VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Lewis called the meeting to order at 8:10 p.m. and asked the
Village Clerk to call the roll, all members being present.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, the minutes of the Public Hearing held Tuesday, October 18,
1966 were approved as read.
On motion of Councilman Watt, seconded by Vice Mayor Bell, all present
voting aye, the minutes of Special Session held October 18, 1966 were
approved as read.
On motion of Councilman Watt, seconded by Councilman Everard, all
present voting aye, the minutes of Regular Meeting held October 25, 1966
were approved as written without reading.
On motion of Vice Mayor Bell, seconded by Councilman Watt, all present
voting aye, the minutes of Special Session held November 1, 1966 were
approved as read.
Mayor Lewis read the following Proclamations:
U. S. Marine Corps 191st Birthday - Nov. 10, 1966
U, S. Military Forces Week (Week of Nov. 21, 1966)
Mr. Edward Lucas, representing Father John Schlinkmann of St. Clare's
Church, read letter from Coleman F. Carroll, Bishop of the Diocese of
Miami, dated 9/28/66 relative to annexation of St. Clare's parish
property into the Village of North Palm Beach, Florida.
There was discussion on filling in the canal bordering the north
limits of The Village of North Palm Beach. All of this canal is on
Village property. Father Schlinkmann stated he would "go the limit"
on their area to fill in this canal.
Mr. Harry Hermann, 824 Dogwood Road, objected to filling in this
property. He felt it should be maintained for flood protection.
Village Clerk Eassa presented Monthly and Current Fiscal Activity
Report for the Department of Public Safety dated November 1, 1966
which was accepted by Council.
Village Clerk Eassa presented Comparison Fiscal Report for the year
1965-66 for the Public Safety Department which was accepted by Council
Village Clerk Eassa read highlights of Building Official Statistical
Data Report for October 1966 which was accepted by Council.
Minutes of Zoning Board of Adjustment meeting held Wednesday, October
12, 1966 were accepted by Council without reading

On motion of Councilman Everard, seconded by Councilman Watt, all
present voting aye, Bill No. 8 entitled:

PROHIBITING THE DRINKING OF ATrOHOLIC BEVERAGES UPON ANY
PUBLIC PLACE IN THE VILLAGE OF NORTH PALM BEACH AND
SETTING FORTH EXCEPTIONS THERETO
was placed on first reading and read in full.
On motion of Councilman Watt, seconded by Vice Mayor Bell, four voting
aye - Councilman Clark opposed - Bill No. 12 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA
AMENDING ORDINANCE NO. 41, WHICH ADOPTED THE MODEL TRAFFIC
ORDINANCE OF THE STATE OF FLORIDA, BY REGULATING PARKING
AREAS ON VILT.AGE STREETS AND BY PROHIBITING CERTAIN PARK-
ING BETWEEN CERTAIN HOURS
was placed on first reading and read in full.
On motion of Councilman Watt, seconded by Councilman Everard, all
present voting aye, proposed Resolution No. 284-66 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, APPOINTING MEMBER TO FILL AN UNEXPIRED TERM
was read in full and adopted as read as Resolution No. 284-66.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, three
voting aye - Councilman Clark and Councilman Everard opposed -
Resolution No. 285-66 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH
FLORIDA, APPOINTING HAROLD W. BEERY AND ASSOCIATES AS
AGENTS OF RECORD AND AS ADVISORS TO THE VILLAGE OF NORTH
PALM BEACH, AND AUTHORIZING THE MAYOR TO ACCEPT AGENT OF
RECORD LE rrtR PROPOSED BY HAROLD W. BEERY AND ASSOCIATES
ON BEHALF OF THE VILLAGE OF NORTH PALM BEACH REGARDING
SOLICITING BIDS, DESIGNING, ANALYZING AND RECOMMENDING
PLANS FOR LONG-TERM DISABILITY AND RETIREMENT BENEFITS
FOR EMPLOVFFS OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA.
was read in full and adopted as read as Resolution No. 285-66.
On motion of Councilman Clark, seconded by Councilman Watt all present
voting aye, Council approved disbursement from Village Contingent
Account not to exceed $669 for the 1966-67 fiscal year for installation
of a teletype communication system for the Village Police Division.
On motion of Vice -Mayor Bell, seconded by Councilman Clark, all present
voting aye, Council accepted bid from Florida Chrysler -Plymouth, Inc.
in the amount of $3,075.70 for two 1967 Plymouth Fury 4-door sedans.
With no further business to come before the Council, on motion of
Vice -Mayor Bell, seconded by Councilman Watt, all present voting aye
the meeting was adjourned at 9:45 p.m.
