The vote had been split, 2-2 between Pierman, who had served as a council member and mayor in the early 90's; and Tom McGill, present chairman of the Village's audit committee. After three tie votes, however, McGill offered to withdraw from the selection process, in order to proceed with the rest of the agenda. Vice Mayor Edward Eissey nominated Judy, citing her past experience sitting on the council. Following a lengthy discussion, the council voted unanimously to approve first reading of an ordinance establishing rates for golf and membership during the 2006-2007 season at the NPBCC. With 357 current memberships (both individual and family), the Village anticipates a 500- membership maximum for next year, with a possibility of increasing the number as high as 550, as suggested by Councilman Charles O'Meilia. Of the 357, about 55% of them are Village residents, according to Village Manager Mark Bates. The remaining members live outside the Village, but council members disagreed on how to handle their membership renewal process. The first priority will be given, of course, to current resident members, who will be sent a letter within the next month, notifying them of their renewal option. Second "dibs" was the ensuing point of debate amongst council members. Councilman William Manuel suggested members who live outside the Village have been "loyal through good times and bad," with the NPBCC golf course, and should be given a chance to renew their memberships before remaining slots are offered to either residents or non-residents. Councilman O'Meilia and Mayor David Norris noted the Village residents' taxes are paying for this new course, and first priority should be given to them, even if they've never been NPBCC members. The Village Manager predicted a membership shortage issue would be highly unlikely, however, with at least 150 new memberships available for residents. Last year's family membership fee for residents was $1,800. The proposed fee for next year is $2,250. Last year's non-resident family membership fee was $2,868. The proposed fee for 2006-2007 is $4,000. Members and residents paid $18 per person for cart fees last year. The new fee is actually lower - $17.42 per person. Non-members and guests paid $21 a person for carts last year — and $26 per person is suggested for next year. Walking fees for members were $5 per person last year for 18 holes; and $3 for nine holes. Next year's rates will be $10 for 18 holes; and $8 for nine holes. In other action, council: • Unanimously adopted a resolution accepting the bid of Helena Chemical Company to furnish fertilizer for the grassing phase of the Country Club Golf Course renovation. • Unanimously adopted a resolution amending the Fiscal Year 2005-2006 Comprehensive Pay Plan to add a "Course Manager" position at the Country Club. • Unanimously adopted a resolution authorizing the Mayor and Village Clerk to enter into an ,agreement with Stephen L. Boruff, AIA, Architects & Planners, Inc. to provide design, preparation of construction documents, PLEASE TURN TO PAGE 3 L Council debates 2006- 2007 membership `dibs' at NPBCC CONTINUED FROM PAGE 1 permitting, bidding assistance and construction administration services for the new Public Safety North Substation. • Unanimously agreed to engage a Financial Advisor to solicit, evaluate and recommend loan financing for the Public Safety North Substation project. • Unanimously adopted a resolution approving the proposal of SFRN, Inc. to prepare a Request for Proposal (RFP) for Lighthouse Bridge and Monet Bridge repairs in an amount not to exceed $15,682. • Unanimously adopted a resolution authorizing change orders with Taycon Construction Management, Inc. for costs associated with completion of the Northlake Boulevard Streetscape Project. • Unanimously approved and enacted second reading of an ordinance amending the Country Club Budget for FY 05-06 to reduce revenue and expenses, and creating a Course Renovation Capital Project Fund Budget. (A $150,000 transfer to the Country Club Fund for "Course Closure Expenditures.") • Unanimously approved and enacted second reading of an ordinance amending the General Fund Budget and Capital Projects Fund Budget FY 05-06 to transfer $700,000 in funds from the unrestricted unreserved fund balance to provide for Osborne Park building renovation ($300,000), Lighthouse Bridge repairs ($150,000), and NPBCC pool improvements ($250,000); and transferring $15,000 in funds from General Employee Pension — Sanitation to Special Legal Services (Christopher's Florist - related).
