MINUTES OF AN ADJOURNED MEETING OF THE VILLAGE COUNCIL

The Mayor called the meeting to order at 8:00 PM, and the roll was called. The
Mayor then stated the purpose of the meeting was (1) to consider possibilities of
a bicycle path along Palm lane, a private road off Prosperity Farms Road, leading
to Allamanda Elementary School, and (2) to consider possibilities of instituting
bus service by the Transit Company of the Palm Beaches.
Vice -Mayor Thomas Lewis gave a brief history of the bicycle path problem, citing its
need and describing the feasibility of acquiring an easement along Palm Lane for
children attending the Allamanda Elementary School. He stated the property owners
along the lane are Willing to agree to a short-term trial lease between themselves
and the County, provided the upkeep of the road will be done by the County. County
Commissioner E. F. Van Kessel, who was present along with County Engineer George
Frost, stated the County Attorney had been consulted about the matter and he was
advised the County never improves private property although the County is ready and
willing to construct a proper path in the area, provided the necessary dedication or
lease can be arranged. He pointed out that the owners may state whatevery they desire
in the agreement (who shall use the path, how long it shall be so used, etc.) and he
farther siad that the County would certainly return the right-of-way, should it no
longer be needed at any time in the future. Head say, however, that a short-term
agreement would not be acceptable to the County. Mr. Frost spoke and reiterated
the necessity of a proper dedication or lease agreement to Palm Beach County.
Vice -Mayor Lewis asked why the Village had not been able to get the promised meeting
between the City of Palm Beach Gardens, St. Clair's Catholic Church, and the County
Commissioners, on the matter of the extension,of Alamanda Drive from North Palm Beach
to Allamanda School. Mayor Beery requested Commissioner Van Kessel to head up a drive
to get this roadway put in and Mr. Van Kessel agreed to do so.
Mayor Beery outliners the matter of needed bus service in the Village, pointing out
the Council hopes to be able to make an arrangement with the N.P.B. Bus Company, Inc.
and the Transit Company of the Palm Beaches, whereby both parties might work without
conflicting with the other. Mr. Christopher Viasides of the Transit Company and Mr.
Clifford. Smith of the NPB Bus Co. both spoke as to their willingness to try and work
out some arrangement and agreement. Mr. Vlasides stressed his desire to have a
'working agreement" (such as one now existing between his company and the Town of
Palm Beach) which would allow his company to find the best route and best schedule
so as to provide service which would be used by Village residents. Mr Smith stressed
his desire to continue to serve stool routes primarily and to retain the provision
of his franchise which allows his company to charter its buses for club outings, etc._
On motion of Vice -Mayor Lewis, seconded by Councilman Churchill, all members voting
aye, the Council instructed the Village Attorney to work out a suggested agreement
that would allow NPB Bus Co., Inc. to continue its present service and also permit
the Transit Company of the Palm Beaches to institute bus service for those people
not now being served. It was agreed that any new service should be continued for
a sufficient length of time as to allow Village residents to become acquainted with
it and to use it enough to make the service feasible.
There being no further business to come before the Council, the meeting was adjourned
at 9:30 P.M. until Tuesday, November 24, 1964, at 8:00 P.M.
