RATES OF PAY AND STANDARD WORK PERIODS FOR EMPLOYF:FS OF THE VILLAGE OF NORTH PALM BEACH, INCLUDING EMPLOYES AT THE NORTH PALM BEACH COUNTRY CLUB, AND SETTING FORTH A BASIC SALARY SCHEDULE FOR THE EMPLOYEES OF 1HB VILLAGE OF NORTH PALM BEACH, INCLUDING THOSE EMPLOYED AT THE NORTH PALM BEACH COUNTRY CLUB was placed on second reading and read by title only. 0n motion of Councilman Clark, seconded by Vice -Mayor Bell, all present voting aye, Bill No. 10 was adopted as Ordinance No. 136-66 Councilman Watt advised that he would like to see all categories in the Police Department increased by $1,000 in considering the budget for next year. He feels that these men are grossly underpaid, and that to encour- age the right type of person to do this work, they must be paid a living salary. On motion of Vice -Mayor Bell, seconded by Councilman Clark, all present voting aye, disbursement of funds from Village Contingent Account not to exceed, respectively, $600 for building maintenance; $200 for office supplies; $200 for uniform rentals; $115 for insurnace-group; $700 for Social Security; $100 for improvement other than buildings; $345 for P.C.J. Contractors opening wall for door installation at Old Country Club Building; and $426 for R. H. Barto repair to Village air conditioning unit was approved by Council, all in connection with the closing of books for the Village for the 1965-66 fiscal year. With no further business to come before the Council, on motion of Councilman Clark, seconded by Vice Mayor Bell, all present voting aye, the meeting was adjourned at 11:25 p.m. BILL NO. 10 PLACED ON 2ND READING AND READ BY TITLE ONLY BILL NO. 10 ADOPTED AS ORDINANCE NO. 136-66 H.
