for `special legal services' relating to code proceeding billings

North Palm Beach Council
members voted unanimously
Thursday to approve first
reading of an ordinance
amending the General Fund
budget to transfer $700,000 for
the Osborne Park building
renovations; Lighthouse Bridge
repairs; and NPBCC pool
improvements.
An additional $15,000 will be
transferred from the Council
Contingency Fund to pay for
special legal services provided by
Charles Pigot, for billings filed
relating to code proceedings. This
leaves $127,000 remaining in the
Council Contingency Fund.
Of the $700,000 for Capital
improvements, $300,000 will go to
Osborne Park building renovations;
$150,000 to the Lighthouse Bridge
repairs; and $250,000 for the
NPBCC pool improvements.
Councilman Manny Grinn was
not satisfied with the $300,000
amount for Osborne Park, but his
motion to vote on each item
separately was not seconded, so he
voted with the other councilmen to
approve the entire ordinance.
In other action, Council:
• Unanimously approved
and enacted second reading of an
ordinance to change the regular
member term expiration date from
November to April, for volunteers
on the Waterways Board.
• Approved, 4-1, first
reading of an ordinance amending
the Country Club Budget for Fiscal
Year 05-06 to reduce revenue and
expenses, and creating a Course
Renovation Capital Project Fund
Budget. (Councilman Grinn cast
the lone dissenting vote in this
action.)
• Adopted, 4-1, a resolution
appointing Heffernan & Associates
as Agent of Record for the
Village's property casualty and
workers' compensation insurance
policies. (Councilman Grinn had
supported the Gehring Group as
Agent of Record.)
• Unanimously adopted a
resolution appointing William
Manuel as an alternate
representative to the Northlake
Boulevard Corridor Task Force.
• Unanimously adopted a
resolution authorizing the Mayor
and Village Clerk to enter into an
agreement with Delta Petroleum
and Industrial Inc. for the removal
and replacement of underground
storage tanks and fuel dispensing
system at the Public Services
Department on Prosperity Farms
Road. The cost of this project will
be $171,840 (tax exempt).
• Unanimously approved
evaluation results and a
c performance pay increase for
Village Clerk Melissa Teal for
Fiscal Year 05-06, retro-active to
October 2005. (Ms. Teal's average
performance score was 3.676,
based on a scale of 0-4.)
