MINUTES OF A REGULAR 'FETING OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH
HELD AT THE NORTH PALM BEACH COUNTRY
CLUB FEBRUARY 25, 1958

Absent: Herbert A. Ross - Councilman
Mayor Ross called the meeting to order and requested the Clerk call
the roll.
Mayor Ross requested the Clerk read the minutes of a regular meeting
of the Village Council held on February 11, 1958. On motion of Councilman Schwencke,
seconded by Vice -Mayor White, all members voting aye, the minutes were approved as
read.
Mayor Ross reported construction had begun on the North Palm Beach
Elementary School and that he had been advised by the Board of Public Instruction
that the new school would be ready for occupancy at the start of the next school
term in August.
Mayor Ross reported construction of the Shopping Center was scheduled
to begin next week and that completion was expected before November lst.
On motion of Vice -Mayor White, seconded by Councilman Cunningham, all
members voting aye, the following report of the Village Treasurer was approved:

On motion of Vice -Mayor White, seconded by Councilman Schwencke, all
members voting aye, proposed Ordinance #31 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, REGULATING THE BUILDING UP OF LAND UPON
THE SUBMERGFn BOTTOMS IN LAKE WORTH AND THE TIDAL WATERS WITHIN
THE TERRITORIAL LIMITS OF SATs VILLAGE; PROVIDING THE ESTABLISH-
MENT OF BULKHEAD LINES WITHIN SUCH WATERS; REGULATING DREDGING
AND FILLING OPERATIONS WITH RESPECT TO SAID BULKHEAD LINES;
PROVIDING FOR THE SUBMISSION OF APPLICATIONS PRIOR TO THE
COMMENCEMENT OF FILLING OR DREDGING OPERATIONS AND FOR THE FEES
TO BE PAID IN CONNECTION THEREWITH; PROVIDING FOR THE REPEAL OF

THE SUBMERGED BOTTOMS IN LAKE WORTH AND THE f1DAL WATERS WITHIN
THE TERRITORIAL LIMITS OF SAID VILLAGE; PROVIDING THE ESTABLISH-
MENT OF BULKHEAD LINES WITHIN SUCH WATERS; REGULATING DREDGING

FLORIDA, AMENDING ORDINANCE NO. 20, BEING THE COMPREHENSIVE ZONING
ORDINANCE OF THE VILLAGE, BY REDEFINING CERTAIN TERMS; ESTABLISHING
AN ADDITIONAL USE DISTRICT TO BE DESIGNATED R-3, APARTMENT DWELLING
DISTRICT; PRESCRIBING CERTAIN CHANGES IN THE YARD SPACE REGULATIONS
FOR R-1 USE DISTRICTS; PROVIDING FOR ADDITIONAL USE RESTRICTION,
MODIFICATION OF YARD SPACE REGULATIONS AND ESTABLISHMENT OF FLOOR
AREA REGULATIONS FOR R-2 ZONING DISTRICTS; BY MODIFYING THE PERMIT-
TED USES AND THE BUILDING HEIGHT AND YARD SPACE REGULATIONS FOR
PROPERTY WITHIN C-1 A ZONING DISTRICTS; BY MODIFYING THE V RMITTED

FLORIDA, AMENDING ORDINANCE N0. 20, BEING THE COMPREHENSIVE ZONING
ORDINANCE OF THE VILLAGE BY REMOVING CERTAIN PROPERTY FROM "R-2",
MULTIPLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY
AS "R-1", SINGLE FAMILY DWELLING DISTRICT; BY REMOVING CERTAIN
PROPERTY FROM "C-lA", LIMITED COMMERCIAL ➢ISTRICT AND RECLASSIFYING
SAID PROPERTY AS "R-2", MULTIPLE FAMILY DWELLING DISTRICT; AND BY
REMOVING CERTAIN PROPERTY FROM "C-1A", LIMITED COMMERCIAL DISTRICT
AND RECLASSIFYING SAID PROPERTY AS "C-1", NEIGHBORHOOD COMMERCIAL

was placed on first reading and read in full. (Public hearing on this matter held

The Village Manager submitted five proposals received for the renewal of
village insurance policies due to expire.
Mayor Ross appointed Councilman Schwencke a committee to review the pro-
posals received and report his recommendations to the Council at the next meeting.
The Village Manager reported the scheduled fire siren installation had been
delayed awaiting delivery of necessary parts.
The Village Manager stated there were no accounts payable for consideration
at this time,
Mr. Charles Bowman, 136 Flotilla Road, on behalf of the newly organized
Lions Club of North Palm Beach, invited the Council to attend the Club's Charter
Night program on March 7th.
There being no further business to come before the Council, on motion of
Councilman Cunningham, seconded by Vice -Mayor White, all members voting aye, the
meeting was adjourned at 9:10 P. M. to meet March llth., 1958 at 8:00 P. M. at the
North Palm Beach Country Club.
