Mayor Beery called the meeting to order at 8:00 P.M. and asked the Clerk to call
the roll, all members being present except Councilman Bell who was ill. .The Mayor
requested the Clerk to read the Minutes of the meetings held October 27th, October
30th, and November 4th, these being approved as corrected.
Mayor Beery commented on the recent General and Special Village Elections and
complimented the residents on their patience for waiting in line to vote for such _
a long time. The Village Clerk was instructed to work closely with the new County
Supervisor ofRegistrations with the thought in mind of either having a new precinct
created within the tq'illage limits, or the addition cf more voting machines to be =
available at the next election.
Mayor Beery made a ~w comments on the Village Bond Iss~.e which was defeated and
also stated that the people had their say as to whether or not they wanted some
of these improvements. However, the Village was proceeding to carry out certain
programs under alternate procedures, such as going ahead with efforts to refinance
the Village Hall mortgage. This the Village can do on its own. Mayor Berry also
urged all citizens who have a reasonable solution to any of-the Village's problems
to definitely put them down in writing and submit them to the Council. Mayor Beery
assured the people that all suggestions would be given serious consideration by the
Council.
The Village Treasurer read the financial report for the General Fund for the month
of October 1964. He stated the Country Club statement would be ready for the next
meeting.
The Council discussed the report.. presented by Mr. Carver, the Building 0~'Picial,
regarding the construction of a golf cart shed to be built at the Country Club.
The report contained three bids, the lowest being the Village undertaking the job,
with the Building Official to supervise and sub-contract the other work. The low
bid difference from the Village represented the absence of overhead costs and profit
margin. On the Motion of Councilman T~Ia~t, seconded by Councilman Churchill, all
members voting aye, the Council accepted the low bid and instructed the Village
Manager and the Building Official to proceed with the building at an estimated
cost of X6,768.
Country Club Manager Francis Shuster has requested the Council to authorize moneys
for the paving of certain cart paths around the Pro Shop. The Council informed
Mr. Shuster that since it is anticipated that the paving would cost over X1,000,
• he should secure at least three bids on the work. At such time when the bids
are available, the Council will then take appropriate action.
On motion of Vice-Mayor Lewis, seconded by Councilman VPatt, all members voting aye,
proposed Ordinance No. 109, entitled -
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING
' ORDINANCE N0. 20, AB HERETOFORE AMENDED, THE SAME BEING THE COM-
PREHENSIVE ZONING ORDINANCE OF SAID VILLAGE BY REMOVING C ERTAIN
PROPERTY FROM THE R-1 SINGLE-FAMILY D4PELLING DISTRICT AND RECLASS-
IFYING SAID PROPERTY AS r-2 RESIDENCE DISTRICT; BY DIRECTING THE
VILLAGE CLERK TO BRING THE OFFICIAL, ZONING MAP UP TO DATE; BY PRO- -
VIDING FOR THE REFEAI,OF ORDINANCES IN CONFLICT HHREEwITH AND FOR
OTHER PURPOSES

' The Village Manager stated that he had just received a proposal from the .Municipal
Refuse Service, Inc., copies of which were distributed to the Council, regarding
the possibility of leasing certain trash collection equipment from this company.
The Village Manager said he would investigate the proposal and return with a
recommendation for the Council's consideration at the next regular meeting on
November 24th.

The Village Manager reported that he, the Mayor and the Village Attorney had met
with Mr. Christopher Vlasides of the Transit Company of the Palm Beaches, in an
attempt to work out an amiable agreement whereby the two bus companies,-the other
being the North Palm Beach Bus Co., Inc. could service the Village without con-
flicting with one another. The Village Manager stated that after meeting with

representatives of both companies, it appeared quite evident that both bus mm- J
panics would be willing to provide their respective services to the Village under
a mutually agreeable arrangement. The .Council instructed the Manager to request
the presence of Mr. C. Vlasides and Mr. Clifford Smith before the Council at a --
special meeting to be held next week, N wember 17th, to discuss arrangements to
provide both services.-
The Village Manager reported that he had contacted Mr. Slamaker who owns-part of
Palm Lane, running westward from Prosperity Farms Road, to the school ground and __-
he stated he was willing to al7_ow school children attending Allamanda Elementary _
School to utilize this road. The Manager, however, stated that there were a num-
ber 1; of problems involved, namely, that Palm Lane is not within the Village limits;
it is private property, and that the County has stated that it will not install
any improvements on private land unless there was a long-term lease or agreement

allowing use of this land for that purpose. The Council then requested the
Village-Manager to contact CountyLtommissioner E. F. Uan Kessel and County Engineer
George Frost and request them to appear before the Council at its next meeting,
November 17th. The Council instructed .the Manager to contact officials of Palm

Beach Gardens to inquire why they had not installed an adequate and paved bicycle --
path through their limits from where the County-maintained path is, leading to the
new A1lamanda School.
The Village Manager was instructed to write a letter to the North Palm Beach Presby-
terian Church, requesting permission to cut a drain swale northward across the rear - -
of their property which would drain not only the church property but Prosperity -
Park, also.
Uice-Mayor Lewis commented on the dangerous condition of the intersection of gor,~h-
lake Boulevard and Prosperity Farms Road, especially at night when it is so dark.
He recommended that the Village-request Florida Light and Power to install a light
at this intersection as soon as possible.. fine Village Manager stated that he would
follow through on this.
Vice-Mayor Lewis recommended, a.nd the Council concurred, that the title of the
' monthly bulletin that is sent cut to teach resident should be called "The Village _
Newsletter." He also recommended that the Village put out a yearly Progress Report
which shhuld be completed -some time in January.
On motion of Vice-Mayor Lewis, seconded by Councilman Watt, all members voting aye, ---
the Village Attorney was instructed to draw up an appropriate resolution, appointing
the Recreation Committee on a permanent basis and stating the Council's policy on _
the duties of this Committee.
The Council instructed the Village Manager to contact the County Engineer's office
informing them of the dangerous condition of the pedestrian bridge going across the
drainage canal on Alamanda :.Drive, leading to the Allamanda School.
The Council instructed the Village Manager not to hire a Recreation Director at this
time and not until they give specific authority. _
There being no fl~rther business to come before the Council, the meeting was adjourned
at 10:30 P.M., until November 17, 1964, at 8:00 PSI.
