RE: Budget Workshop Minutes of July 2, 1997
The following represents, in essence, the budget workshop minutes of the North Palm Beach
Village Council on Wednesday, July 2, 1997, convening at 7:40 p.m. The budget workshop
meeting was preceded at 7:00 p.m. by an executive session in re: collective bargaining issues.
All Council members were present except Councilman Larry Kelley who was absent due to
illness. The following staff were present: Village Manager Dennis Kelly, Finance Director
Shaukat Khan, and Village Clerk Kitty Kelly. The following changes to the budget were made
or discussed:
PUBLIC SERVICES
• Discussion regarding handout from the Public Services Director, memorandum dated. July
2, 1997 addressed to Village Council, Village Manager and Finance Director regarding
justification for various items as follows:
Page 154, Park Maintenance, A8023-66490, Machinery and Equipment: Keep at
$14,000. This was a revision to the cost of the triplex mower.
Vehicle Maintenance, A5522-66490, from $2,000 to -0-. Eliminate the MIG
welder.
A5206-33194, Comp Plan Amendments, from $20,000 to $10,000. Revision to
cost estimate for a consultant.
VILLAGE CLERK
• A4904-35410 from $125 to $250. From $255 to $380. Cost for set of Florida Statutes.
VILLAGE COUNCIL
• A4801-33190, Professional Services. From $7,125 to $3,325. Expend $4,000 in FY 96-
97 for computer analysis for Village operations (study for a local area network [LAN]).
• A4801-page 24, Travel, Training and Conference Detail. Under employee name, Council
members are changed from five to two and under the description column, the term
annual convention is changed to annual conference.
• A48001-34010 from $3,169 to $1,300.
• A4801-34010, Pre -legislative Conference from -0- to $1,869.
• A4801-34010, Legislative Day, scratch the line item.
VILLAGE ATTORNEY
No Changes.
VILLAGE MANAGER
• Page 26 under Goals, delete bullets number 7 and 8 regarding designs for Village Hall
and Herb Watt Building.
• Page 27 under Performance Data, seventh bullet, strike through the words an additional
and replace them with the words a part-time, so that the performance data item will read
"reorganize Code Enforcement Office under Public Services Department and added a
part-time Code Enforcement Officer."
• A4902-66415, Computer Hardware and Software, from $1,410 to $560. Remove the
scanner at $850.
FINANCE DEPARTMENT
• A5003-11230, Certification Pay. No changes. Council to revisit this item before
completing budget. Staff is to examine other certification pays.
RESERVE ACCOUNT
• A5540-49918, Safety and Attendance Awards. Staff to adjust the $20,000 budgeted to
determine non -union personnel being removed from the Safety and Attendance Awards
Program as a result of the Pay for Performance Program.

PUBLIC SERVICES ADMINISTRATION
• A6018-33491, Contractual Services, from $2,600 to $3,600 to fund Village's portion for
the County Forester.
• Staff to look into gas tank reimbursement for Public Services and Country Club gas
tanks.
The meeting adjourned at 10:00 p.m. Council agreed to continue with Public Safety on Monday,
July 7, 1997. Upon completion of Public Safety, they will then address revenues, salaries, and
millage rate. The Council kept Tuesday, July 8 and Wednesday, July 9 open as potential meeting
dates, if needed.

Park Maintenance
Triplex Mower
Both mowers were Jacobsen. The difference between the Golf Course mower and the
Public Service Mower as submitted Is as follows:

The Golf Course mechanic actually recommended Public Service use the heavy duty
model because we will probably be able to use the mower for more years than the Golf
Course.
Vehicle Maintenance
The M1G Welder allows for cleaner and stronger welds that our current welder. The
new welder could be used more easily to make repairs to vehicles and equipment and
avoid sending equipment out for repairs. Due to the tight budget this year. Public
Services recommends detetina this request.
Community Planning
The Comprehensive Plan Amendment proposed for FY 97/98 would be to Include the
recent annexation of the Southwest Neighborhood. The Village authorized LRM to
process an EAR based Comprehensive Plan Amendment this year.
