White, Mayor Charles A. Cunningham, Councilman Richard E. Ross, Councilman William Young, Councilman C. Robert Burns, Village Attorney Albin R. Olson, Village Manager and Clerk Absent: Walter E. Thomas, Vice -Mayor Mayor White called the meeting to order and requested the Clerk call the roll. Mayor White requested the Clerk read the minutes of a regular meeting of the Village Council held May 12, 1959. On motion of Councilman Ross, seconded by Councilman Cunningham, all aye, proposed ordinance #47 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, REQUIRING THE POSTING OF A BOND BY CERTAIN CONTRACTORS TO INSURE THE REMOVAL OF POST CONSTRUCTION DEBRIS FROM BUILDING SITES; PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT HEREWITH; PRO- VIDING FOR AN EbThCTIVE DATE HEREOF AND FOR OTHER PURPOSES. was placed on second reading and read by title only. members voting On motion of Councilman Ross, seconded by Councilman Cunningham, all members voting aye, proposed Ordinance #f7 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, REQUIRING THE POSTING OF A BOND BY CERTAIN CONTRACTORS TO INSURE THE REMOVAL OF POST CONSTRUCTION lm'BRIS FROM BUILDING SILTS; PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT HEREWITH; PRO- VIDING FOR AN EFFECTIVE DATE HEREOF AND FOR OTHER PURPOSES. was enacted. The Village Manager discussed the need for providing radio communications equipment for the Building Official in order to facilitate and expedite field inspection work. On motion of Councilman Ross, seconded by Councilman Young, all members voting aye, the Village Manager was authorized to expend $541 for such equipment and arrange for its installation. The Village Manager cited the need for the village to acquire a tractor and grass cutting equipment. On motion of Councilman Young, seconded by Councilman Ross, all members voting aye, the Village Manager. was instructed to secure bids for this equipment The matter of hospitalization insurance for village employees was discussed. On motion of Councilman Ross, seconded by Councilman Cunningham, all members voting aye, the Village Manager was instructed to secure bids for a suggested insurance program and present them for council consideration. The matter of providing radio equipment to activate the fire siren in time of need was discussed. ,On motion of Councilman Ross, seconded by Councilman Cunningham, all members voting aye, it was voted the use of this type of equipment not feasible at this time. The Village Manager requested permission to enter into an agreement with a uniform supply house to furnish uniforms for colored employees of the village. This was approved on motion of Councilman Ross, seconded by Councilman Cunningham, all members voting aye. The list of accounts payable was approved for payment on motion of Councilman Cunningham, seconded by Councilman Ross, all members voting aye. A statement referring to a newspaper report pertaining to the development of a housing area for colored people to be located on a section of land adjacent Prosperity Farms Road was made by Councilman Cunningham. Councilman Cunningham reported he had been instructed by the Bankers Life and Casualty Company, Chicago, the purpurLed sellers of the land to be developed, to repurchase the 95 acres in question and remove it from the market for development as a colored area.
