Newell_, Vice -Mayor Louis J. Aiello, Councilman Frank J. Hahn, Councilman C. Robert Burns, Village Attorney Albin R. Olson, Village Clerk and Village Manager Absent: Charles M. Bowman, Councilman Mayor Thomas. called the meeting to order at 8:00 p.m. and requested the Clerk call the roll. Mayor Thomas requested the Clerk read the minutes of a regular meeting of the Village Council held June 13, 1961. The minutes were approved as read. Mayor Thomas expressed the Council's appreciation for the large number of electors that participated in the special- election held on July 18. Seventy-five per cent of the eligible voters cast their ballots. The Village Clerk read a letter from Mr. William Wagoner, 430 Oyster Road, concerning the condition of an air -conditioner located on adjacent property. The matter was referred to the Building Official fox study and report. A petition signed by nine residents of the 600 block of Westwind Drive requesting permission to erect a six-foot high fence was presented the Council. The Village Manager was instructed to advise the petitioners that provisions of the Protective Covenants precluded the erection of any fence exceeding four feet in height. On motion of Coucilman Aiello, seconded by Councilman Hahn, all members voting aye, proposed Ordinance #66 entitled AN ORDINANCE ASSUMING JURISDICTION OVER THE APPREHENSION, TRIAL, HEARING AND DISPOSITION OF OFFENCES COMMITTED BY PERSONS UNDER SEVENTEEN YEARS OF AGE IN VIOLATION OF ORDINANCES RELATING TO REGULATION OF TRAFFIC AND THE OPERATION OF MOTOR VEHICLES: PROVIDING FOR CONDITIONS UNDER WHICH SUCH OFFENDERS SHOULD BE HEARD AND FOR THE IMPOSITION OF PENALTIES IN CONNECTION THEREWITH, INCLUD- ING THE SUSPENSION OF DRIVERtS LICENSES;"AND PROVIDING FURTHER THAT WHEN IT IS DEEMED PROPER TO PLACE ANY SUCH OFFENDER IN CONFINEMENT, THE CASE SHALL BE TRANSFERRED TO THE JURISDICTION OF THE JUVENILE COURT OF PALM BEACH COUNTY, FLORIDA, AND FOR ALL OTHER PURPOSES REASONABLY INCIDENTAL; AND REPEALING ALL OTHER LAWS IN CONFLICT. waS placed on first reading and read in full. On motion of Vice -Mayor Newell, seconded by Councilman Hahn, all members.voting aye, proposed Ordinance #67 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, PROHIBITING USE' OF TRUCKS WEIGHING MORE THAN 3/4 TON FOR THROUGH-TURCK TRAFFIC ON ANCHORAGE DRIVE AND LIGHTHOUSE DRIVE IN THE VILLAGE OF NORTH PALM BEACH, FLORIDA; PROVIDING PENALTY FOR VIOLATIONS OF THE PROVISIONS HEREIN; REPEALING ORDINANCE IN CON- FLICT HEREWITH; AND FOR OTHER PURPOSES. was placed on first reading and read in full. The Village Manager requested the Council's policy regarding the planting of trees in the parkway areas. The Council expressed its desire that parkway trees on any one street be of the same size and type and that insofar as possible trees be planted on all streets. The matter of the repairs to the Lighthouse Bridge was discussed' and the Building Official was requested to submit a report regarding the work accomplished. - 1 - • The Village Manager was requested to contact the Village Engineer and inquire as to the need for bulkheading the proposed park area located in Yacht Club Addition, and also an estimate of the cost of any recommended construction. The matter of a proposed agreement between the Village of North Palm Beach and William Blakeslee, Trustee, concerning the proposed Country Club purchase was discussed. The matter was referred to the Village Attorney pending a future meeting with the owners of the Country Club. On motion of Councilman Hahn, seconded by Councilman Aiello, all members voting aye, the meeting was adjourned to 8:00 p.m., July 21.
