05-26-1964 VC REG-M MINUTES OF AN ADJOURNED MEETING • of the VILLAGE COUNCIL OF NORTH PAL61 BEACH HELD May 26, 1964 Present: Harold W. Beery, Mayor Thomas F. Lewis, Vice-Mayor ' Thomas R. Bell, Councilman Herbert M. Gibson, Councilman Walter E. Thomas, Councilman Herbert Gildan, Village Attorney Frank R. Spence, Village Manager and Clerk Mayor Beery called the meeting to order at 8;00 p.m. The invocation was given by Reverend Frank of the Faith Lutheran Church, North Palm Beach. Mayor Beery brought up the question of presentation of minutes since the Council was meeting every week and it was creating a backlog of paper work, he was open to suggestions from the Council as to how often they would desire having the minutes presented. • Councilman Thomas moved, seconded by Councilman Bell, that the minutes be read only at the first regular meeting of each month. The motion failed with Councilman Thomas and Councilman Bell voting yes and Mayor Beery, Vice- Mayor Lewis and Councilman Gibson voting no. Councilman Gibson moved, Vice-Mayor Lewis seconded that the minutes be read only at the second and fourth Tuesday meetings and that these would include all intermediate meetings. The motion passed with Mayor Beery, Vice-Mayor Lewis and Councilman Gibson voting aye and Councilman Bell and Thomas voting nay. Councilman Gibson moved that the Council Meetings begin at 7:00 p.m. and end at 10:30 p.m, sharp. Mayor Beery yielded the Chair to Vice-Mayor Lewis in order that he could second the motion and participate in the discussion. Councilman Thomas objected to the earlier time due to the lateness of arriving at his home from work and eating supper and resting before attending the Council Meetings. Vice-Mayor Lewis then called for a roll call vote with Alayor Beery ' and Councilman Gibson voting aye and Vice-Mayor Lewis, Councilman Bell and Thomas voting nay, defeating the motion. The Village Manager stated that the Council Meetings would be held during the summer months in air conditioned comfort in the dinningroom of the new Country Club. This was made possible because of the closing of the Club every night during the summer months. The Village Manager stated that he would endeavor to include a brief summary of the six month audit in the next newsletter. Mr. Roger Boyer, Chairman of the Recreation Committee and representative of the local Jaycees, made a detailed presentation to the Council as to how they proposed to develop the old Channel Five Park Area. Such improvements would include the installation of a well, sprinkler system, grass, tennis courts, ball diamond, handball courts, merry-go-round, swings, picnic areas and the possibility of the local Scout organizations to build a 100' X 50' Scout Building • which would be used by all Scout organizations in the area. Mr. Boyer also stated that the local stamp drive had been somewhat successful in that they had collected almost $600. worth of trading stamps and some money, all of which would be converted into necessary equipment to be used in the development of this park. On motion of Councilman Thomas, seconded by Councilman Bell, all members voting aye, the Village Manager was instructed to make available and set aside $1,000. for use by the Recreation Committee and Jaycees to aid in the develop- ment of the Channel Five Tower Park Area. Vice-Mayor Lewis recommended that the Recreation Committee contact the various Scout troops and ask that they submit their plans to the Council as soon as possible as to what type of building they desired to build. Mr. Boyer then stated that the Scouts have been contacted and were in the process of drawing up the plans for submittal in the near future. At the request of the Council, Mr. Boyer stated that they would cut the stencil outlining the park develop- ' ment in its various phases so that it could be included in the forthcoming newsletter so that all of our residents would be informed about our mutual attempt to develop this area. Council Meeting held May 26, 1964 . Page 2. Mr. Frank McMahon, of Lee Shepard, C.P.A., our former Village Auditor, was introduced to the Council and proceeded to discuss the 1962-63 audit. A lengthy discussion ensued and many questions were asked. 1 On motion of Vice-Mayor Lewis, seconded by Councilman Thomas, all members voting aye, proposed Ordinance #90 dealing with the creation of a Police Reserve Force was tabled until the first regular meeting in June. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye, Ordinance #94 was amended to show that an impounding fee of Ten Dollars ($10.00) would be levied and that new residents would have a thirty day period in which to register now dogs. The Village Clerk then read Ordinance #94 as amended in full. - • On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye, amended Ordinance #94 entitled AN OR ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, AMEND- ING ORDINANCE #28, SAID ORDINANCE PROVIDING FOR THE ' REGULATING OF DOGS, BY SETTING FORTH PENALTY FOR FAILURE TO HAVE DOG LICENSES; BY REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE HEREOF. was enacted. The Village Manager reported to the Council that he had received inform- ' ation from the Building Official to the effect that the F.H.A. had authorized the pumping out and securing the abandoned swimming pools at 725 and 729 Buttonwood Road and. that this would be done Witflin a week. Such action should protedt the safety, health and welfare of the children playing in that area. Mayor Beery stated that a resolution appointing seven members to the Punning and Zoning Board would be considered this evening and requested the Council to vote on the members that they desired to have appointed to this Board. On the basis of secret balloting the following residents were appointed to the • Board: for a term ending two years from date, Marshall Benjamin, Wallace Salts- stein, Robert {Vening, Paul Schmitt. For a term ending one year from date, Joseph Toyzer, James Mullen and George Houck. The Council instructed the Village Manager to inform the newly appointed members of their selection and to those who were not selected a letter thanking ' them for their interest. On motion of Councilman Gibson, seconded by Vice-Mayor Lewis, all members voting aye, Mr. Joseph Hodgson was approved to aid the Village Tax Assessor at a cost of $2.50 an hour with the understanding ,thht; this was to be temporary employment for just this year to aid in the assessing of properties in the Village and in the preparation of tax records and rolls for the forthcoming year. Councilman Bell stated that he was on present this request to them at their next Board Vice-Mayor Lewis descussed the situation and problem of our Volunteer Fire Department to respond to a fire call when the police officer on duty was involved in a police matter. This meant that the Police Officer had to leave the scene of a police investigation, rush to the Eire House then blow the siren then drive the fire engine to the site of the fire. All of this takes many valuable minutes and he suggested that perhaps we could improve the slrstem some- what by triggering the siren by phone. The Village Manager stated that he would look into the matter.
