VILLAGE COUNCIL OF NORTH PALM BEACH, FLA.

Mayor Beery called the meeting to order at 8 P. M. and asked the Clerk to call the
roll, all members being present. The Mayor asked the Clerk to read the minutes of
the regular meeting held September 8th, and these were approved as read.
The Treasurer read the financial statement for the Country Club for the month of
August.
The Clerk read a letter from Fairhaven Properties, Inc., Mr. Vincent Pappalardo,
President, requesting the Village to rezone Lot 13, Fairhaven Addition, from R-1
to R-2. The Clerk also reported that the Planning and Zoning Advisory Board had
already reviewed the request and recommends approval, with the provision that the...
R-2 building would be limited to one story. The Council instructed the Village
Clerk to call for a public hearing on Tuesday, October 27, 1964, at 8 P. M. and
to make all necessary legal advertising. The Clerk advised the Council that Mr.
Pappalardo had already remitted his check for X25 required for calling a public
hearing.
The Clerk then read a letter from Mr. and Mrs. George Nicholson, requesting that
their land be annexed to the Village of North Palm. Beach. This parcel is located
just north of the Village's north border on U. S. Highway #1.
The Clerk read a letter from Mr. Robert Wening, a member of the Planning and Zoning
Advisory Board, stat5_ng that he had accepted a job that would keep him in Washingtton,
D. C. most of the time but still retaining his residence in North Palm. Beach. MrS
Wening did not wish to resign Pram, the Board since he does expec t to return.. How-
ever, he requested that his partner, Mr. Rudolph M. Arsenicos, represent him and
vote for him on the Board. The Mayor recommended that the matter be tabled because
of the legal problem and requirement that only the actual appointed members of the
Board may vote.
The Clerk read letters from John L. Volk, F. F. Adams, E. Lloyd Ecclestone, and
R. R. Coddington, all objecting to the Village's proposed annexation of certain
lands south and west of S. R. 703.
The Clerk read a letter from the North Palm Beach Library Society, requesting:
(1) That a member of the Village Council or the Village Manager be
appointed ex-officio-a member of the Library Committee.
That a Chairman be appointed for the Library Committee.
(3) That the Library Committee be encouraged to meet at specific times
and a minimum number of times of not less than four times a year.
(4) That Mr. Axel W. Kogstrom, Jr., of 724 Osprey Way, as a replacement
for Mrs. Ralph Huts be considered.
It was the consensus of the Council that the S~i.brary Committee should be appointed
on a permanent basis and that they be made the official Library body, advising the
Council and the Manager, but governing the Library's day-to-day operations. Vice-
Mayor Lewis moved the the Library Advisory Committee be made a permanent governing
body and that Mr. Seymour Bellak be appointed temporary Chairman. The motion died
for lack of a second.
On motion of Vice-Mayor Lewis, seconded by Councilman Churchill, all members voting
aye, Ordinance No. 106, entitled

The Mayor opened the floor for discussion. Mr. William Pfaffenberger, attorney
representing the. people living in the area, voiced their objections on being
annexed.
On motion of Vice-Mayor Lewis, seconded by Council Churchill, all members voting
aye, Ordinance No. 103, entitled

some of the land in question, expressed his objections to their particular
area being annexed.

On motion of Councilman Churchill, seconded by Vice-Mayor Lewis, all members
voting aye, Ordinance No. 105, entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING
ORDINANCE N0. 41 WHICH ADOPTID THE MODEL TRAFFIC ORDINANCE FOR
MUNICIPALITIES BY SETTING FORTH SPEED LIMITS ON THE STREETS OF
THE VILLAGE OF NORTH PAi~d BEACH
was placed on second reading and react by title only.
(Note: Councilman Thomas R. Bell, who had been absent from the meeting up
to this time, arrived at this point.)
On motion of Vice-Mayor Lewis, seconded by Councilman Watt, all member voting
aye, Ordinance No. 105, Section "e" was amended to read:
(e) Between the hours of 7:30 A.M. and 9°00 A.M.
and between the hours of 2:00 P.M. and 3:30 P.M.
the speed limit in the vicinity of schools and/or -
at such street intersections where heavy school
traffic is found, shall be 15 miles per hour where
signs are erected to that effect. Where public health, _
welfare and safety necessitates the use of school speed
limits, such determination shall be made by the Chief
of Police.
On motion of Vice-Mayor Lewis, seconded by Councilman Wall, all members 4oting
aye, Ordinance No. 105, entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PAIM BEACH, FLORIDA, --
AMENDING ORDINANCE N0, 41, WHICH ADOPTED THE MODEL TRAFFIC
ORDINANCE FOR MUNICIPALITIES, BY SETTING FORTH SPEID LIMITS
ON THE STREETS OF THE VILLAGE OF NORTH PAIM BEACH
was enacted as amended.-
The Village Manager was instructed to request a verification of the Village
boundaries from the Village Engineer.
On motion of Vice-Mayor Lewis, seconded by Councilman Churchill, all members
voting aye, Resolution No. 211, entitled

On motion of Vice-Mayor Lewis; seconded by Councilman Churchill, all members
voting aye except Councilman Watt who voted nay, Mr. Seymour Bellak was ap-
pointed Temporary Chairman of the Library Advisory Committee. _
The Mayor stated that the Council would hold a public hearing on the 1964-65
Budget on Thursday, October 8, 1964, at 8 P.M. There being no further busi- _
ness to come before the Council, the meeting was adjourned at 10 P.M. to
September 29, 1964, at 8 P. M.
