MINUTES OF A REGULAR MEETING OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH
HELD AT THE NORTH PALM BEACH COUNTRY

Mayor Ross called the meeting to order and requested the clerk call the roll.
Mayor Ross requested the Clerk read the minutes of a regular meeting of the
Village Council held on January 14, 1958. On motion of Councilman Schwencke,
seconded by Vice -Mayor White, all members voting aye, the minutes were approved as
read.
Mayor Ross reported the Palm Beach County Board of Public Instruction will
open bids for the construction of the North Palm Beach Elementary School on February
14th. Construction of the new school is expected to begin within ten days after the
bid opening, if the bids are acceptable to the Board.
Mayor Ross announced the Land Planning Committee of the National Association
of Home Builders and the Urban Land Institute of Washington, D. C. had adjudged North
Palm Beach a merit award winner in a recently conducted neighborhood development con-
test. North Palm Beach competed with communities located throughout the United
States and was one of seven award winners. Although the neighborhood development
contest has been conducted annually since 1948, North Palm Beach is the first Florida
community to receive this award.
On motion of Vice -Mayor White, seconded by Councilman Cunningham, all members
voting aye, the following report of the Village Treasurer was approved:

At the request of the Mayor, the Village Manager read the following notice of
public hearing as published in the Palm Beach Post -Times on January 10, 1958:
TO WHOM IT MAY CONCERN: PUBLIC NOTICE is hereby given
that the Village Council of the Village of North Palm
Beach will hold a public hearing in the North Palm Beach
Country Club, North Palm Beach, Florida, on January 28,
1958, at the hour of 8:00 o'clock P. M. at which time
the Council will consider the amending of certain pro-
visions of the Zoning Ordinance of the Village of North
Palm Beach and will further consider changing the zoning
of the following described land located in such Village:

1. A parcel of land approximately 120 feet east and
west by 1474 feet north and south lying adjacent to
and north of Lighthouse Drive as shown on plat of
Village of North Palm Beach Plat No. 1 recorded in
Plat Book 24, Page 205, Public Records of Palm Beach
County, Florida and 380 feet west of the right-of-way
of State Road No. 5, as now laid out and in use; said
parcel being further designated as a part of Zone
R-2 on Zoning Map, Village of North Palm Beach on file
in the office of the Village Clerk of said Village of
North Palm Beach.
2. Lots 1 to 16 inclusive, Block 9-A according to said
plat of Village of North Palm Beach, Plat No. 1, also
designated as a part of Zone R-2, on above described
zoning map.
3. Lots 1 to 9 inclusive, Block 8 according to Replat of
Block 8, Village of North Palm Beach, Plat No. 1 accord-
ing to the plat thereof, recorded in Plat Book 25, Page
103, Public Records of Palm Beach County, Florida.
4. An irregular shaped parcel also designated as a part
of Zone R-2 on above described Zoning Map and lying
south of the intersection of Anchorage Drive and Fair -
wind Drive as shown on said Zoning Map.
5. Two parcels of land adjacent but not adjoining in
Section 17, Township 42 South, Range 43 East, Palm
Beach County, Florida. Both parcels being designated
as parts of Zones R-1 and R-2 on Zoning Map. Village
of North Palm Beach on file in the office of the
Village Clerk of said Village of North Palm Beach and
being bounded as follows: -
Parcel No. 1. Bounded on the North and Northeast by
the Earman River; on the Southeast by
Zone C-1; on the South by Lake Park
West Road and on the West by North Lake,
all as shown on said Zoning Map.
Parcel No. 2, Bounded on the North by a line parallel
to and 633.8 feet northerly from, meas-
ured at right angles to the south lire
of said Section 17, and by North Lake;
on the West by the westerly boundary
of said Village of North Palm Beach;
on the South by Lake Park West Road and
on the East by the channel between North
Lake and South Lake, all as shown on
said Zoning Map.
6. Lots 11 to 35 inclusive, Block 3, as shown on plat of
Village of North Palm Beach Plat No. 1 recorded in Plat
Book 24, Page 205, Public Records of Palm Beach County,
Florida.

Following a general discussion of the proposed zoning changes, on motion of
Councilman Schwencke, seconded by Vice -Mayor White, all members voting aye, proposed
Ordinance #29 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY,
FLORIDA, AMENDING ORDINANCE NO. 20, BEING THE COMPREHENSIVE ZONING
ORDINANCE OF THE VILLAGE, BY REDEFINING CERTAIN TERMS; ESTABLISHING AN
ADDITIONAL USE DISTRICT TO BE DESIGNATED R-3, APARTMENT DWELLING DIS-
TRICT; PRESCRIBING CERTAIN CHANGES IN THE YARD SPACE REGULATIONS FOR
R-1 USE DISTRICTS; PROVIDING FOR ADDITIONAL USE RESTRICTION, MODIFICA-
TION OF YARD SPACE REGULATIONS AND ESTABLISHMENT OF FLOOR AREA REGULA-

Following the first reading of proposed Ordinance #29, the Village Attorney
and Village Manager were questioned by the Council and from the floor concerning
various sections of the Ordinance as read.
0n motion of Councilman Schwencke, seconded by Vice -Mayor White, all members
voting aye, proposed Ordinance #28 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, PROVIDING FOR THE LICENSING OF AIL DOGS Wi'1HIN THE
CORPORATE LIMITS OF SAID VILLAGE; PROVIDING FOR RABIES INOCULATION
AS A PREREQUISITE TO SUCH LICENSING; PROHIBITING DOGS FROM RUNNING AT
LARGE; AUTHORIZING THE IMPOUNDING OF DOGS UNDER CERTAIN CIRCUMSTANCES;
PROVIDING FOR THE REDEMPTION OF IMPOUNDED DOGS AND FOR THE DISPOSITION
OF UNCLAIMED DOGS; PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE;
ESTABLISHING PENALTIES FOR VIOLATION OF THE PROVISIONS THEREOF; AND
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH

A general discussion of several provisions contained in proposed Ordinance #28
followed. 0n motion of Councilman Schwencke, seconded by Councilman Cunningham, all
members voting aye, the Village Attorney was requested to prepare amendments to Sec-
tion #7 and Section #11 of the proposed Ordinance and present the amended Ordinance
at the next council meeting.
The Village Manager reported negotiations had been conducted with representa-
tives of the Southern Bell Telephone Company for a franchise agreement and that a
proposed franchise agreement was in process of preparation for council consideration.
The Village Manager reported estimates of equipment and installation cost for
various types of street lighting was being secured for council consideration.
The Village Manager reported the desirability of relieving the police of resi-
dent mail delivery duty and requested authorization to hire an individual to handle
resident mail delivery. On motion of Vice -Mayor White, seconded by Councilman
Schwencke, all members voting aye, the Village Manager was authorized to expend
$25.00 per week for the hire of an individual to deliver resident mail until such
time as resident delivery service could be arranged with the Post Office Department.
Mr. James Blakley, 413 Driftwood Road, announced the formation within the
village of a Lions Club to be affiliated with the International Association of lions
Clubs. The organizational meeting is scheduled to be held on January 31st. Mayor
Ross noted that the Club would be the first civic organization to be formed in North
Palm Beach, and expressed the Council's wishes for its growth and success.
There being no further business to come before the Council, on motion of
Councilman Cunningham, seconded by Councilman Schwencke, all members voting aye, the
meeting was adjourned at 9:140 P. M. to meet February 11, 1958 at 8:00 P. M. at the
North Palm Beach Country Club.
