Ross - Mayor Jay H. White - Vice -Mayor Charles A. Cunningham - Councilman John A. Schwencke - Councilman Albin R. Olson - Village Manager Robert C. Tufford - Village Clerk Absent: Herbert A. Ross - Councilman C. Robert Burns - Village Attorney Mayor Ross called the meeting to order and requested the clerk call the roll. Mayor Ross requested the Clerk read the minutes of a regular meeting of the Village Council held on January 28, 1958. On motion of Councilman Schwencke, seconded by Vice -Mayor White, all members voting aye, the minutes were approved as read. On motion of Councilman Cunningham, seconded by Vice -Mayor White, all members voting aye, the following report of the Village Treasurer was approved: TREASURER'S REPORT February 11, 1958 CASH ON HAND, January 28th., 1958 $4,517.83 ADD: Permits 923.10 Occupational License 1,440.00 Taxes 1,028.93 3,392.03 7,909.O6 DEDUCT: Disbursements Jan. 29th. - Feb. llth., 1958 2,040.56 BALANCE - February llth., 1958 $5,869.30 At the request of the Mayor, the Village Manager read the following no- tice of public hearing as published in the Palm Beach Post -Times on January 27, 1958: TO WHOM IT MAY CONCERN: PUBLIC NOTICE is hereby given that the Village Council of the Village of North Palm Beach will hold a public hearing in the North Palm Beach Country Club, North Palm Beach, Florida, on February 11, 1958, at the hour of 8:00 o'clock P.M. at which time the Council will consider changing the zoning of the following described land located in such Village: A parcel of land in Section 9, Township 42 South, Range 43 East, Palm Beach County, Florida, bounded as follows: On the North by the Southerly right-of-way line of Monet Road; on the West and South- west by the easterly right-of-way line of the IntraCoastal Waterway and on the East by the westerly right-of-way line of State Road No. 5 (U. Page • • • • Following a general discussion of the proposed zoning change, on motion of Councilman Schwencke, seconded by Vice -Mayor White, all members voting aye, the Village Manager was instructed to request the Village Attorney to prepare an ordinance incorporating the proposed zoning change for council consideration. At the request of the Mayor, the Village Manager read the following notice of public hearing as published in the Palm Beach Post -Times on January 10, 17, 24, and 31, 1958: TO WHOM IT MAY CONCERN: PUBLIC NOTICE is hereby given that the Village Council of the Village of North Palm Beach will hold a public hearing in the North Palm Beach Country Club, North Palm Beach, Florida, on February 11, 1958, at the hour of 8:00 o'clock P.M. at which time the Council will consider changing the zoning of the following described land located in such Village: A parcel of land in Section 9, Township 42 South, Range 43 East, Palm Beach County, Florida, bounded as follows: On the North by the Southerly right-of-way line of Monet Road; on the West and South- west by the easterly right-of-way line of the IntraCoastal Waterway and on the East by the westerly right-of-way line of State Road No. 5 (U. Olson, Village Manager The Mayor requested if any person present desired to be heard on the mat- ter of fixing the bulkhead line as advertised. There was no comment. On motion of Councilman Schwencke, seconded by Councilman Cunningham, all members voting aye, proposed Ordinance #31 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REGULATING THE BUILDING UP OF LAND UPON THE SUBMERGED BOTTOMS IN LAKE WORTH AND THE TIDAL WATERS WITHIN THE TERRITORIAL LIMITS OF SAID VILLAGE; PROVIDING THE ESTABLISHMENT OF BULKHEAD LINES WITHIN SUCH WATERS; REGULATING DREDGING AND FILLING OPERATIONS WITH RESPECT TO SAID BULKHEAD LINES; PROVIDING FOR THE SUBMISSION OF APPLICATIONS PRIOR TO THE COMMENCEMENT OF FILLING OR DREDGING OPERATIONS AND FOR THE FEES TO BE PAID IN CONNECTION THEREWITH; PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING FOR THE ENFORCEMENT OF THE PRO- VISIONS OF THIS ORDINANCE AND FOR PENALTIES FOR VIOLATIONS THEREOF was placed on first reading and read in full. No discussion was offered. On motion of Councilman Schwencke, seconded by Councilman Cunningham, all members voting aye, proposed Ordinance #28 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, PROVIDING FOR THE LICENSING OF ALL DOGS WITHIN THE CORPORATE LIMITS OF SAID VILLAGE; PROVIDING FOR RABIES INOCULATION AS A PREREQUISITE TO SUCH LICENSING; PROHIBITING DOGS FROM RUNNING AT LARGE; AUTHORIZING THE IMPOUNDING OF DOGS UNDER CERTAIN CIRCUM- STANCES; PROVIDING FOR THE REDEMPTION OF IMPOUNDED DOGS AND FOR THE DISPOSITION OF UNCLAIMED DOGS; PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE; ESTABLISHING PENALTIES FOR VIOLATION OF THE PROVI- SIONS THEREOF; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH was placed on second and final reading and as amended read in full. The Village Manager read the Statistical Data Report for the month of January, 1958. On motion of Councilman Schwencke, seconded by Councilman Cunningham, the attached list of accounts payable in the amount of $1,720.11 was approved for payment. There being no''further business to come before the Council, on motion of Councilman Cunningham, seconded by Vice -Mayor White, all members voting aye, the meeting was adjourned at 9:00 P.
