PALM BEACH COUNTY SPECIAL NEEDS PROGRAM FOR HURRICANES AND OTHER
MAJOR EMERGENCIES: APPLICANT INFORMATION
In the event that Palm Beach County is threatened by a hurricane, the normal environment of a hurricane shelter does not lend itself
to the proper care of citizens that have medical problems.
With the support of area hospitals, the Health Department and Red Cross, we have developed a Special Program. Prior to the arrival
of a hurricane, citizens who meet the specific medical criteria may be taken to one of two centrally located facilities where they will
be under the medical supervision of physicians and registered nurses. Admittance to these facilities may be restricted to the follow-
ing:
1. Persons who cannot be without electricity because they depend upon their own electrically energized life support equipment
within the home. I.e.: oxygen, nebulizers, c-pap, bi-pap, etc.
2. Persons that are too immobile and/or have a chronic stable illness but are not suitable for regular shelter placement or do not
require hospitalization.
3. People with minor health/medical conditions that require professional observation, assessment and maintance.
4. People with the need for medications and/or vital sign monitoring and are unable to do so without professional assistance.
Persons who are bedridden and require custodial care. Caregivers must accompany their patients.
All persons not meeting the above criteria will be referred to a Red Cross shelter. If you do not meet the criteria and live in an
evacuation zone or mobile home park and are disabled with no other type of transportation you may register with Palm Tran at 561-
649-9838. They will transport you to a Red Cross Shelter at no charge.
Applications for the Special Needs and Transportation Assistance programs can be obtained at the Village of North Palm Beach
Public Safety Building. For further information about the Special Needs and Transportation Assistance Programs, go to the web site

GENEALOGY CLUB MEETING
The TreeSearchers Genealogy Club will meet Tuesday, May 15th,
at 7:00 p.rn. in the Obert Meeting Room. This will be our last
meeting until the fall. Plan to attend this informative meeting on
genealogy researching and techniques. Everyone is welcome! If

Summer Reading Program 2007
"Read All About It! — It's All at Your Library"
Beginning Monday, May 7th call (841-3374) or come into the
Children's Library to pre -register for our Summer Reading
Program. This is a count -down to the main event. Join us as
we "Read All About It — It's All at Your Library." The excite-
ment starts on Monday, June 4th, followed by six weeks
packed with great reading, fun, games and lots more. You
won't want to miss it.
Kids Express
Ages 9 through 12 are welcome to join us on Friday, May 11t1i,
at 4 p.m. for a fun -filled, fast -paced hour of library games with
lots to talk and laugh about! Drop- in's are welcome.
Game Day
On Thursday, May 17th at 3 p.m., ages 6
through 10 will get together for games
and lots of fun. You may use our games
or you may bring your own game and
some friends to join us. Remember

Toddler Time
Music, movement and colors await you on Saturday, May 19t1'
at 10:15 a.rn. Toddlers, birth to 23 months will enjoy this
specially prepared program. Toddlers will have the opportu-
nity to make friends and join in a learning experience filled
with stories, finger plays, puppets and more. This is a great
way to introduce your youngest child to the wonderful world
of books and the library. You are never too young to enjoy
good books!
Summer Story Hours
Sign-up sheets for Summer Story Hours will be in the Chil-
dren's Library beginning Monday, May 7th. Ages 4 & 5 will
meet beginning Monday, June 4th, ages 6 through 8 meet on
Tuesday, June 5th both are drop-offs at 3:30 p.rn. Ages 2 & 3
will meet with a parent beginning Wednesday, June 6th, at
10:15 a.rn. There is always lots of fun with new themes each
week, filled with stories, flannel board stories, puppets, music,
movies and crafts.

On Monday May 28, 2007 the country will observe Memorial
Day. Village Offices will be closed in recognition of the national
holiday. I feel it only appropriate that we remind ourselves of the
sacrifice that our Veterans made throughout the history of our
country.
One of the few parks that is named after an individual is Osborne
Park named after Ronald G. Osborne. Ronald Osborne was a 2nd
Lieutenant in the United States Army and was a resident of the
Village of North Palm Beach. The Army presented the Village
with a certificate of appreciation for their patriotic civilian service
in 1968. According to the certificate of appreciation presented to
then Mayor Thomas F. Lewis and the citizens of North Palm
Beach by the Department of the Army, 2nd Lieutenant Ronald G.
Osborne was killed in action in Vietnam.
It is equally important that this corning Memorial Day we remind
ourselves of the sacrifice the Village's own residents made and
that the name of Osborne Park be in our memories of a young
man that laid his life on the line for his country. On behalf of the
Mayor and Village Council, Staff and Employees of the Village of
North Palm Beach we extend our deepest gratitude and apprecia-
tion to the families and survivors of all those that gave the su-
preme and ultimate sacrifice for their country.

ARTICLE II. DOGS AND CATS
Sec. 4-31. Persons walling dogs responsible for
removal of waste.
It shall be unlawful for any person, while walking
a dog, to permit such dog to defecate upon private
property not owned by such person or not owned by the owner of
the dog, or upon public property, including, but not limited to,
public sidewalks and swale areas, without removing the fecal mat-
ter immediately after such defecation has ended.

Sec. 4-32. Persons walling dogs to carry waste -removal imple-
ments.
Any person who walks a dog off the premises where the owner of
the dog resides or off the premises where the person who is walk-
ing the dog resides shall carry with him, at all times when so
walking a dog, appropriate implements to remove any fecal matter
deposited by the dog on public property or upon private property
not owned by the owner of the dog nor owned by the person walk-
ing the dog, together with adequate containers to carry the fecal
matter back to the private property of the owner of the dog or
back to the private property of the person walking the dog.

Another resident asked that we remind our residents that sub-
scribe to the flag program that as your flags become torn,
faded, frazzled, etc. they may be replaced. Just bring your flag
to the Public Safety Department at 561 U. S. Highway One
and they will give you a replacement.
We welcome your concerns and questions and look forward to

The newly renovated golf course was completed in November
2006 and since we are in the fifth month of play on the course

IS YOUR NEIGHBORHOOD READY TO
RESIST CRIME?
The North Palm Beach Department of Public Safety would
like for all village residents that are interested in participating
with the police department to prevent crime on their block to
organize a Neighborhood Watch Program.
Neighborhood Watch is a self help program. It gets members
of the community and law enforcement working together to
reduce crime and the fear of crime, and makes your neighbor-
hood safer and more secure. Neighbors make a community
effort to work with the police and protect each other and their
property. A neighborhood where people are alert to the poten-
tial of crime and willing to lookout for one another's interests
is a neighborhood where crimes are least likely to occur.
Very few people are in the position to protect their homes and
property 100% of the time. Vacation trips, business trips,
shopping, work, and evenings out will leave homes unattended
and vulnerable to burglary.
If you have any questions regarding the Neighborhood Watch

TRAFFIC ORIENTED POLICING
(TOP)
The North Palm Beach Department of Public Safety is com-
mitted to the safety of its citizens. A Safe Community is a
community that promotes traffic safety and injury prevention.
TOP is a program which requires members of the community
and law enforcement to work together to reduce traffic prob-
lems in North Palm Beach. It uses an approach to involve resi-
dents in addressing traffic problems and safety concerns in the
village. We would like your help to determine specific areas
of concern. Please contact Officer Williams at 841-3300 or
email us at traffic(avillage-npb.org. You can remain anony-
mous.
The North Palm Beach Department of Public Safety wants all
of our residents to know the North Palm Beach Department of
Public Safety Building is always open! We never close the
building or lock the front door, North Palm Beach Police Offi-
cers, Fire Fighters, Paramedics and Dispatchers are in the
building 24 hours a day, 7 days a week!

"FROM THE GOLF SHOP"
This month I would like to touch on a couple of
frequently asked questions about our bunkers and
our water hazards. Question #1. If my ball stays in
the grass on the side of the bunker, but is too steep
for me to stand and swing, what do I do? Balls can
easily get hung up in the grass on the sides of our bunkers, our best
option if we are unable to stand and swing is to take a 1 stroke pen-
alty, and exercise 1 of 3 options, (1) replay our shot from the origi-
nal spot (2) take two club lengths and drop our ball no closer to the
hole (this option might not get us out of trouble and we do not have
to drop our ball in the bunker) and (3) keep the position of the ball
and the flagstick in line and go back as far as you would like and
drop your ball, this might be our best option the majority of the
time. Taking a 1 stroke penalty might save us strokes in the long
run!
Question #2. Where do I drop my ball and what are my options
when I hit my ball in the water? (1) You may play the ball out of
the water (2) Play the ball as near as possible at the spot from
which the original ball was last played. (3) Drop a ball behind the
water hazard keeping the point at which the original ball last
crossed the margin of the hazard directly between the hole and the
spot on which the ball is dropped, with no limit to how far behind
the water hazard the ball may be dropped and (4) An additional
option for lateral hazards drop a ball outside the water hazard
within two club lengths of and not nearer the hole where the ball
last crossed the margin of the hazard or a point on the opposite
margin of the water hazard equidistant from the hole.
The rules can help us. I hope these couple of answer will help
also!

"Building Smarter... For Disasters
and Everyday Life"
Safe and proper construction of buildings is rarely on your mind
when you enter a home or building. Fortunately, the Staff at the
Village of North Palm Beach Building Department thinks about
building safety every day. To help raise your awareness of
building safety, the North Palm Beach Building Department is
celebrating Building Safety Week from May 6 through May 12,
2007. During this time we will be promoting the use, enforce-
ment and understanding of building safety codes to protect lives
and property.
"Building Smarter ... For Disasters and Everyday Life"
is the theme of Building Safety Week 2007.
The importance of regulating and enforcing building codes is
often overlooked until a catastrophic tragedy occurs. By inspect-
ing buildings during and after construction, we help to ensure
that buildings in the community are safe places in which to live,
work, play and learn.
Building code regulations in the Village of North Palm Beach
help to ensure that buildings are as safe as possible. Codes ad-
dress all aspects of construction including structural integrity,
electrical, mechanical and plumbing systems, energy efficiency
and property maintenance. Effective code enforcement requires
the support of every resident or property owner in our Village.
Building Safety Week recognizes the professionals who make
sure the buildings in our community are safe. Public safety is
our number one concern. Building Officials are here to help you
understand building safety issues. In this age of do-it-yourselfers
it is extremely important for homeowners to work with the Vil-
lage to make sure the residences fully comply with building
safety codes.

HURRICANE SEASON STARTS JUNE 1
PROPER PLACEMENT OF
TRASH/VEGETATION FOR COLLECTION
Residents should plan early before hurricane season to trim
trees and clear outside areas. There are however some things
that the residents can do to help with the collection of trash and
vegetation from their homes. The following would apply:
1. Try not to place materials to be collected directly under low
power lines. It is difficult to remove the pile due to the
boom (Knuckle Boom Loader) getting too close to the lines
which creates a hazard to the employee and the residents.
2. Do not place trash/vegetation piles against mailboxes,
fences or trees. A clear unobstructed area is the best place
to put your vegetation/trash piles.
3. Do not mix your vegetation with trash or garbage. Vegeta-
tion, trash and garbage all go to different areas at the trans-
fer station and are kept separate by the Solid Waste Author-
ity for processing.
4. Cut tree limbs to a maximum of six feet and limit the
weight of trash cans to 50 lbs. to avoid injury to the sanita-
tion worker.
These basic practices can improve the efficiency of the opera-
tion and reduce the possibility of injury to the worker or dam-
age to the resident's property. If you have any questions con-
cerning the placement of items for collection or problems with
your solid waste removal, please call the Sanitation Supervisor,
Ives Chavez at 691-3440.
More tips to help you stay safe by being prepared during hurri-
cane season:
• Fill gas tanks on all your cars. Top
off tanks daily before storm ar-
rives.
• Check radiator water, oil and wind-
shield wiper fluid.
• Check air in tires, including the
spare.
• Put a couple of Fix -a -Flat aerosol
cans in each car. Downed tree
limbs and wind-blown debris cause
flats.
• Check air in bicycle tires. Bikes are great for short trips
when gas is in short supply
• Make sure you know how to raise and lower your electric
garage door manually in case your lose power.

North Palm Beach Summer Day Camp Recreation Day
Carnp for youth 7 — 12 years of age runs in 2 week increments
from June 4 — July 27. Carnp meets at the NPB Community
Center, 1200 Prosperity Farms Road. Each day features a trip to
a local attraction such as rollerskating, bowling, Rapids, etc.
Complete schedules available at Recreation Buildings. $250/

Super Kids Camp — This exciting '/ day program is for youth
3 — 6 years of age. Youth 3 & 4 years of age meet Tuesday &
Thursday 9:30-1:30, $60/session. 5 & 6 year olds meet Monday,
Wednesday, and Friday 9:00 AM - noon, $120/session. Both
programs run in 2 - 4 week sessions beginning the week of June
4 and July 2. Each week features a different theme with guests
corning in to present fun, exciting and sometimes educational
programs. Carnp includes story time, crafts, free play, snack and
much more. Carnp Director is Marelen Baylis.
Arts `n Motion Camp — A high-energy camp for tots and
preschoolers incorporating creative movement, dance, art and
music. Ages 3-5 years, Monday -Friday 9:00 AM - noon. $125/

Beginning Computer Class - Does your computer have you
frustrated? We are offering a new class for beginners to the
computer world! Jerry Alvarez will guide you through computer
fundamentals. This class will cover areas such as: ON/OFF,
login, mouse clicks, internet, browsers, setup email, files &
folders, routers, antivirus, search engines and
much more! After this class, your computer
will be much more functional to you. Class
will be held on Thursday evenings from

Table Tennis - Palm Beach County's Community Olympic
Development Program (CODP) is sending us Ping Zhang to
instruct this Table Tennis class for all age levels. Ping came to
Palm Beach Country from China He has numerous degrees
and certifications in coaching and teaching this Olympic activ-
ity. In this class you will learn many moves such as the fore-
hand counter hit, the push, the no spin serve, topspin serve, a
block against a loop and maybe a loop against a drive! This is

Pick a Theme Park (Disney) Trip - Join us on Sunday
June the loth for a day at Walt Disney World! Recreation is
providing the van transportation for $25 per person. You can
purchase tickets on your own once you arrive. Pick Magic
Kingdom, EPCOT, Disney MGM, or Animal Kingdom, the
choice is yours. Remember the $25 per person is for transpor-
tation onlv. Leave the driving, the tolls, the fuel, to us, while
you relax on the ride up and back. We will depart From the
NPB Community Center at 6:00 AM and return approximately
11 PM. It will be a full day indeed!
NASCAR's Pepsi 400 in Daytona - Attention NASCAR
fans! Got tickets to the July 7th Pepsi 400 in
Daytona? Been able to get a motel room yet?
Practically impossible, unless you want to stay
in Ft. Pierce. If you've got the tickets, we've
got the ride! For $35 per person the North Palm
Beach Recreation Department is offering luxury tour bus
transportation to the Daytona Speedway for this racing
event. The cost covers round trip Bus transportation to and from
the race! Just think no parking hassles, no arriving 6 hours
early, no driving headaches, front door drop off and pick up!
In order to make this trip work, we need a minimum of 40 pay-
ing people, so talk to your friends! To take advantage of this
great opportunity to let someone else do the driving. Bus de-
parts NPB Community Center at Noon on July 7th. We will
return in the early morning hours of Sunday

tion class, and complete a minimum of 3 to 7 hours of training
prior to each election, depending on which position is filled:
Precinct Clerk: In charge of all operations at the precinct and
has added responsibilities prior to election day such as picking
up supplies the day before an election and inspecting the polling
place.
Assistant Clerk: Assists the Clerk and shares his/her duties as
needed and substitutes if the Clerk is unable to serve.
Inspectors: Processes and assists voters in casting their ballots
Precinct Deputy: Maintains peace and good order on the out-
side of the polling location.
Precinct Advisor: Utilizes the laptop to retrieve and verify
voter information.

Neat Tips
Broken Glass - Use a dry cotton ball to pick up little broken
pieces of glass - the fibers catch ones you can't see!
New Bike - If you purchase a new bike for your child, place his/
her picture inside the handle bar before placing the grips on. If
the bike is ever stolen and later recovered, you can remove the
grip and there is your proof who actually owns the bike.
Foggy Windshield - Hate foggy windshields? Buy a chalk-
board eraser and keep it in the glove box of your car. When the
windows fog up, rub with the eraser! It works better than a
cloth!
Squirrel Away!
To keep squirrels from eating your plants sprinkle your
plants with cayenne pepper. The cayenne
pepper doesn't hurt the plant and the squirrels
won't come near it. To keep them from eat-
ing all of your bird seed, add red pepper flakes to the seed. The
birds aren't bothered by it, but the squirrels hate it!

Palm Beach County to offer downloadable audiobooks and
ebooks. Our service provide is OVERDRIVE, the leading ven-
dor in providing downloadable media for libraries. All you need
to access our growing collection of titles is your library card and
your last name. Go to the website listed above (do not use www
as a prefix) and follow the directions. You can "read" your se-
lections online, download them to an MP3 player, or burn them
to a CD for use in your car. We are very excited about this new
service and invite you to try it out!

HVAC CONTRACTOR NEEDED FOR CONSTRUCTION
BOARD OF ADJUSTMENT & APPEALS: A volunteer is
needed for one vacancy on the Construction Board of Adjust-
ment and Appeals. This position must be filled by an HVAC
Contractor. Applicants are not required to be residents of the
Village. The Construction Board of Adjustment & Appeals
meets on call, as needed, to consider variances of the technical
codes and to hear appeals of decisions and interpretations of the
building official. Applications are available from the Village
Clerk's office in the Village Hall, 501 U.S. Highway 1, by call-

WARNING:
LIFE SAFETY ISSUES!
The North Palm Beach Fire & EMS department wants to re-
mind all Village residents and business owners about generator
use and safety after a storm. There has been a massive increase
in portable generator sales in our area since the last storms.
Our concern is three (3) fold:
• Gasoline storage: Please use only DOT approved gas cans
and store in a safe, well ventilated area. If you
are keeping them in your garage or car port
they should be in a UL listed flammable liq-
uids cabinet.
• Generator set up: DO NOT try to wire your generator
into your breaker or fuse box, this can cause a
back feed into the line and get someone elec-
trocuted. There are systems that can be in-
stalled by an electrician and to code that can
allow a properly rated generator to power
your house. Most of you will just use exten-
sion cords to run specific items. Please use heavy duty
outdoor rated cords and don't overload them with
multistrip plugs.
• Generator Location: SILENT KILLER! Every year we
hear about a tragic death of an entire family from CAR-
BON MONOXIDE. Your generator should be located
away from any house and you should be aware of both
wind direction and exhaust direction.
• We also want to remind you of the dangers of propane
tanks and grills. Propane, unlike natural gas, is almost the
same weight as our air. Therefore it can and will
pool in low areas or in your house with ob-
vious results. Please remember to store
propane cylinders outside in well vented
areas and that propane grills, as well as
charcoal grills, by code, must be at least
10 feet from any building while in use and
can not be on a balcony. Both of these
grills give off CARBON MONOXIDE
and should NEVER be used inside.
