MINUTES OF AN ADJOURNED MEETING
OF THE VILLAGE COUNCIL OF
NORTH PALM BEACH HELD
April 13, 1961
Walter E. Thomas, Mayor
Emery J. Newell, Vice -Mayor
Louis J. Aiello, Councilman
Charles M. Bowman, Councilman
Frank J. Hahn, Councilman
Albin R. Olson, Village Clerk
and Village Manager
Absent: C. Robert Burns, Village Attorney
Mayor Thomas called the meeting to order at 7:25 p.m. and requested the
Clerk call the roll.
The Mayor noted that the following members of the citizen Country Club
study group were present:
Thomas Bell, Dr. H. E. Lang, William W. Lynch, Keith Nichols,
Robert C. Scott, Warren Tatoul, and L. M. Wible.
Mayor Thomas advised the purpose of the meeting was to consider proposals
to prepare a study of the North Palm Beach Country Club forwarded the Council by
three consulting firms.
The proposals of the following firms were discussed: Ernst and Ernst,
Charles M. Graves Organization, and Club Consultants, Inc.
On motion of Vice -Mayor Newell, seconded by Councilman Aiello, all members
voting aye, the Village Manager was instructed to employ the Charles M. Graves Organi-
zation to prepare a study of the North Palm Beach Country Club in accordance with
their offer dated April 10, 1961, contingent on the following understandings:
(a) that should the study at any point indicate it not feasible for the Village to
purchase the Country Club area, the study be discontinued at that point and the cost
be apportioned accordingly;
(b) the study include only such acreage as is needed for Country Club purposes and
present and future village recreational facilities.
The Village Manager was instructed to have a resolution prepared authorizing
the Village to borrow $5,700, as needed for the purpose of defraying the cost of the
Country Club study.
The Village Manager was instructed to notify North Palm Beach Properties, Inc.,
that the Village had retained the services of the Charles M. Graves Organization and
to request all cooperation be extended. Mr. Graves
There being no further business to come before the Council, on motion of
Councilman Aiello, seconded by Councilman Bowman, all members voting aye, the meeting
was adjourned at 9:10 p.m.

North Palm Beach, Florida, do hereby solemnly swear or affirm that I will
support the Constitution of the United States and of the State of Florida;
that I am not a member of the communist Party; that I have not and will
not lend by aid, support, advice, counsel or influence to the Communist
Party; that I do not believe in the overthrow of the Government of the
United States or of the State of Florida by force or violence; that I am
not a member of any organization or party which believes in or teaches,
directly or indirectly, the overthrow of the Government of the United
States or of Florida by force or violence.

CHARLES M. BOWMAN . do solemnly swear that I will support and protect

entitled to hold office under the Constitution of the United States and the
