05-19-1964 VC REG-MMINUTES OF AN ADJOURNED MEETING • of the VILLAGE COUNCIL OF NORTH PALM BEACH held May 19, 1964 Present: Harold W. Beery, Mayor ' Thomas F. Lewis, Vice-Mayor Thomas R. Sell, Councilman Herbert M. Gibson, Councilman Herbert Gildan, Village Attorney Frank R. Spence, Village Manager and Clerk Mayor Beery called the meeting to order at 8:00 p.m, and asked Councilman Gibson to give the invocation. Mayor Beery then asked the Clerk to call the roll, all members being present. The Clerk then read the minutes of the regular meeting of the Village Council held May 12, 1964, these minutes being approved as coreected. Mayor Beery stated that he was very satisfied with the efforts of the newly coreated Recreation Committee and was glad to see that they have been very active throughout the Village and have come forth with some very good re- commendations. The Mayor also stated that a candidate for a public office, Mr. Robert Fulton, had decided to hold a political rally at the Country Club. This is the first time that a political candidate has ever met here and Mayor Beery certainly wanted to encourage other candidates to come and utilize our facility whether we agreed with this candidate or not, Mayor Beery stated that he had met with the newly created North Palm Beach Chapter of the B'nai B'rith organization which is a public service club. Mayor Beery said that this group offered their services for the benefit of the Village in any way they could possibly help. Mayor Beery had thanked them and said that they would be called upon whenever the occasion arose. The Village Treasurer reported that Mr. Frank h7cMahon, of Lee Shepard's office, the former auditor for the Village, would be present at the next Council meeting to be held May 26th to discuss the I96B-63 audit. On motion of Vice-Mayor Lewis, seconded by Councilman Bell, all members ' voting aye, Ordinance #90 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CREATING A VILLAGE RESERVE POLICE FORCE FOR THE VILLAGE; AND FOR OTHER PURPOSES. was placed on first reading. The Village Attorney was requested to see if there are any conflicting ordinances presently existing such as the one taliich created the volunteer fire department and whether that ordinance made any provision for a reserve police force. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye, Ordinance #91 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CREATING THE NORTH • PALM BEACH COUNTRY CLUB BOARD OF GOVERNORS; PROVIDING FOR THE APPOINTMENT AND QUALIFICATION OF THE MEMBERS THEREOF; PRESCRIBING ITS POWERS, DUTIES, AA1D FUNCTIONS; REPEALING ORDINANCES IN CONFLICT; AND FOR OTHER PURPOSES. was placed on second reading and read by title onlj. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye except Councilman Bell, who voted nay, Ordinance #91 was amended in accordance with instructions given to the Village Attorney by the Council at the previous meeting. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye, Ordinance #92 was amended to read planning and zoning advisory Board throughout. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye except Councilman Bell, who voted nay, Ordinance #92 was further amended to change the composition of the Board from five to seven members Aith four members serving for one year and with three members serving for two years. The Clerk then read Ordinance #92 as amended in full. On motion of Councilman Thomas, seconded by Councilman Gibson, all members voting aye, amended Ordinance #92 entitled • AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH CREATING A PLANNING AND ZONING ADVISORY BOARD; SETTING FORTH ITS DUTIES AND COMPOSITION; AND REPEALING CONFLICTING RESOLUTIONS. was enacted. Councilman Gibson moved and Councilman Bell seconded, that Ordinance #93 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALA1 BEACH, FLORIDA, AMENDING ORDINANCE #20, AS HERETOFORE AMENDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY REQUIRING A CHARGE OF TWENTY FIVE DOLLARS ($25.00) FOR ANY PERSON REQUESTING AN AMENDMENT TO THE ZONING ORDINANCE IN ORDER TO COVER THE EXPENSES OF PUBLIC HEARINGS; BY PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT HEREWITH AND FOR OTHER PURPOSES. be placed on second reading and read by title only. All members voted aye except Councilman Thomas, who voted nay, the motion thus failing by not having the required five-f iftlls vote necessary to place an Ordinance on second reading in less than ten (10) days after the first reading. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye except Councilman Bell who voted nay, Resolution #I94 entitled A RESOLUTION OF TEiE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA SETTING FORTH THE GENERAL INTENTIONS OF THE COUNCIL IN ENACTING ORDINANCE #91, WHICH CREATED A BOARD OF GOVERNORS FOR THE NORTH PALM BEACH COUNTRY CLUB. was adopted. • The Village Manager reported that he had contacted Mr. Roy LYeber of Brockway, Weber and Brockway, the Village consulting Engineer and that Mr. Weber stated that his firm could do a structural analysis and feasibility study of the Old Country Club building for $300.00. Councilman Gibson inquired as to what type of report we would be getting for the money and questioned why the Village should pay so much money for such a report when our own Building Official could possibly do such an investigation at no cost to the Village. The Village Manager stated that he would proceed to have the Building Official conduct such a structural analysis of the building and report back to the Council the finings of the study as soon as ii was completed. Councilman Thomas stated that he disagreed with the minutes of the last meeting and the wording that the Village D4anager used in reporting to the Recreation Committee that the Council had appointed him as a committee of one to meet with Mr. Powell. Councilman Thomas again voiced his opinion and desire that the Council should utilize some type of tape recording device tb.~be used during Council meetings. The Village Manager stated that he would investigate the cost of installing such a system. Councilman Thomas stated that in as much as the New Country Club Board of Governors had officially been appointed that the letter o£ resignation from the old Country Club Advisory Board be accepted and that a letter of appreciation be sent to each member expressing the appreciation of the Council for their service and stating that they had done an excellent job. • The Village Manager reported that the Recreation Committee will run a contest to name two parks in the Village, one known as the Channel Five J 7 Council Meeting held May 19, 1964 Page 3. Manager had and simply of all the re- the Channel Vice-Mayor Lewis stated that he would like the Council to think about requesting the Village Manager to put a sum of nomey in next year's budget for the Manager and a member of the Council or the new Planning and Zoning Board to travel and visit various commercial enterprises in an attempt to sell North Palm Beach as a desirable place in which to build and establish new businesses such as department stores. Monies would also be needed to prepare a brochure for such a venture. The Council asked the Village Manager to have the Chief of Police recommend whether or not there should be parking control areas in the Village and where such areas should be designated. Mayor Beery stated that he was in possession of a letter from Northlake • Properties requesting a meeting with the Council to discuss possible purchase of the twenty (20 acres at the Country Club. Mayor Beery also stated that the appraisal of these twenty acres had been received by the Council and would be utilized as a guide. The Mayor recommended that a committee of the whole Council meet with Mr. Jack Schwencke next Tuesday evening, May 25th at 6:30 p.m, at the Village Hall.
