MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD IN THE VILLAGE HALL COUNCIL CHAMBER OCTOBER 28, 1957, at 3:00 P. M. Richard E. Ross, Vice -Mayor Charles A. Cunningham, Councilman Herbert A. Ross, Councilman Jay H. White, Councilman John A. Schwencke, Councilman C. Robert Burns, Village Attorney Albin R. Olson, Village Manager Robert C. Tufford, Village Clerk Vice -Mayor Ross assumed the chair and requested the Village Clerk call 0n motion of Councilman Schwencke, seconded by Councilman Ross, all members voting aye, the minutes of the regular meeting held October 14th., 1957, in the Village Hall Council Chamber were approved. Miss Mae G. Leone, 417 Ebbtide Drive, North Palm Beach, appeared before the Council with a request to conduct a piano studio in her home. After discussion, the Council denied the request stating the operation of a home business was prohibited under provisions of the Protective Covenants. Mr. Edward F. Reddy, District Manager, Southern Bell Telephone Company, West Palm Beach, appeared before the Council to discuss a proposed franchise agreement. Vice -Mayor Ross appointed Councilman Cunningham and Councilman Schwencke a committee to study the proposed franchise agreement and to report their findings at a later date. A petition signed by 63 village residents requesting the Council conduct their meetings during the evening hours was read by the Village Manager. After discussion the Council agreed to hold the next meeting at 8:00 p.m. on November 12, 1957, at the North Palm Beach Country Club. The Village Manager was instructed to advise the residents of the time and place of the meeting. A letter from the Riviera Beach Chamber of Commerce inviting the members of the Council to be their guests at the Annual Christmas Parade was read to the Council. The Council instructed the Village Manager to acknowledge the invitation and express its appreciation and its intention to make every effort to attend. On motion of Councilman Ross, seconded by Councilman Cunningham, all members voting aye, the following report of the Village Treasurer was approved: CASH TREASURERTS REPORT October 10, 1957 ON HAND, October 28, 1957 ADD: Permits Occupational Licenses Reimbursement from North Palm Beach Utilities, Inc. North Palm Beach Properties, Inc., Loan 272.00 75.00 6o6.83 12,000.00 DEDUCT: Disbursements October 10 - October 20, 1957 BALANCE $ 230.63 12,953.83 13,184.46 12,701.23 0 483.23 Page • • • • On motion of Councilman Ross, seconded by Councilman White, all members voting aye, a resolution (See Resolution #34, Resolution Book 1, page No. 37 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, DIRECTING THE VILLAGE MANAGER AND CLERK TO SIGN A CERTAIN PLAT was adopted. On motion of Councilman White, seconded by Councilman Ross, all members voting aye, a resolution (See Resolution #35, Resolution Book 1, page No. 38 entitb d: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUESTING THE FLORIDA TURNPIKE AUTHORITY TO ERECT A NORTH PALM BEACH DIRECTIONAL SIGN AT SUNSHINE STATE PARKWAY INTERCHANGES AT WEST PALM BEACH AND JUPITER was adopted. On motion of Councilman Cunningham, seconded by Councilman Ross, all members voting aye, proposed ordinance No. 26 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, MAKING IT UNLAWFUL TO ERECT CERTAIN STRUCTURES WITHIN CERTAIN DISTANCES OF THE WATER BOUNDARIES OF OTS IN SAID VILLAGE FACING CORAL, BLUE OR AZURE LAGOONS; MAKING IT UNLAWFUL TO DEPOSITiFILL IN SAID LAGOONS; PROVIDING PENALTIES FOR THE VIOLATION THEREOF was placed on first reading aLd read in full. On motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, proposed ordinance No. 27 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH PROVIDING THAT NO OCCUPATIONAL LICENSE OR RENEWAL THEREOF SHALL BE GRANTED ANY CONTRACTOR WHO DOES NOT POSSESS A DULY ISSUED AND CURRENTLY EFFECTIVE CERTIFICATE OF REGISTRATION; DEFINING THE WORD CONTRACTOR was placed on first reading and read in full. A request of the Volunteer Fire Department for an allotment of cigarette tax refunds made to Village for all cigarette3sold by that Department was not approved by the Council inasmuch as these funds were allotted in the budget. Councilman Ross advised the Council he is writing Mr. George Simons in Jacksonville, Florida, for an interpretation of certain sections of the Zoning Ordinance prior to proposing an amendment to that ordinance for consideration. On motion of Councilman Ross, seconded by Councilman Schwencke, allrrembers voting aye, the following list of accounts payable was approved for payment.
