MINUTES OF A REGULAR MEETING
OF THE VILLAGE COUNCIL OF
NORTH PALM BEACH HELD
June 13, 1961

called the meeting to order at 8:00 p.m. and requested the
requested the Clerk read the minutes of a regular meeting
held May 13, 1961. The minutes were approved as read.
Mayor Thomas expressed his concern regarding reported instances whereby
all children enrolled in the Little League program were not given equal opportunity
to participate in the games played and suggested such discrimination be discon-
tinued in view of the financial assistance rendered the Little League program by
the village government. The ensuing discussion emphasized the matter was not one
of province of the Village Council and accordingly no action was taken.

Mr. Edgar Latham, of the Latham Construction Company, appeared before the
Council at the request of the Village Manager, to discuss the estimated cost of pro-
viding bulkheading for a canal and park area located in the proposed Yacht Club
Addition area.
Mr. Latham estimated the cost of bulkheading at $19.25 per running foot for
8-foot bulkheading, and $22.00 per running foot for 10-foot bulkheading.
The matter was tabled for further study.
0n motion of Vice -Mayor Newell, seconded by Councilman Bowman, all members
voting aye, proposed Resolution #111, entitled

On motion of Councilman Hahn, seconded by Vice -Mayor Newell, all members
voting aye, proposed Resolution #113 entitled
A RESSOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO BORROW THE SUM OF
SEVENTEEN HUNDRED FIFTY-Flvi, DOLLARS ($1755.00) IN ANTICIPATION
OF RECEIPT OF TAXES TO BE LEVTRn FOR THE CATFNDAR YEAR 1961.
was adopted.
On motion of Vice -Mayor Newell, seconded by Councilman Aiello, all members
voting aye, proposed Ordinance #64 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA AMENDING SECTIONS 22 AND 23 OF ORDINANCE #7 OF
SUCH VILLAGE AS AMENDED BY REGULATIONS OF THE HOURS OF SALE,
SERVICE AND CONSUMPTION OF ALCOHOLIC BEVERAGES AND FOR OTHER
PURPOSES
was placed on second reading and read by title only.
On motion of Vice -Mayor Newell, seconded by Councilman Aiello, all members
voting aye, proposed Ordinance #64 was enacted..
The Village Manager emphasized the need for an ordinance granting the
Village Court jurisdiction over juveniles in the case of traffic and motor vehicle
offences. The Council requested the Village Attorney prepare such an ordinance for
its consideration.
The Village Manager requested the Council consider an ordinance prohibiting
through traffic on the main streets of the Village. The Village Attorney was in-
structed to prepare such an ordinance for Council consideration.
The Village Manager stated the need for emergency repairs to Lighthouse
Bridge and estimated the cost at $1400. On motion of Vice -Mayor Newell, seconded
by Councilman Hahn, all members voting aye, the Village Manager was instructed to
have the necessary repairs completed as soon as possible.
The matter of an additional court addition to the Shuffleboard Courts was
discussed. Because of the need of an additional court prior to the planned tourna-
ments scheduled in September, the Village Manager was authorized to arrange for the
installation of one additional court at an estimated cost of $45o, as soon as possible.
On motion of Councilman Aiello, seconded by Councilman Bowman, all members
voting aye, the list of accounts payable was approved for payment.
There being no further business to come before the Council an motion of Vice -
Mayor Newell, seconded by Councilman Hahn, all members voting aye, the meeting was
adjourned at 9:30 p.m.

TO: NORTH PALM BEACH VILLAGE COUNCIL
SUBJECT: SPECIAL MEEPING
In accordance with Section 16, Article III, Charter of the Village
of North Palm Beach, I hereby call a special meeting of the Village Council
to be held at 10:00 p.m. on June 24th, 1961, in the Council Room located in. the
Village Hall.
The purpose of the meeting is to consider the enactment of proposed
Ordinance #65 calling and providing for a special election to be held in the
Village of North Palm Beach.
