Mayor White called the meeting to order at 8:00 p.m. and requested the Clerk call
Mayor White requested the Clerk read the minutes of a regular meeting of the Village
Council held October 27, 1959. On motion of Vice -Mayor Thomas, seconded by Councilman Ross,
all members voting aye, the minutes were approved as read.
0n motion of Vice -Mayor Thomas, seconded by Councilman Young, all members voting aye,
the following report of the Treasurer was approved: -

proposed Ordinance #51 entitled
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA,
AMENDING ORDINANCE NO. 13 PASSED AND ADOPTED MARCH 25, 1957, AS AMENDED BY
AMENDING SECTION 10 THEREOF BY MODIFYING THE PENALTIES TO BE IMPOSED FOR
ENGAGING IN BUSINESS WITHIN THE VILLAGE WITHOUT AN OCCUPATIONAL LICENSE; BY
AMENDING SECTION 11 THEREOF TO PROVIDE FOR A MORE DETAILED, COMPREHENSIVE
SCHEDULE OF LICENSE TAXES TO BE LEVIED UPON THE VARIOUS BUSINESSES, PROFESSIONS
AND OCCUPATIONS BEING ENGAGED IN AND CARRIED ON WITHIN THE CORPORATE LIMITS OF
THE VILLAGE BY PROVIDING FOR AN EFFECTIVE DATE HEREOF.

proposed Ordinance #50 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
PALM BEACH COUNTY, FLORIDA, PROHIBITING THE RECKLESS, CARELESS OR NEGLIGENT
OPERATION OF BOATS WITHIN SAID TOWN; DECLARING CERTAIN SPEEDS WITHIN DESIGNATED
AREAS TO BE UNLAWFUL AND PRIMA FACIE EVIDENCE OF RECKLESSNESS; REGULATING
SFIIMMZNG WITHIN CERTAIN AREA, PROVIDING PENALTIES FOR VIOLATION; AND FOR OTHER
PURPOSES.

On motion of Vice -Mayor Thomas, seconded by Councilman Ross, all members voting aye,
proposed Ordinance #50 was approved as read.
The matter of the installation of a police radio facility to provide an exclusive
radio_frequency for communication with Anserfone, Inc., was discussed. 0n motion of
Vice -Mayor Thomas, seconded by Councilman Ross, all members voting aye, the village
manager was authorized to arrange for the exclusive frequency and purchase the necessary
radio equipment to provide this service together with equipment to activate the siren
by telephone equipment. The total cost of the equipment is not to exceed $1,500.
The Village Clerk read the following letter from the owners of the North Palm Beach
Country Club:

Gentlemen:
This letter is written for the purpose of making public the intentions of the
owners of the North Palm Beach Country Club with regard to its current operation,
future plans, and continued availability to the residents of the Village.
It has long been the intention of the present owners to improve the facilities
in the North Palm Beach Country Club to the extent that it would eventually be the
center of social and recreational activity in the Village. In this regard much
improvement has been made in the past few years on the course itself, in reshaping
and redesigning the holes, planting permanent grass, installing a complete sprinkling
system, and general improvement of the parking area, approach facilities, etc. The
second phase of this program, to begin during the year 1960 and continuing through the
next few years, will include renovation, new additions, and over -ail improvement of
the clubhouse facilities. When this program has been completed, the North Palm Beach
Country Club will be an outstanding asset to the community.

In order to answer any questions about the availability of the club to Village
residents because of some change in the future plans of the present owners, and
to secure for the Village residents the use of the golf course and clubhouse, the
present owners are willing to make a proposal as follows: That should the present
owners desire to sell the Country Club, they will first give the Village an option
to purchase the property on the following terms and conditions.
1. The owners shall give the Village written notice by registered
mail of the purchase price and the terms upon which they are
willing to sell the property.
2. The Village shall have the option of purchasing the property at
such price and terms, provided the Village gives them written
notice within 90 days, by registered mail directed to the North
Palm Beach Country Club, which written notice shall state that the
Village is ready, willing and able to purchase the land at such
price and terms.
3. In the event the Village does not accept the offer by giving such
90 days written notice, the owners shall be free of any restriction
on the use or sale of the property thereafter.

On motion of Vice -Mayor Thomas, seconded by Councilman Young, the list of accounts
payable was approved for payment.
Mr. Carl Morris, 801 Alamanda Drive, presented the Council a petition signed by
21 residents of the Buttonwood -Cinnamon Road area concerning the maintenance of the
drainage canal abutting their property.
The petitioners were advised the canal would be taken over by the Village for
maintenance as soon as the canal had been constructed by the developer in accordance
with the village engineer specifications.
The Village Manager was instructed to contact Federal Housing Administration officials
and advise them of the canal situation in an effort to expedite completion of its construc-
tion in accordance with specifications.
There being no further business to come before the Council, on motion of Vice -Mayor
Thomas, seconded by Councilman Young, all members voting aye, the meeting was adjourned
at 9:10 p.m.

The following is an extract from the minutes of a regular
meeting of the Village Council of the Village of North Palm
Beach, Palm Beach County, Florida, held at the North Palm Beach
Country Club on November 10, 1959:
