CANDIDATE QUALIFYING FOR MARCH 2009 VILLAGE ELECTION:
A MESSAGE FROM YOUR COUNCIL
The Village Council would like to thank the residents of
North Palm Beach for their support of the Palm Beach
County “Dual Vote Amendment” during this past electoral
process. By passing this Amendment, it affords local resi-
dents a voice in county regulations and standards as they
apply within the respective municipalities in which they re-
side. THANK YOU!
March 2009 Village Election
The qualifying period for candidates for the Village Council will be from the last Tuesday in January
(noon, January 27, 2009) to the second Tuesday in February (noon, February 10, 2009). Qualifying is
for the Village Election, which will be held on Tuesday, March 10, 2009. There will be two seats on the
Village Council up for election this year. These seats are currently held by:
Group 2 – T.R. Hernacki
Group 4 – David B. Norris
We want to remind all interested candidates to contact the Village Clerk’s office as early as possible.
There are many state laws regulating campaign activities for municipal elections with which you
should be familiar. Candidates must file the appointment of their Campaign Treasurer and Campaign
Depository with the Village Clerk before opening the campaign bank account and before collecting
or spending money. A candidate must pay for all election expenses, including the filing fee of
$10.00 and a $90.00 election assessment (1% of the salary of the office sought) with a check drawn
on the Campaign Depository. It would be advisable to start preparation for filing as soon as you
have made your decision to become a candidate.
VOTER REGISTRATION: The registration books for the March Election will close at 5:00 p.m. on
Monday, February 9, 2009. We would like to advise voters registered in Palm Beach County that if
they move, they must vote at their new precinct, at which time they can change their address at the
polls, or if they have sufficient time prior to the election, they should write to the Supervisor of Elections
Office, 240 S. Military Trail, West Palm Beach, FL 33406, notifying that office of their new address.
The Supervisor of Elections will mail a new voter registration card showing the new precinct.
ABSENTEE BALLOTS: Voters who will be away on Election Day, as well as those who are unable
to go to the polls due to illness or disability, may have an absentee ballot mailed to them. Absentee
ballots are available only from the Palm Beach County Supervisor of Elections. Requests for absen-
tee ballots may be done by phone, by mail, or by completing the application online
(www.pbcelections.org).

POLL WORKERS NEEDED
Poll Workers perform a vital service to our community as an integral part of the elections process. The Village
Clerk and the Palm Beach County Supervisor of Elections are always seeking to recruit additional poll workers
for municipal and general elections. To become a poll worker you must be a registered voter in Palm Beach
County, fill out a PBC Supervisor of Elections poll worker application, attend an orientation class, and complete
a minimum of 3 to 7 hours of training prior to each election depending on which position is filled.
Precinct Clerks are in charge of all operations at the precinct on election day and are responsible for picking up
supplies the day before an election and inspecting the polling place.
Assistant Clerks assist the Clerk, share Clerk’s duties as needed, and substitute if the Clerk is unable to serve
on election day.
Inspectors process and assist voters in casting their ballots.
Precinct Deputies maintain peace and good order outside the polling location.
Precinct Advisors use a laptop computer to retrieve and verify voter information.

HOMESTEAD EXEMPTION
The Palm Beach County Property Appraiser's
Office administers all property tax exemptions.
In order to qualify for the 2009 Homestead Ex-
emption you must file your application at one of
the County Property Appraiser's Offices by
3/1/2009. The Property Appraiser has an office
at the North County Courthouse, 3188 PGA
Blvd., Palm Beach Gardens, open Mon – Fri
from 8:30 a.m. - 5:00 p.m. Brief summaries of
available exemptions, as well as the Home-
stead Exemption Form and instructions are
listed on the Property Appraiser’s website at
http://www.co.palm-beach.fl.us/papa, or you
may call 355-2866 or 624‑6522 (North County
location) for more information. Every person
who has legal title on January 1 to a residential
property and lives there permanently qualifies
for this exemption. You must be a permanent
resident of Florida on January 1 of the initial
application year. You may apply by mail or in
person at any time through the year but the
deadline is March 1 of the qualifying year. A
copy of your deed and proof of residency is re-
quired. You may submit a copy of your Florida
driver's license, voter's registration, or perma-
nent residency card. Exemptions cannot be
transferred. If you sell your home and buy an-
other residence, you must file a new applica-
tion.
VOLUNTEERS NEEDED
Code Enforcement Board: The Village Council is
seeking a resident to fill one vacancy on the Code
Enforcement Board. Appointments shall be made
based on experience or interest in the fields of zon-
ing and building control. The Code Enforcement
Board meets on call at 6:30 p.m. the first Monday of
the month.
Golf Advisory Board: Two volunteers are needed for
positions on the Golf Advisory Board. One volun-
teer must be a resident golf member of the Country
Club and one volunteer must be a non-resident golf
member. The Golf Advisory Board meets the sec-
ond Monday of each month at 5:00 p.m. at Village
Hall. The Golf Advisory Board administers, reviews,
and interprets NPB Golf Course rules, regulations,
policies, and procedures.
Village Historian: Are you interested in history? The
Village Council is accepting applications for a resi-
dent to serve as Village Historian. The Historian
collects and organizes articles, documents, photo-
graphs, and other items of historical significance to
North Palm Beach.
To apply for any of these positions, please complete an
Application for Appointment available from the Clerk’s
office in Village Hall, 501 U.S. Highway 1, by calling
841-3355 or download the application from the Village
website www.village-npb-org (click on the Boards and
Committees link.) Return your application to the Clerk’s
office. The Village Council will interview all applicants
at an upcoming meeting.

RECENT COUNCIL ACTION
Each year many children find new bicycles under the Christmas tree, but
unfortunately thousands of bicyclists seek medical treatment each year af-
ter crashing their bikes. It is important that we teach our children about bi-
cycle safety.
Teach them to:
• Always wear a helmet. Select a helmet that fits snugly and comfortably. The State of Florida re-
quires that helmets be worn by children under the age of 16.
• Secure books and other loose items to a properly installed carrier or carry them in a backpack.
Never allow items to hang over the handlebars.
• Obey the rules of the road, especially traffic signs, signals and road markings.
• Look both ways. Seven out of ten car/bicycle crashes occur at driveways or intersections.
• When riding at night wear reflective clothing or materials, especially on ankles, wrists, back, and
helmet.
• Always lock your bicycle securely, whether gone for a few minutes or a few hours.

Here is some general fire safety advice to start your new year in a positive way:
• Make sure portable heaters are away from anything that can burn: furniture, curtains, bedding, etc.
Maintain a three foot distance between the heater and these objects.
• Use extension cords and multi-plug adapters as little as possible. Extension cords are for tempo-
rary use and should not be tacked along walls, placed under rugs or through doorways.
• Cooking food should never be left unattended. If you must leave the kitchen for a short time set a
timer or take something with you as a reminder.
• Keep your stove/oven clean of grease and spilt food.
• Keep a fire extinguisher in an easy to reach location, and always keep a lid for the pot you are us-
ing on the counter. Sliding a lid on a burning pot is a simple way to stop an early fire.
• Matches, lighters and similar items should be stored out of the reach of children.
• Always place candles in non-tip candleholders before lighting them. Extinguish candles before
leaving a room, the house or going to bed.
• Be sure smoke alarms are installed per manufacturer’s instructions and are working properly. Test
using the test button once a month and change the battery when you change the time on your clocks.
• Be sure your family has an action plan in case of fire. You should have an exit plan for each room
and a safe location outside for everyone to meet. Practice this plan with all family members.

FROM YOUR PUBLIC WORKS DEPARTMENT
The Good Neighbor
Safety is of the utmost importance to the work-
ers of the Public Works Department. Be mindful
of this when placing trash on the swale for col-
lection. When performing those minor repairs in
and around the home, make sure that all nails,
screws or any other sharp objects that are
imbedded in those scraps of lumber, shelving,
frames, crates, and even furniture are removed
or bent over to avoid punctures, cuts and
scrapes to the sanitation collectors that are re-
sponsible for their collection. The residents and
their children involved in everyday activities
such as jogging or playing in the yard are sus-
ceptible to injury from these items as well. Be a
good neighbor and help alleviate these dangers
by taking that extra step to make sure sharp ob-
jects are not protruding out. Please also note
that if you hire a contractor to do any construc-
tion or remodeling, it is the responsibility of the
contractor to haul all debris generated away.

Three Good Reasons To…
Trim Low Hanging Tree Branches
• Clear Passage— Trimming tree branches over-
hanging streets helps prevent public hazards by pro-
viding an unobstructed path and visibility for public
service and emergency vehicles. The minimum clear-
ance height established by the Village for tree
branches overhanging public streets is 15 ft.
• Public Safety— Trimming tree branches over-
hanging sidewalks helps ensure safe travel for pe-
destrians, strollers, bicycles and other types of public
traffic. The minimum clearance height established by
the Village for tree branches overhanging public side-
walks is 10 ft.
• It’s the Law— Village code section 15-2 (307.4)
Care of premises. Landscaping shall be maintained
to minimize property damage and public hazards, in-
cluding the removal of low hanging branches over
sidewalks and paved areas and those obstructing
street lighting and traffic control signs.

County! The AARP Tax-Aide program
needs volunteers to help senior citizens and
low/moderate income individuals prepare their 2008

day afternoon. The clinics will be one hour long and open to all who would like to participate. The

Guitar Class - Do you have a guitar lying around
that you don’t know how to play? Well, dust it
off and bring it to our beginning guitar class.
You’ll get started strumming (and humming) in
no time in a relaxed group setting where the
emphasis is on fun! Instructor: Mimi
Aresnault, Thursdays, 6:30-7:30pm, Fee: $125/8wk
Beading—Terry Jones will teach you the basics of
beading: stringing, crimping, basic tools and their uses,
wire wrapping, and basic beaded stitches. You will
learn how to assemble your piece from beginning to
end and should be able to complete a set (bracelet, ear-
rings, necklace) in this class. Expect to spend at least
$30 for materials. Fee: $60/6wk (material fee extra)
FL Fish & Seafood – Shelly Kahn teaches how to pre-
pare, cook and serve many native fish and seafood
such as Wahoo, Cobia, Snapper, Stone Crab, Fla. lob-
ster, and more. We will learn herbs and seasonings
that compliment the dish as well as side dishes to ac-
company the meal. Don’t eat dinner on class night since
we will enjoy our meals at the end of class.
Fee: $24 per class
Sewing—This class is for anyone who has a sewing
machine but really doesn’t know how to use it. You can
learn how to sew on a button with your machine, what
the different stitches are used for, how to maintain your
machine, etc. Work on a pattern from scratch or bring
in your clothes that need mending. Students will have to
bring in their own sewing machines.

Tai Chi Chuan/Qi Gong—In addition to the Friday
morning class, we will be offering a Wed. evening Tai
Chi class starting in January. Learn useful techniques
and forms in your very first class! Your guide, John

Musikgarten—For children ages 12
mos. to 6 yrs. This is an early childhood
music and movement program that de-
velops musical skills in both the child
and the parent or caregiver. Children
learn melody, rhythm, pitch, and music

lays the foundation for your child to read music, sing on

Kids in the Kitchen—This class is designed to teach
children about making healthy choices while they
learn about sanitation, culinary terms, safety, measur-
ing, following recipe instructions and good manners.

as well as a certified Home Economics teacher.

Stained Glass—In the 6 week class you will complete
one stained glass sun catcher with several patterns to

Learn how to "Take Charge of Your Life, Take Charge
of Your Attitude." This free workshop is presented by

Beginning Sport Skills—Coach Bill Egan will intro-
duce your child (4-6 yr) to the beginning skills they will
need for various sports. The parent is encouraged to
participate in the class as well and to continue the skill

April 30, 2009) at the North Palm
Beach Recreational Center on the
following Saturdays:

Registration fee is $95.00 per player
and is payable at the time of registra-
tion. Additionally, registration forms
can be obtained online at
NPBCLL.ORG and returned by mail.
Team Sponsors are also being accepted during this
time. The sponsorship is $249.00 and includes name
recognition on player uniforms and appreciation team
photo plaque.
NEW: North Palm Beach Little League is forming a
Junior division this year. Players age 13 and 14 are
eligible for Junior division.
Girls Softball 2009—Early registration: now
through January 15th at the Anchorage Park Activi-
ties Building. Early registration fee: $50R/60NR, af-
ter Jan 15 registration fee is $60R/70NR. Age divi-
sions include: 5/6 (Tee Ball), 7/8 (Coach Pitch), 9/10
(Kid Pitch)-Evaluations & Draft, 11/13 (Kid Pitch)-

Kumihimo - Japanese Braiding—Learn kumihimo
braiding to create bracelets, necklaces, belts, and more
to match your own unique style or give as gifts. This
beginner class will teach you preparation, braiding, fin-
ishing techniques and you will make an 8-strand brace-
let. Students will take home a braiding disk, bobbins,
instructions, and great ideas to make more on your

afternoon of contests and fun by the Bark Park at An-
chorage Park, 603 Anchorage Dr. Contests include:
Best Valentine Attire, Best Tail Wagger, Best Trick,
Best Singing Dog, Smallest Dog, Largest Dog, and Best
Kisser. A fun-filled afternoon for all! No registration,

Village Wide Garage Sale – We will begin accepting
applications for the Spring Village-Wide Garage Sale.
The scheduled date is Saturday, April 18th from 7:00
am – noon. Registration forms available online or at An-
chorage Park. Cost is $15/space. Hurry! They won’t
last long!
Annual Heritage Festival & Parade
Mark your calendars now! The annual Heritage Festival is coming!
This year’s event will be held on Saturday, March 21! The parade will
be Saturday morning starting at 11 a.m. It travels from Village Hall
north 1 mile to the Country Club. The Heritage Festival is held on the
driving range of the NPB Country Club from noon- 7:00 pm.
We’re looking for parade entries: clubs, organized groups, antique
cars, floats, etc. We need bands! If your child participates in a school
band, please contact your band’s director and ask them if they will
march in our parade. The Village is more than willing to make a do-
nation to the school band.
We are also looking for festival sponsors. If you or your business
would be interested in helping make this festival a fun, family-friendly
event, we can use your support!. There are various levels of sponsor
support.
