MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD AT TiTHE NORTH PALM BEACH COUNTRY CLUB January 12, 1960 Jay H. White, Mayor Walter E. Thomas, Vice -Mayor Charles A. Cunningham, Councilman Richard E. Ross, Councilman William Young, Councilman John M. Farrell, for C. Robert Burns, Village Attorney Albin R. Olson, Village Manager and Clerk Mayor White called the meeting to order at 8:00 p.m. and requested the Clerk call Mayor White requested the Clerk read the minutes of a regular meting of the Village Council held December 8, 1959. On motion of Vice -Mayor Thomas, seconded by Councilman Young, all members voting aye, the minutes were approved as read. On motion of Vice -Mayor Thomas, seconded by Councilman Ross, all members voting aye, the following report of the Treasurer was approved: TREASURERS REPORT January 11, 1960 CASH ON HAND, December 7, 1959 ADD: Permits 1,875.79 Occupational Licenses 5,167.50 Taxes 7,003.88 Individual Licenses 9.00 Lot Clearing 40.00 Dog Licenses 5.00 Cigarette Tax Fund Franchise Payment 287.45 Boat Key 2.00 DEDUCT: Disbursements, December 7 to January 11, 1960 BALANCE, January 11, 1960 General Cigarette Fund Tax Fund $10,023.57 $ 363.22 14,390.62 $ 24,414.19 3,733.57 4,096.79 10.368.57 $ 14,045.62 $ 4,096.79 On motion of Councilman Ross, seconded by Vice Mayor Thomas, all members voting aye, proposed Resolution #69 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ACCEPTING THE RESIGNATION OF ALLEN T. GAY AS DIRECTOR OF THE PALM BEACH COUNTY RESOURCES DEVMOPMENT BOARD; APPOINTING WILLIAM YOUNG AS DIRECTOR TO SUCCEED 4T,T,EN T. GAY; AND APPOINTING CHARLES A. CUNNINGHAM AS DIRECTOR OF THE PALM BEACH COUNTY RESOURCES DEV-r..LOPMENT BOARD. was adopted. 0n motion of Councilman Ross, seconded by Vice -Mayor Thomas, all members voting aye, the Village Manager was authorized to contract with Spencer Communications, Inc., West Palm Beach, to service the village police and fire radio equipment. Minutes January 12, 1960 Page #2 On motion of Councilman Ross, seconded by Vice -Mayor Thomas, all members voting aye, the Village Attorney was requested to prepare a Notice of Hearing for the establishment of a bulkhead line in the southeast corner of the village, namely, on the east side of Lake Worth in that area where no bulkhead line has been formally established. On motion of Councilman Ross, seconded by Vice -Mayor Thomas, all members voting aye, the Village Attorney was requested to prepare a Notice of Hearing to consider an amendment to the Zoning Ordinance reducing the square footage requirement in apartment dwelling units. On motion of Councilman Ross, seconded by Councilman Young, all members voting aye, the Village Manager was directed to attach a fee of ten ($10) to each application requesting an adjustment of the zoning ordinance for the purpose of defraying administrative and advertising costs. The matter of a proposed Community Center building was discussed. The Village Manager reported a survey had been made of all village residents and that of 255 replies received, 134 were in favor of the building, 121 were not in favor. In view of the lack of a preponderance in favor of constructing the building at this time, the Council determined to place the matter in abeyance. The Council discussed the need for considering the construction of a municipal swimming pool. Mayor White appointed Vice -Mayor Thomas, chairman, Councilman Ross and Councilman Young a committee to study the feasibility of a village pool at this time and requested it report at the next meeting. On motion of Councilman Ross, seconded by Vice -Mayor Thomas, ail members voting aye, the list of accounts payable was approved for payment. - The Statistical Data Report for December was distributed to the Council together with a .deport of the Building Official for the year 1959. The Village Manager was instructed to post appropriate signs giving notice to boats operating in the North Palm Beach waterway of the ordinance pertaining to excessive speed and wake.
