HomeMy WebLinkAbout08-14-1962 VC REG-M• • • • Present: MINUTES OF A REGULAR MEETING of the VILLAGE COUNCIL OF NORTH PALM BEACH held August 14, 1962 Warren P. Tatoul, Mayor Charles M. Bowman, Vice -Mayor Louis J. Aiello, Jr., Councilman Frank J. Hahn, Councilman C. Robert Burns, Village Attorney Albin R. Olson, Village Manager and Clerk Absent: Walter E. Thomas, Councilman Mayor Tatoul called the meeting to order at 8:00 p.m. and requested the Clerk call the roll. Mayor Tatoul requested the Clerk read the minutes of the Village Council held yuly 10, 1962. The minutes were corrected to note the absence of Councilman Thomas at the meeting, and after such correction the minutes were approved as read. Mays. Emery H. Johnson, on behalf of the parents in the Crown Estates area by letter expressed thanks to the Council efforts in contacting the Palm Beach County Board of Public Instruction concerning the matter of North Palm Beach Children attending the North Palm Beach Elementary School. A public hearing was held in the matter of a request by the Renmar Corporation to consider the rezoning of certain lands located within Plat #4. On motion of Councilman Aiello, seconded by Councilman Hahn, all members voting aye, the rezoning request was denied. On motion of Councilman Aiello, seconded by Councilman Hahn, all members voting aye, proposed Resolution #145 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ACCEPTING A DEDICATION. was adopted. The resignation of Village Judge Wallis E. Schulle was accepted with regret, and the Village Manager was instructed to forward Judge Schulle a letter of appreciation on behalf of the Village government. On motion of Vice -Mayor Bowman, seconded by Councilman Aiello, all members voting aye, proposed Resolution #146 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, APPOINTING EUGENE F. BIE AS JUDGE OF SAID VILLAGE. was adopted. On motion of Councilman Hahn, seconded by Vice -Mayor Bowman, all members voting aye, payment #4 to the Thomas A. Hodges Construction Company in the amount of $58,708.00 was approved. On motion of Councilman Hahn, seconded by Vice -Mayor Bowman, all members voting aye, payment #3 to the Atlas Air Conditioning Corporation in the amount of $7,291.14 was approved for payment. The Village Manager was instructed to invite Professor John Hinter - mister of the University of Florida to meet with the Village Council for the purpose of discussing the operation of the dining room and cocktail bar facilities at the North Palm Beach Country Club. On motion of Councilman Hahn, seconded by Councilman Aiello, all members voting aye, Village Attorney C. Robert Burns was instructed to oppose the application of North Palm Beach Utilities, Inc., for water and sewer rate -increases within the Village before the Florida Railroad and Public Utilities Commission and to take such legal action as he deemed advise - able. The matter of a request from North Palm Beach Youth Baseball, Inc., for financial assistance in the amount of $1,000. in order to pay bills incurred during the current season was discussed. August 14, 1962 On motion of Councilman Hahn, seconded by Councilman Aiello, Vice -Mayor Bowman voting nay, all other memebers voting aye, the Village M Manager was instructed to purchase baseball eugipment valued at $1000. from the organization for Village recreational use, to advise the organization that no additinnal operating funds would be provided by the Village government in the future, that the Village would in the future provide playing fields only within limits of available funds, that the Village Council looked upon the organization as sincere and dedicated, that its eff6rts were parisworthy, and were appreciated. The Village Manager read the following bids for porposed lake excavation and fill operations at the North Palm Beach Country Club: Rubin Construction Company Belvedere Construction Company Crabtree Construction Company $5,554.08 5,360.00 6,000.00 The Village Manager was authorized to hold the bids in abeyance and to negotiate with the bidders in an effort to secure a lower price. The bid of J. P. Carroll, Inc., in the amount of $7,205. to furnish and install an irrigation pump at the North Palm Beach Country Club was accepted and the Village Manager instructed to contract for the work. On motion of Councilman Hahn, seconded by Councilman Aiello, the list of accounts payable was approved for payment.
