Mayor Beery galled the meeting Lo order at 8:00 p.m. The invocation
was given by the Reverend George ht. Holwager, of the Tropical Sands Christian
Church, North Palm Beach.
Mayor Beery requested the Deputy Clerk to call the roll, all members
being present except Frank R. Spence, Village Manager and Clerk, who was excused
to attend the City Manager's Conference.
Mayor Beery requested the Deputy Clerk read the minutes of a regular
meeting held April 14, 1964, these minutes were approved as corrected.
A letter was read from Mr. Karl Taylor offering his congratulations
to the new Council members and his assistance to the Council in whatever way
he might be needed. The Deputy Clerk was instructed to write a letter to Mr.
Taylor thanking him for his confidence in them and also thanking him for his
offer of service to the Council.
Mayor Beery requested the Deputy Clerk read a letter from Vice-b1ayor
' Lewis, submitting his resignation from the North Palm Beach Library Committee.
Vice-Mayor Lewis stated that he felt this action necessary in order that the
Council receive unbiased recommendation from the Library Committee. Vice-Mayor
Lewis recommended that Mr. James Gill, 520 Gulf Road, be appointed to fill the
vacancy on the Library Committee.
On motion of Councilman Thomas, seconded by Councilman Bell, all
members voting aye, that Mr. James Gill be appointed to the North Palm Beach
Library Committee to fill the vacancy on the Committee.
b4ayor Beery read a letter from Mr. Jack Schwencke, representing
Northlake Properties, requesting the Village Council take immediate action on
the long overdue option to purchase the land area on which the Little League
ballfield is located, or as in the agreement, return the land to its original
state and relinquish the ballfield. After some discussion the Council concluded
that the Mayor appoint a committee to meet with Northlake Properties to discuss
this matter.
On motion of Councilman Gibson, seconded by Vice-Mayor Lewis, all
members voting aye, that Mayor Beery appoint a committee of the Council, to
meet with Northlake Properties for further negotiations. Mayor Beery appointed
Councilman Gibson, Vice-Mayor Lewis and himself to this committee.
Mayor Beery wanted to know i£ the Council desired to discuss proposed
Ordinance #90.
On motinn of Councilman Thomas, seconded by Vice-Mayor Lewis, all
members voting aye, that Ordinance #90 be tabled until D1ay 12th meeting.
Mayor Beery requested the Deputy Clerk read an outline of creation of
a Planning and Zoning Committee. After a discussion, this matter was turned
offer to the Village Attorney who was requested to draw up an appropriate
resolution to be presented at the next Council meeting to be held May 12, 1964.
p4ayor Beery reauested the Clerk read proposed Ordinance #91 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALA9 BEACH, FLORIDA, CREATING THE NORTH PALM BEACH
COUNTRY CLUB BOARD OF GOVERNORS; PROVIDING FOR THE NOA1in-
ATION, APPOINTMENT AND OIJALIFICATION OF THE b9ED1BERS THERE-
OF; PRESCRIBING ITS POWERS, DUTIES, AND FUNCTIONS; AND FOR
OTHER PURPOSES.
After a discussion period, proposed Ordinance #91 was turned over to the Village
Attorney for further study. Mayor Beery reauested the Village Attorney bring
his findings to the next Council meeting to be held Tuesday, May 5, 1964, at
8:00 p.m. The Deputy Clerk was reauested to read the names of proposed Board
Members.

On motion of..Councilman Thomas, seconded by Councilman Gibson, all
members voting aye, the following persons were selected by secret ballot to
serve as members of the North Palm Beach Country Club Governing Board:

' Mayor Beery requested the Clerk read the Village Alanager's recommended
outline of functions, duties and responsibilities of a Planning and Zoning Com-
mittee. After a discussion period this matter was turned over to the Village
Attorney Gildan for further study. The Village Attorney was also requested to
submit a Resolution at the next Council meeting to be held A4ay 5, 1964.
Mayor Beery read the Village Manager's recommendation that due to the
financial position of the Village, Hunnicutt and Associates not be hired at this
• time to do the Village property assessments.
The Village Manager was requested to give a report of the cost of
assessing properties and bringing tax roll current for last year.
Councilman Bell requested the Village Attorney report on his findings
on the matter of legal recourse on abandoned swimming pools within the Village
and for his recommended action. Mr. Burns reported the Village government has
no jurisdiction over nor responsibility for pools left unattended on private
property.
The Village Manager was instmucted to install a street light adjacent
the Little League ballfield and also to make a survey of all street light
locations within the Village.
On motion of Councilman Gibson, seconded by Councilman Thomas, all
members voting aye, that a sidewalk be constructed on the north side of Light-
house Drive to Anchorage Drive.
On motion of Councilman Thomas, seconded by Councilman Gibson, all
members voting aye, except Councilman Be11 who voted nay, that the traffic
ordinance of the Village be amended, if necessary, to allow bicycle riding on
all sidewalks throughout the Village.
On motinn of Councilman Gibson, seconded by Councilman Lewis, all
members voting aye, that the ['illage Manager prepare and submit an audit to
the Country Club Board of Governors on the date the Board takes over the opera-
tion of the North Palm Beach Country Club.
The Village Manager was requested to look into the feasibility of
hiring a fulltime dispatcher for the Police Department and also the cost of a
cooperative hook-up with other communities in the area - Lake Park or Riviera
Beach, and to report his findings at the May 12 Council meeting.
The Village Manager was instructed to check into allowing a sign to
• be erected at the TV Tower Area stating that the area is being developed by
the Village and the Jaycees for recreational purposes.
The Village Manager was instructed to request the Police Department
check for speeding out of town school bus on Lighthouse Drive.
The Village Manager was requested to look into the installation of
speed bumps on the east and west approach to Lighthouse Bridge. The Village
Manager was instructed to check with the Police Chief and also the Village
Engineer for their recommendations on this matter..
2he:Village Manager was instructed to have the Chief of Police check
the stop signs on Lighthouse Drive, and expecially the signs at the intersection
of Lighthouse Drive and Anchorage Drive, Lighthouse Drive and Eastwind Drive.
It was suggested there is a nees for four-way stop signs at these intersections.
On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all
