Mayor Tom Lewis called. -the meeting to order at. 8:00 p.m:- ; ; :ROLL, GM,
and asked the Clerk to call the roll, all members being
present.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all members voting aye, the minutes -of -the Council meeting-,
of October 26, 1965 were approved as written.
Mayor Lewis read several communications he had received_

Since the last Council meeting. These included a letter READS
from newly appointed State Comptroller Fred O.Dickinson-, LETTERS
assuring the Mayor of the assistance of his office on any " '..
matter relating to it; a letter from Howard Campbell, Presi--, -
dent of the Senior Social Club, thanking the Mayor for his
letter regarding proposed budget items; and a number of _
letters from residents', 'urging the Mayor and Council to con- __
tinue the requirement for sidewalks in any future.develop- -
ments within the Village. Mayor Lewis referred to a petition'
signed by 117 residents of the Country Club and Golf Course '
Addition areas, opposing any policy of no. sidewalks.
Mayor Lewis commented on recent happenings throughout the,1, MAY')R
nation and 'world, wherein individuals have protested the.---` ISS!EE
presence of U. S. military forces in Viet Nam. He then
read a proclamation, declaring the week of November 22nd IL[TARY .
(Thanksgiving Week) as "U. S. Military Forces" Week inthe_FORTE
Village and urged all citizens to mark the occasion with_WEE. ]T0-
appropriate ceremonies and also personal messages to the _;*..CflA4ATCON"
military forces now serving in Viet Nam. He info 'rned the
.Council he was sending copies of his proclamation to other,.._
area Mayors, County officials, and State officials, asking.
them to join him in this or a similar proclamation.
The Mayor also read a proclamation, declaring the week of
December 1st as "Civil Air Patrol Week" on the occasion of -
the CAP's 24th anniversary. He urged all residents to pay
recognition to this volunteer group which serves in many
ways during emergencies.
The Clerk read a letter from Warren P. Tatoul,
the Allemande Elementary School P.T.A., expressing apprecia-
tion to the Council for permitting installatio

The Village Clerk read the minutes of the regular meeting
of the Planning and Zoning Advisory Board, held November 3.
Two representatives of the Board, Chairman Marshall Benja-:
min and Vice-Chai.uman Rudy Arsenicos, were present in the
audience and a discussion was held between the Council and
these men, concerning the subject of creation of the C-1B -
Central Business District in the Village's Zoning Code.
It was agreed that the full Board would be invited tomeet
with the Council at its next Workshop meeting, Tuesday,
November 16, 1965 for the purpose of considering this matter
and others now pending before the Board..

On motion of Councilman Watt, seconded by Vice -Mayor Bell,
all present voting aye, proposed Resolution No. 250-65,

A RESOLUTION OF TiE VILLAGE COUNCIL, NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE
CTFRK TO EXECUTE AN ANCHOR EA DEED TO THE
FLORIDA POVQER AND LIGHT COMPANY
was read and adopted. The Mayor said he would, before
signing the Resolution, contact the Florida Power and
Light officials to determine is there are sufficient -
easements in service alleys through the Village, to
relocate the power poles away from U.S. #1 frontage.._
The Clerk read a letter from Royal American Realty, Inc., STREET
developers of Palm Beach-Iake Worth'Estates plat, asking NAMES I?T
that the names of Shore Drive and Shore Court be changed. .P.B.L.W,
to Castlewood Street and Dewhurst Court, respectively, ' AQED TO
because of the duplication of these names in other areas .BI
of the Village and already developed. The Council agreed REMAMED
to send this request to the Planning and Zoning Advisory.

0n motion of Councilman Watt, seconded by Councilman Ever- POLICE
ard, all members voting aye, the Village awarded a contract CAt
for the purchase of two new 1966 police cars to Florida' _ COUTRACT
Chrysler -Plymouth, Inc., for Plymouth Furys, at a net cost AWiRDED
of 02,492. The Council then instructed the Manager, to
exercise the Village's option and purchase' back at $1,000 each, both of the 1965 Ford police cars which were to have
been traded in, one for use at the Country Club and one'for .
use in the Village.
The Manager reported that the NIB Art Society had declined CHiI STMi S
the invitation to provide a float for the Christmas In Dixie PAILLDE
Parade, to be held in Lake Park on December 12th. Ho also FIQAT
stated that Mr. Jacomo, Director of the Art Center, had AGLIN
offered to design and decorate a float, if the Village DICCUSSLD
would allocate funds and assistance from the Public Works
Department. The Manager was instructed to determine the . -
cost of materials that would be needed, as well as the
amount of time that Village employees would be needed to
help, should the Council decide to enter a float as a muni-
cipal project.
On motion of Councilman Watt, seconded by Councilman Duncan, B'EEEPII;G
all members voting aye, the Council rejected the two bids MACHINE
which had been received for a bookkeeping machine to be --- BIPS
used at the Country Club, and instructed the Manager to RE:IECTEP;
re -advertise for the machine again. The Mayor stated he -VILLAGE TO
felt it should be the policy of the Council to seek a ADVERTIEE -
minimum of three bids at least, on any Village purchase, AG'IN
if at all possible.
Several Councilmen suggested names of residents to be con-
sidered for the Waterways Study Committee. The Mayor read
these names, and stated the final decisions would be made -
at the next Council meeting.

The Manager read the bids received on the installation of TRAFFIC
a traffic signal system for U. S. #1 and Lighthouse Drive. SIG-ML
These were (1) Design Traffic Installation Co., Ft. Lauder- CONTRACT
dale, $4,826 and (2 )Florida Traffic Signals, Inc., Ormond AWARDED
Beach, $3,824. On motion of Councilman Duncan, seconded by
Vice -Mayor Bell, all members voting aye, the contract for
the installation as per State Road Department plans and speci-
fications was awarded to the low bidder, Florida Traffic Sig-
nals, Inc. The Council also agreed to set aside a contingency --
fund of approximately $300 for the purpose of providing an addi-
tional signal head westerly toward Lighthouse Drive and a left -
turn green arrow on U. S. #1, if approval for these additions
can be secured from the State Road Department.
The Manager was instructed to investigate the possibility VILLAGE
of having a service contract arranged with a local elec- SEEFS
trical contractor for service on the various traffic signals SERVICE
within the Village. CONTRACT
Mayor Lewis instructed the Manager to arrange a meeting with BICxCLE
the Director of Public Safety to discuss bicycle training TRAINING
programs not only for children attending the Village Ele- PROGRAM
mentary School but also for Village children attending PROBED
schools outside of the Village.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all members voting aye, the 1965 Tax Roll was adjusted to
include a re -assessment which had been made by the Tax
Assessor but never entered in the official record. This
adjustment was on Lot 1, Block 62, YCA, Mrs. Julia Ameiss,
owner, with the assessment being reduced from $22,870 to
$19,150. The Tax Collector was instructed to make this
change on the official 1965 Tax Bell and also to correct the
minutes of the Tax Equalizing Board accordingly.
Vice -Mayor Bell recommended to the Council that the Village
Hall be closed one afternoon each week and remain open a
half -day on Saturdays for the convenience of those persons
wishing to conduct business on Saturdays. The Manager was
instructed to study this suggestion and return with a recom-
mendation to the Council.
The Council spent some time discussing ways and means of
curbing excessive speeding on Lighthouse Drive. A resident
of that area, Charles Barnes, cited numerous instances of
speeding which goes on whenever a police patrol car is not
on the street. The Council agreed to establish Lighthouse
Drive as a "No Passing Zone" thoroughfare from U. S. #1 to
Prosperity Farms Road, in an effort to make the street safer
for pedestrians and vehicular traffic alike. The Manager vas -
instructed to have appropriate double yellow lines painted on
the roadway to indicate the "No Passing Zone" indication.
Following other statements from the public, on motion of ADJOUIN-
Councilman Watt, seconded by Councilman Duncan, the meeting TIENT
of the Council was adjourned at 11:05 p.m. until Tuesday,
November 23, 1965, at 8:00 p.ri.
