OF THE VILLAGE COUNCIL OF
NORTH PALM BEACH HELD
May 13, 1961

Mayor Thomas called the meeting to order at 8:00 p.m. and requested the
to call the roll.
Mayor Thomas requested the Clerk to read the minutes of a regular meeting
of the Village Council held April 11, 1961. The minutes were approved as read.

Dr. Eric P. Hebert, Vice -President of the Riviera Beach Junior Chamber of
Commerce, appeared before the Council to request the Village of North Palm Beach con-
sider participating with other area municipalities in a July Fourth Fireworks display
program to be sponsored by the JayCees.
On motion of Councilman Bowman, seconded by Councilman Aiello, all members
voting aye, the matter was tabled for further discussion and the Village Manager re-
quested to make inquiry of the North Palm Beach Lions Club and Volunteer Fire Department
as to whether or not these organizations planned to conduct a Fourth of July program
at the Country Club as in previous years.
Representatives of the Florida Gospel Pioneers, Inc., Fort Lauderdale,
Florida, appeared before the Council and requested the Council reconsider its denial
of a request to amend the zoning of Lots 9, 10, and 11,, Block 50, Plat #6, from R-1
Single Family Dwelling District to R-2 Multiple Family Dwelling District.
The Council reviewed that a public hearing on the matter had been held, that
property owners in the area objected to the change, and that its policy had been to
deny requests for "spot zoning". The request to reconsider the matter accordingly was
denied.
On motion of Vice -Mayor Newell, seconded by Councilman Bowman, all members
voting aye, proposed Resolution #109 entitled

ING A TAX ASSESSOR FOR SUCH VILLAGE
was adopted.
On motion of Councilman Aiello, seconded by Vice -Mayor Newell, all members
voting aye, proposed Resolution #110 entitled
A RESOLUTION OF THE VTT,TAGE COUNCIL OF THE VTTTAGE OF
NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO
BORROW' THE SUM OF FIFTY-SEVEN HUNDRED DOLLARS t5,700.00)
IN ANTICIPATION OF RECEIPT OF TAXES TO BE LEVIED FOR THE
CALENDAR YEAR 1961.
was adopted.
The matter of approval of a proposed plat known as Plat of Yacht Club
Addition was discussed and referred to Village Attorney Burns for review.
On motion of Councilman Aiello, seconded by Councilman Bowman, all
members voting aye, proposed Resolution #112 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, ACCEPTING
TO OFFERS TO DEDICATE DATED APRIL 13, 1961.
was adopted subject to the Village Attorney checking the title to the dedicated
property.
The Village Manager reported the need of the Village to purchase a replace-
ment for the present police patrol car and submitted the following trade-in quotations:
Wayne Akers Ford, Inc. $ 1,751.91
Bev Smith Ford . 1,851.91
Benz Chevrolet 1,944.15
Blank & Smith, Inc. 1,953.31
On motion of Councilman Aiello, seconded by Vice -Mayor Newell, all members
voting aye, the Village Manager was authorized to purchase a new 1961 Ford police
patrol car from Wayne Akers Ford, Inc., for $1,751.91.
On motion of Councilman Aiello, seconded by Vice -Mayor Newell, all members
voting aye, proposed Ordinance #64 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VTTJAGE OF
NORTH PALM BEACH, FLORIDA, AMENDING SECTIONS 22 AND 23 OF
ORDINANCE #7 OF SUCH VILLAGE AS AMENDED BY REGULATIONS
OF THE HOURS OF SALE, SERVICE AND CONSUMPTION OF ALCOHOLIC
RuNtARAGES AND FOR OTHER PURPOSES.
was placed on first reading and read in full.
On motion of Councilman Bowman, seconded by Councilman Aiello, all members
voting aye, the Village Attorney was requested to rewrite proposed Ordinance #64 so
as to permit the sale of alcoholic beverages for consumption off the premises
during the same hours as the sale of alcoholic beverages for consumption on the
premises.
The list of accounts payable was approved for payment on motion of Vice -
Mayor Newell, seconded by Councilman Aiello, all members voting aye.
The Village Manager was instructed to contact the State Road Department
and request a direction sign to North Palm Beach be erected at the intersection of
Prosperity Farms Road and Route AlA.
Mr. Howard Campbell, president, North Palm Beach Shuffleboard Club, appeared
before the Council and requested consideration be given to enlarging the present
shuffleboard facility from three to four courts.
The Village Manager was instructed to advise the Council of the estimated
cost of the requested improvement.
There being no further business to cane before the Council the meeting was ad-
journed at 9:40 p.m. on motion of Councilman Bowman, seconded by Vice -Mayor Newell, all
members voting aye.
