Village set to reduce
millage rate from 6.8
to 6.6 for 2006-2007
Public Hearing regarding budget set for Tue., Sept. 12

Council Member in North Palm
Beach. Vice Mayor Edward M.
Eissey presided over the meeting,
in Mayor David Norris' absence.
Following a presentation to
Public Safety Department Assistant
Director George Warren for 30
years of service to the Village, the
council tediously made its way
through a lengthy agenda,
dispensing with a considerable
amount of village business.
Village Manager Mark Bates
presented a resolution to council,
proposing a tentative millage rate
of 6.6 mils for Fiscal Year 2006-
2007. Following the trend of its
neighboring municipalities, the
village will be lowering its millage
rate (from 6.8), as a result of
increasing property values.
The resolution was
unanimously adopted, with the first
public hearing on the budget set for
Tuesday, September 12, starting at
7:30 pm in council chambers.
Councilman Charles O'Meilia
noted this tentative millage rate
reflects a maximum amount, and
the final figure could very well fall
below 6.6 mils.
In other action, Council:
• Unanimously adopted a
resolution authorizing and directing
the Mayor and Village Clerk to
execute the first amendment to the
Communications Site Lease with
Nextel South Corp.
• Appointed Jim Peterson as
a member to the Village's General
Employees Pension Board.
• Adopted, 3-1, a resolution
authorizing the purchase of a utility
tractor in the amount of $27,995,
with funds to be expended from the
Park Maintenance -Automotive
account. (Councilman O'Meilia
cast the lone dissenting vote in this
action.)
• Tabled to the next
meeting, a resolution amending the
Accounting Policies and

Everyone is talking about the
cost of living in Palm Beach
County and here in Lake Park but
are the citizens aware of how their
tax dollars are spent? The answer is
"No". Nothing will change unless
you all decide to put a stop to
unnecessary increases in the
budgets.
We do not have the tax base that
our larger neighbors have and yet,
at this time, our employees are not
on the bottom of the pay scale. In
2003, we were low but that is no
longer the case. Last Wednesday's
workshop discussed the general
fund and it was found that most
department budgets were up over
20 percent. Much of the increase of
these proposed budgets was due to
salary increases. Here are some'
examples'of the proposed salaries:
Town Manager: $120.000 plus',
$500.00 per month car allowance.
Assistant to the Town Manager:
$69,985.00 plus $200.00 per month
car allowance, Town Clerk:
$52,151.05, Personnel Director
$55,816.87, Community
Development Director: $74.510.80,
Recreation Director: $73,229.00,
Assistant Director: $51,088.00.

• Voted down a resolution
waiving the formal bidding
procedures to approve a quotation
of $63,588 for pool bathroom
renovations at the NPBCC. (The
Village Manager had recommended
this action in order to get this
project underway, to coincide with
completion of the other major
renovations going on at the North
Palm Beach Country Club.) The
bathroom renovation will go out to
bid as usual, despite the
consequential two -month delay.
• Unanimously approved

Section 12-17, Fire Inspection Fee

• Unanimously approved
first reading of an ordinance
amending Section 2-151(a),
Retirement Board, of Division 3,
Pension and Certain Other Benefits
for General Employees, of Article
V, Chapter 2, of the Code of
Ordinances, to provide that the
Mayor shall be a voting member of
the Board.
• Unanimously approved
first reading of an ordinance to
require permanently installed
emergency generators at all newly
constructed automotive service
stations which sell gasoline or
petroleum products.
• Unanimously approved
first reading of an ordinance
transferring funds in the amount of
$400,000 from General Fund
unrestricted unreserved fund
balance to Special Revenue Grant
Fund and to appropriate its
expenditure as matching funds for a
FRDAP (Florida Recreation
Development Assistance Program)
grant award. (The $200,000 state
grant will be matched by the
Village, for the Anchorage Park
Phase II project.)
• Unanimously approved
and enacted second reading of an
ordinance establishing 2006-2007
Country Club rates for golf play
and membership.
