' Mayor Beery called the meeting to order at 8:00 p.m, and introduced the
Reverend Father Cassidy who gave the invocation. Mayor Beery then asked the
Village Clerk to read the minutes of the meeting held June 9, these being approved
as read.
Mayor Beery read a letter from Wallace Saltzstein resigning from the Planning
and Zoning Advisory Board due to his moving out of the State. Mayor Beery then
• read a letter from Mr. John Evans of the Governor's office, on Cold War Education
requesting the Village to cooperate in a state-wide and nation-wide "Bells For
Freedom" program celebrating the Fourth of July by ringing bells.
Village Manager, Frank Spence reported that the Village had just received
the Supreme Court decision on the Utility Rate Case. The case was remanded back
to the Florida Public Utilities Commission for further study and that our Attorney
and theirs will have to continue to study the opinion to determine all implica-
tions. It was definite that there will be no refund at this time.
The Village Clerk read a letter from the League of Women Voters signed by
Eleanor Winestock, thanking the Council for their action on endorsing a County
Library System.
Before the proposed ordinances were read the Village Attorney explained
that the Council was following a procedure set forth in State Statutes stating
' its intention to annex certain lands. Under this law the Council may pass an
stating its intention to annex a certain parcel of land. After passage this
ordinance is published in a County paper once a week for four consecutive weeks,
If there are no objections filed, the Council would annex the area by ordinance.
If the owners of the land objects;d, the objections would be heard in the courts
and the court would determine if we had a right to annex.
On motion of Councilman Thomas, seconded by Councilman Bell, all members

Mr. Don Bruton, representing certain property owners, then spoke from the
floor and asked if this was the proper time to voice objections to the proposed
annexation ordinances. He was told that in accordance with established procedures
discussion would not be allowed at this time, but would be held at the end of the
meeting when the floor is open to statements from the public. Mr. Bruton was
informed however, that at the time of second reading at the next meeting, the Council
would allow discussion from the floor on each ordinance as they came up.

Councilman Bell called to the Council's attention the fact that the
Council was acting on the recommendation of the Village Planning and Zoning
Advisory Board that the above three areas be annexed to the Village. The
Village Clerk quoted from the minutes of the Board held June 11, 1964, the
following: "The Village Manager also included the subject of annexation
generally and specifically with reference to the areas recommended by the Council
that the Board should take under advisement and return with a recommendation
to the Council. Four areas were specifically discussed in great detail and
analyzed through various types of material and plat maps and area maps to
information supplied by the Village Manager. After much deliberation it was
the general consensus of the group that these areas could not help but benefit
by being annexed into the Village of North Palm Beach. A general summary
listing of the benefits to be derived by being annexed to the Village is as -~
' follows:
1. Greater police protection, patrol cars only minutes away, night and
day protection, regular door checks, escort service, burglar alarm system
possible.
2. Greater fire protection, minutes away, trained volunteer firemen,
all police officers on duty equipped and trained in fire fighting.
3. Regular garbage and trash pickup, residential - three times a week,
backddoor pickup (no charge); commercial - three to seven times a week depending
on nature of business (food service businesses receiving the most) no charge
at this time.
4. Protection of our strict building, electrical and plumbing codes plus
reliable enforcement by fulltime competent Building Official protects you from
having inferior construction around you guaranteeing qu~iity construction through-
out the Village, which also helps retain high property value.
5. Street and road maintenance, all Village streets paved.
6. Street lights, esthetic value, safety, crime prevention, light,
7. Availability of planned and equipped recreation facilities, parks
and marinas including boat launching and storage facilities.
8. Regular fogging for mosquitos and insect control.
9. Efficient Council-Manager form of government to minister to your needs
and to provide you with protection under a broad variety of Ordinances on a
multitude of items ranging from dogs and noise and muisance abatement to week
cutting and planning and zoning.
10. Protection of your property value through strict and proper zoning
regulations and long rang planning.
11. Prestige of living or working in North Palm Beach and using North
Palm Beach as your,~,mailing address or in your advertisements which many of you
now do and which enhanses the attractiveness and appeal of your business and/or
home.
• 12, Availability of the 1.5 million dollar North Palm Beach Country Club
at a greatly reduced rate for residents either swimming, golfing, or dining.
Eventually it is hoped that the Club will be available to residents only.
13. A library.
' 14. Reduction of fire insurance rates from N,B. Class 10 to N.B. Class

eventually to Class 7 or even Class 6, saving an even greater amount of money

Ordinance #99 entitled

Vice-Mayor Lewis inquired whether the Country Club Board of Governors
were bonded yet. The answer was no. The Village Manager stated that they
would be before the Ordinance came up for second reading.
On motion of Vice-Mayor Lewis, seconded by Councilman Thomas, all

reading had been held August 13, 1963, and that he did not know why the former
Council had not placed it on second reading at that time. The Clerk stated
that the owners of the property had not withdresn their request to be annexed.

the First American Bank of North Palm Beach, Florida." The Clerk then read
Section 1 as amended.
On motion of Councilman Thomas, seconded by Councilman Bell, all members
voting aye, Resolution #199 as amended entitled
A RESOLUTION OF THE VILLAGE COUNCIL, NORTH PALM BEACH,
FLORIDA, AUTHORIZING THE VILLAGE TO BORROW THE SUM OF
FIFTY THOUSAND DOLLARS ($50,000.00) IN ANTICIPATION OF
TAXES TO BE LEVIED 1~OR THE CALENDAR YEAR 1964.

At the request of Councilman Thomas the former auditor will be recalled
• to appear before the Council to clarify his audit to the Village. The Mayor
stated that the meeting would be held Tuesday, June 30, 1964, at the Village
Hall.
The Village Manager announced that there would be a Charity Ball Game
between the Council and the Lit:tie League Managers on Friday, July 3rd at 8:30
p.m, at the Country Club ballfi.eld. The Manager also announced the Gala
Community-wide celebration to he held on the 4th of July which will include a
Bar-B-Que at the elementary Sc}iool from 1:00 - 7:00 p.m., square dancing from
6 to 8 p.m. and a giant fireworks display sponsored by the Jaycees.
The Village Manager stated that he had met with the Recreation Committee
and the Youth Activities Organization and they were recommending an expanded
recreation program so as to 6ffer an even greater variety of recreation and
classes the first of which would be a hobby crafts class.
' The Village Manager gave a progress report on the detelopment of the
Channel Spark area and sated that fill sand was being hauled into the area,
leveling is to begin soon, the Bou Scouts were to buy 300 trees from the State
Conservation Department and that the Jaycees had just donated $500. to be used
to buy playground equipment.

Discussion of the access to the new elementary school off of Prosperity
Farms Road came up. A question of how children from Crown Estates will get
to the school and whether there could be a bicycle path provided from where
Alamanda stops, across Church property and private property was referred to
' the Village Manager for study.
Vice-b4ayor Lewis stated that he had received a number of complaints
about improper ,parking and congestion at the marina. It was his opinion
that the marina be restricted to the use of Village residents only since they
are paying taxes for its maintenance and should not be free to non-residents.
The Village Manager was instructed to investigate the situation and come back
to the Council with a recommendation.
' The Council discussed filling the vacancy on the Planning and Zoning
Advisory Board. On the basis of a secret ballot, Mr, Don Robbin was recommended
to fill the vacancy, The Village Attorney was instructed to prepare a
Resolution appointing Mr. Robbin for consideration at the next regular meeting
of the Council.
The Village Manager reported that the Country Club Board of Governors
• meets at the Country Club at 12 noon usually each Wednesday. Vice-Mayor Lewis
recommended that they be requested to hold at least one meeting in the evening
for the convenience of the public.
Mr. Vince Pappalardo submitted a replat of a portion of the area within
the Fairhaven Addition including the portion now being annexed. The matter was
referred to the Planning and Zoning Advisory Board for their study and re-
commendations.
The floor was opened for discussion and questions from the public.
There being no further business to come before the Council=,the meeting
was adjourned at 11:30 p.m.
