Lewis, Mayor -_ • ,Vice -Mayor Bell called the meeting to order at 8:00 p.m. and FALL CALL_ asked the Clerk to call the roll, all members being present "'except Mayor Tom Lewis, absent because of illness. - On motion of Councilman Watt, seconded by Councilman Everard,"MINUTES all present voting aye, the minutes of the Council meeting 10/12/65 held October 12, 1965 were approved as written. APPROVED The Clerk read the minutes of the October 20, 1965 meeting of the Planning and Zoning Advisory Board. P&ZBD. :MINUTES The Clerk read'a.letter from James Owens, chairman of the annual Christmas In Dixie Parade to be held in Lake Park on - December 12th, inquiring whether or not the Village would be. willing to enter a float in the parade. In discussing the matter, it was decided to invite the Art Center Society to undertake•thi.s project on behalf of the Village, with pos- sibly' the help of the NIB Garden Club. The Manager was instructed to ascertain if the Art Society would accept. It was agreed that there would bean officials' car entered - in the parade for officials of the Village to ride in. The Clerk read a letter from the Chairman of the Country Club EROSION Board of Governors, requesting the Village Council to take . AT GOLF steps to correct erosion problems along the golf course where ..COURS it abutte the Intracoastal Waterway. The letter pointed out . that some help might be obtainable from the Federal Government for correcting this condition which is deteriorating rapidly. The Village Manager was instructed to meet with the Village Engineer and the Building Official to go over this matter.and make a further report to the Council: The Village Clerk read a letter from the Riviera Beach High School Band, inviting the Council -"to make a•donation to the Band Fund and offering the Band's services on any occasion. The Village Clerk read a letter from Mr. Phillip Redding, a resident of 713 Sandpiper Way, stating his desire that all areas of the Village continue to require sidewalks of the - developers, in keeping with present Village requirements. A letter was read,by the Clerk on the matter of the Cross - State Barge Canal project. •The Federated Conservation Council again asked the support of the Village Council to halt the project until assurance could be given by respon- sible authority'that the States fresh water supply will not be endangered by this project. This matter was tabled in order to determine if the Mayor had written a letter of support whieh••was authorized on•.September 28th and referred to the Mayor in case he saw fit' -to write another letter. AIKS SG JPPORT - Ft)R PtiBLIC BiARING Page-2 On motion of Councilman Watt, seconded by Councilman Everard,- all present voting aye, proposed Ordinance No. 125-65, entitled AN ORDINANCE OF THEE VILLAGE OF NORTH PALM BEACH, FLA., AMENDING THE ORDINANCE N0. 20 AS HERETOFORE AMENDED, THE SAME BRING THE COMPREHENSIVE ZONING ORDINANCE OF THE SAID VILLAGE, BY REMOVING CERTAIN PROPERTY FROM THE R-1 SINGLE FAMILY DWETT,TNG DISTRICT AND RECLASS- IFYING SAID PROPERTY AS C-1 NEIGHBORHOOD COMMLERCIAL DISTRICT AND BY SETTING FORTH A TIME PERIOD BEFORE A RENEWAL OF AN APPLICATION FOR REZONING CAN BE MADE: AND BY DIRECTING THE VIILA(TR, CLERK TO BRING THE OFFICIAL ZONING MAP UP TO DATE BY YHOVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT HEREWITH, AND FOR OTHER PURPOSES:, was placed on first reading and read in full. The Clerk was instructed to advertise for a Public Hearing ' to be held on the subjects contained. in Ordinance No. 125-65, this hearing to take place on Tuesday, November 16, 1965, at: 8:00 p.m., in the Village Hall. - On motion of Councilman Duncan,' seconded by Councilman Ever- ard, and on a 3 to 1 vote, with Councilmen Watt, Duncan, and Everard voting aye, and Vice -Mayor Bell voting.nay, proposed Ordinance No. 126-65, entitled AN ORDINANCE OF THE VITT,AGE OF NORTH FATM BEACH, FLA., AMENDING ORDINANCE NO. 20 AS HERETOFORE AMENDED, TI±S SALE BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY CREATING A ZONING DISTRICT "0-1B CENTRAL BUSINESS DISTRICT" CLASSIFICATION; BY SETTING FORTH THE AREAS TO BF INCLUDED IN 0-1B DISTRICT AND BY DIRECT- ING THE VILLAGE CLERK TO BRING THE OFICIAL ZONING MAP UP TO DATE; BY PROVIDING FOR THE REPEAL OF ORDINANCES ' IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES was placed on first reading and read in full. The Council discussed the contents of this Ordinance at length and it was decided to put the matter on the agenda for the next Workshop for further study. The Attorney also stated that a public hearing would be required before second, final reading and passage of this Ordinance, inasmuch as it involves zoning. 0n motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, Ordinance No. 123-65, entitled AN ORDINANCE OF THE VILLAGE OF NORTH PAIM BEACH, PIA. AMENDING ORDINANCE N0. 33, BY REVISING THE HEIGHT, DESIGN AND LOCATION OF CERTAIN SIGNS TO RR, ERECTED IN THE VILLAGE OF NORTH PALM BELCH, FLORIDA was placed on second reading and read by title only. 0n motion of Councilman Duncan, Seconded by Councilman Watt, all present voting aye, Ordinance No. 123-65 was enacted. • The Village Manager was instructed to notify Mr. Rowan of the Standard Oil Company of the passage of this Ordinance_.__. which permits ground signs to a maximum over-all height of_ thirty-five (35) feet. - - 0n motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, Ordinance No. 124-65, entitled - AN ORDINANCE OF THE VILLAGE OF NORTH PATM BEACH, FLORIDA, PROVIDING FOR THE DISPOSITION AND SALE ` OF ABANDONED BICYCTT;S AND MOTOR VEHICLES ORD. The Manager was instructed to see that a copy of this Ordi- nancereach the Police Department immediately and that nec- essary action be taken to remove any abandoned vehicles that£ are now in violation with the newly enacted ordinance. On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, Resolution No. 249-65, entitled A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PADI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE CLERK TO SIGN A SPECIAL WARRANTY DEED TO NORTH ',PALM BEACH PRESBYTERIAN CHURCH, INC., OF CERTAIN VILLAGE PROPERTY ORO. NO. 124-65 EN_ LTED RE,;. NO. 249-65 ALCPTED: SALE OF LATD was adopted. The Manager reported to the Council that the 1965 Tax bills 1 1965 were mailed on October 26th, well in advance of the first BILLS_-: due date, November lst. MAILED The Manager road the compilation of bids submitted for 'purchase of 1966 Police cars through the cooperative pur- chasing effort with the City of West Palm Beach. These were as follows (for two cars): Dalguard - Rambler Amb. 880, ;'4,352 less T.I. ;'2,300, net j 2,052(*) Fla. Chry-Ply - Ply. Fury, 4,492 less T.I. 42,000, net $2,492 Matthews - Ford Custom, y4,644 less T.I. 1,702, net $2,942 Wayne Akers - Ford Custom, 4,560 less T.I. 1,950, net $2,610 (*) "iamb..Amb. 880 has 116" wheel base; specs called. for 119" w.b. The Manager recommended that the Village's contract for the - purchase of two 1966 police cars be awarded to the low bidder for the Village, Florida Chrysler -Plymouth, Inc, for the low net bids of $$2,492. He further recommended that the Village buy back forv$1,000 trade-in price at least one and possibly two of the 1965 Forlsfor Village vehicles, inasmuch as he felt the trade price was not as good as had been anticipated. After some discussion, the Manager was instructed to contact other auto agencies to see if the Village could make a better deal by buying police cars directly, rather than through the co -op -- purchasing. Thu matter will be discussed further at the next Workshop meeting, Tuesday, November 2nd. The Manager reported that the latest information from the Palm Beach County Industrial Information Service showed the Village of NEB in fourth place among the county's 38 munici- palities in dollar -value of dwellings constructed in the third quarter of 1965 and in seventh place in dollar -value of all building in the third quarter of 1965. Councilman Evorard referred to a request from the Yacht Club Point Property Owners Assn, asking that STOP signs be erected at certain intersections in that area. The Manager was instructed to see that these signs are put up, as well as speed limit signs showing the speed in that area is 25 MPH. tr The Manager reported to the Council that approval has been received from the State Road Department for the installation of a semi -actuated traffic control signal at the intersec- tion of U.S.#1 and lighthouse Drive and the plan and permit have been received by the Village. The Manager also told the Council that the State has reduced the maximum speed in the northern limits of the Village from 53 to 50 MPH. The Council instructed the Manager to proceed with advertis- ing for bids on the signal installation, after preparation of the specifications. The Manager was instructed to check on the adequacy of present trans- formers to handle larger wattage bulbs as the upgrading proceeds. Vice -Mayor Bell asked the Village Manager to investigate the possibility of installing concrete ribbon ed.ges•along the side of paving on the major streets in the Villages A cost estimate will bo studied as well as a report on the - feasibility of such an installation.
