04-26-1966 VC REG-MPAGE 16 • MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, APRIL 26, 1966 Present: Thomas F, Lewis, Mayor Thomas R. Walker, Village Clerk Village Managcr~s ' Secretary Mayor Lewis called the meeting to order at 8:00 p.m. and asked the ROLL CALL Village Clerk to call the roll, all members of the Council being present. • On motion of Councilman Watt, seconded by Vice-Mayor Bell; all 4/4/66 MINUTES present voting aye, the minutes of the Organizational Meeting held APPROVED AS April 4, 1966 were approved.as amended. AMENDED On motion of Councilman Watt, seconded by Councilman Everard, all 4/12/66 MINtJ"I'ES present voting aye, the minutes of the Regular Council Meetitlg APPROVED held April 12, 1966 were approved. Village Clerk Eassa read a letter to Council from W. G, Carver, BUILDING OFFICIAL Building Official, re Report on Palm Beach County Building REPORT RE PALM Permits. In this letter, Mr. Carver stated that in the last BEACH COUNTY report issued by the Palm Beach County Industrial Information BUILDING PERMITS Service covering building permits for-Palm Beach County (38 municipalities) for the first quarter of 1966, The Village of North Palm Beach stood fourth with regard to total value of dwelling units and we stood seventh with regard to total dollar value of all permits for each municipality. ' Village Clerk read a letter to Council from W. G. Carver, PROSPERITY PARK Building Official, regarding renovation of Little League Ball RENOVATION WORK Field and Playground Sprinkler System, Prosperity Park. COMPLETED Mr, Carver stated in this letter that the Council allocated X1,800 from the contingency fund to cover fencing, regrading and sprinkler system extension and purchase and placing of red clay in the outfield of Prosperity Park. This project was completed on Thursday, April 21, 1966, with a total capital expenditure of X1,813.62. With regard to the completed sprinkler system for the playground area west of the ball park, this project was completed Wednesday, April 20, 1966, with a total capital expenditure of X508.30. There had been X681.00 allocated for this work. Village Clerk Eassa read the minutes of the Recreation Advisory RECREATION Board Meeting held Monday, April 11, 1966, which were accept- ADVISORY BOARD able to Council. MINUTES OF 4/I1/66 READ AND ACCEPTED Village Clerk Eassa read the minutes of a Regular Meeting of the PLANNING AND Planning and Zoning Advisory Board held April 20, 1966, which ZONING ADVISORY were accepted by Council BOARD MINUTES OF 4/20/66 READ AND ' ACCEPTED Mayor Lewis asked Village Clerk Eassa to read Bill No. 1, On BILL N0, 1 motion of Councilman Watt, seconded by Councilman Clark, all PLACED ON 1ST present voting aye, Bill No. 1 entitled READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA AMENDING THE REQUIREMENTS FO:R PLATTING OF SUBDIVISIONS IN THE VILLAGE BY PROVIDING :FOR ESCEPTIONS TO TAE REQUIREMENTS FOR STREET LIGHTING OF ALL LANDS HEREINAFTER PLATTED WITHIN THE VILLAGE AND FOR OTHER PIIRPOSES was placed on first reading and read in full. PAGE 17 April 26, 1966 Pagc -2- On motion of Vice-Mayor Bell, seconded by Councilman Watt, all BILL NO, 2 ' present voting aye, Bill No, 2 entitled PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA AMENDING ORDINANCE N0, 12 BY TRANSFERRING THE DUTIES 'OE THE CHIEF OF POLICE THEREIN TO THE DIRECTOR OF PUBLIC SAFETY AND BY MAKING MANDATORY THE REFUSAL OF IDENTIFICATION CARDS TO PERSONS WITH CRIMINAL RECORDS OR ItMiORAL CHARACTER was placed on first reading and read in full, ' On motion of Councilman Clark, seconded by Councilman Watt, all BILL N0, 3 present voting aye, Bill No. 3 entitled PLACED ON 1ST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, SETTING FORTH EXCEPTIONS TO THE REQUIREMENTS OF SIDEWALKS BEFORE CERTIFICATES OF OCCUPANCY CAN BE GRANTED • was placed on first reading and read in £ull, In connection with Bill No, 3, Judge Emery Newell questioned the exception of sidewalks, He said fie felt sidewalks should be required for safety. Mr, Gene Armstroag, who would be responsible for this development, said that wider than ordinary streets would provide necessary safety and elinination of sidewalks would add to the aesthetic value of the homes, Mr, Armstrong also stated that people who are buying his homes do not want sidewalks - that this type of house takes up the biggest portion of the lot, The lots are 130 by 150, Council stood firm in their decision to have Bill No. 3 plaeecl on first reading, Council stated that this development would be in an isolated area of the Village, with very little traf]'ic, and therefore the safety factor of sidewalks would not be that important a factor. Also, ' Council £elt that the wider-than-ordinary street would provide enough safety. Councilman Everard moved that the proposal be withdrawn from second reading to give residents more tame to express their views on sidewalk requirements, but his motion died for lack of a second. Speaking from the audience Paul Emend and Keith Nichols, both North Palm Beach residents, favored a sidewalk exception. Mr. Nichols ' indicated that sidewalks would be of more interest to potential purchasers than to present residents. On motion of Councilman Everard, seconded by Vice-Mayor Bell, all RESOLUTION N0. 2'70-66 present voting aye, Resolution No. 270-66 entitled ADOPTED AS READ A RESOLUTION OF THE VILLAGE COUNCIL, NORTH PALM BEACH, FLORIDA VOICING APPRECIATION TO CHAIRMAN FLOYD BOWEN AND BOARD MEMBER CHELSIE SENERCHIA OF THE STATE ROAD BOARD, THE PALM BEACH COUNTY COMMISSION AND GOVERNOR HAYDON BURNS FOR APPROPRIATING • FUNDS FOR THE URBANIZATION OF U, S. HIGHWAY N0. 1 IN NORTH PALM BEACH was adopted as read. On motion of Councilman Watt, seconded by Councilman Everard, all PROPOSED ORDINANCE present voting aye, Proposed Ordinance No. 127-66 was renumbered N0. 127-66 to read Proposed Crdinance No. 126-66. The purpose d'this was RENUMBERED to keep ordinances in proper numerical sequence . On motion of Councilman Watt seconded by Vice-Mayor Bell, all PROPOSED ORDINANCE present voting aye, Proposed Ordinance No. 128-66 was renumbered N0. 128-66 to read Proposed Ordinance No. 127-66. The purpose of this was to RENUMBERED keep ordinances in proper numerical sequence. On motion of Councilman Watt seconded by Councilman Everard, all PROPOSED ORDINANCE present voting aye, Proposed Ordinance No. 129-66 was renumbered N0. 129-66 ' to read Proposed Ordinance No. 128-66. The purpose of this was RENUMBERED to keep ordinances in proper numerical seeuence. April 26, 1966 Page -3- On motion of Councilman Watt, seconded by Councilman Clark, all present voting aye, on behalf of the Village and members of the Council a Certificate of Appreciation was presented to Mayor Lewis by Vice-Mayor Bell in connection with his services as Acting Manager for the Village for the period January 28, 1966 through March 23, 1966 inclusive. On motion of Uice-Mayor Bell, seconded by Councilman Watt, all present voting aye, a Certificate o£ Appreciation for former Councilman Gordon G, Duncan was signed by members o£ the Council for presentation to Gordon Duncan in connection with his services ' as Councilman for the period April 6, 1965 through April /~, 1966 inclusive. This certificate is to be mailed to Mr. Duncan April 29,1966. Vice-Mayor Bell received a telephone call from the President of the Intercity Ambulance Squad, inquiring if we were going to make the usual X1.00 per family contribution to this Squad. Village • Manager Eassa will write a memorandum to Mra. Marie Patterson, Bookkeeper, advising her to arrange f'or the disbursement of the proper budgeted X2,000 amount, Village Manager Eassa was instructed to write a letter to Mr, E. V. Jaramillo, Chairman of The Senior Baseball League reminding him of the curfew as established by the Village with regard to baseball activity at Prosperity Park and also with curfew relative to the use of the Public Address System.
