Newell, Vice -Mayor Louis J. Aiello, Jr., Councilman Charles M. Bowman, Councilman Frank J. Hahn, Councilman C. Robert Burns, Village ATtorney Albin R. Olson, Village Manager and Clerk Mayor Thomas called the meeting to order at 8:00 p.m. and requested the Clerk call the roll. meeting Mayor Thomas requested the Clerk read the minutes of a regular of the Village Council held February 13, 1962. The Treasurer reported the following receipts and expenditures for the month of January, 1962 as indicated by the following monthly audit reports: Treasurer's Report Balance, December 31, 1961 Receipts: Disbursements: Taxes Cig. Total Balance $44,501.95 43.379.04 $87,880.99 30.006.80 $57,874.19 11,902.57 $69,776.76 Mayor Thomas reported the impracticability of the Village to provide the planned baseball diamonds in the Country Club area because of the lack of an access road at this time. He recommended the Council consider constructing four temporar ball diamonds for Little League use this season at the following locations: a? the northwest corner of the Golf Driving Range; b) the Recrea- tion area; c a piece of land located east of Laurel Road adjacent Plat #4; and d) a peice of land located south of Anchorage Drive adjacent U.S. Highway #1. A representative of the North Palm Beach Little League stated the fields would be in use during the period May 1 - July 15; the field to be con- structed on the Golf Course Driving Range would be used a minimum of four nights a week; and any additional lights needed on the Driving Range field would be provided by the Little League. On motion of Councilman Ailelo, seconded by Councilman Hahn, all members voting aye, the Village Manager was authorized to expend up to $2,000. for the construction of the above listed fields. On motion of Councilman Bowman, seconded by Councilman Aiello, all members voting aye, the Village Manager was authorized to invest $50,000.- of the North Palm Beach Country Club Operating Account fund in 90-day certificates of Deposit. • The Village Manager read a letter dated March 12, 1962 from the owners of Lot 16, Block 1, Country Club Addition, requesting the zoning ordinance be amended so as to permit the operation of a funeral home at this location. On motion of Vice -Mayor Newell, seconded by Councilman Bowman, all members voting aye, the Village Manager was instructed to advertise a public hearing on the matter to be held April 10. The Village Manager read a letter dated February 28, 1962, received from Dr. Albert Strauss, 421 Gull Court, requesting the Village Council con= sider enacting an ordinance requiring apartment dwelling units to be provided with an entrance and exit driveway facility. The Village Council felt the enactment of such an ordinance im- pracitcal but requested the Building Official request builders of apartment dwelling units to consider this form of driveway facility when preparing their plans. The following bids for renewal of fire extended co$aerage and vandalism insurance on.the Village Hall were received: Tucker Insurance Co. Burns & Company Louis B. Bills, Insurance $ 504.30 609.28 577.32 On motion of Councilman Hahn seconded by Councilman Bowman, all members voting aye, the Village Manager was instructed to renew the policy with Tucker Insurance Company. On motion of Councilman Aiello, seconded by Councilman Hahn, all members voting aye, proposed Ordinance #73 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE REQUIREMENTS FOR PLATTING OF SUBDIVISIONS IN THE VILLAGE AND FOR OTHER PURPOSES. - was placed on first reading and read in full. On motion of Vice -Mayor Newell, seconded by Councilman Bowman, all members voting aye, proposed Ordinance #73 was enacted. The Village Attonrey was requested to arrange for the purchase of 1.08 acres, part of parcel "C" under Agreement dated July 24, 1961, by and between William W. Blakeslee, as Trustee, and the Village of North Palm Beach, to cost $6,482.80, as part of the Country Club development program. On motion of Vice -Mayor Newell, seconded by Councilman Aiello, all members voting aye, the Village Manager was instructed to have the Ford Tractor at the Country Club overhauled at a cost of $948. by the Trail Ford Tractor Company. The matter of_the proposed construction in the Food Fair Shopping Area was discussed. On motion of Councilman Hahn, seconded by Vice -Mayor Newell, all members voting aye, the Village Manager was instructed to arrange a joint meeting of the Village Council, the Town Commission of Lake Park, and representatives of Food Fair to discuss the matter. On motion of Vice -Mayor Newell, seconded by Councilman Bowman, all members voting aye, the list of accounts payable was approved for payment.
