MINUTES OF A REGULAR MEETING OF
THE VILLAGE COUNCIL OF NORTH PALM BEACH
HELD IN THE VILLAGE HALL COUNCIL CHAMBER
ON SEPTEMBER 11, 1957, at 3:00 P.M.

The minutes of a regular meeting held August 26, 1957, at 3:00 P.M.
in the Village Hall Council Chamber were approved on motion of Councilman
Schwencke, seconded by Councilman H. A. Ross, all members `voting aye.
The Village Manager read a letter received from the Palm Beach
County Resources Development Board whereby they requested three members from
the Village of North Palm Beach, Florida, be appointed directors. After dis—
cussion, the council requested on motion of Councilman Schwencke, seconded by
Councilman H. A. Ross, all members voting aye, the Village Attorney prepare
a resolution appointing Albin R. Olson, Charles A. Cunningham, and Jay H.
White directors to serve three, two and one—year terms respectively.
Councilman Schwencke read a report to the council regarding the
matter of charges to be assessed the Village of North Palm Beach for space rent
in the Village Hall, together with charges for utilities and employee services.
After discussion by the council, motion was made by Councilman H. A. Ross,
seconded by Councilman White, all members voting aye, that the Village Attorney
prepare a resolution setting the rental, utility, and employee services charges
for the period January 1, 1957, to and including October 31, 1957, at $9,974.
The following is a copy of the report:
'BUILDING COPRt4Il°1'EE REPORT
"This is a report of the committee to ascertain a fair rental charge
to the Village for the space occupied in the building and also to measure
whatever other expenses have been supplied the Village by North Palm Beach
Properties, Inc. since January 1, 1957.
"The schedule sets out a fair and equitable rental charge for the
space occupied and also a fair and equitable method of charging for services
that have been supplied the Village by North Palm Beach Properties, Inc.
"In passing, let me state that the rental based on the gross of
12 per cent a year is well below that which normal investors will accept for
rental property. As regards the charges for employment, only three people are
shown on the schedule that do part time work for the Village. Many other
employees of North Palm Beach Properties, Inc. from time to time have been used
in the interest of the Village but no attempt has been made to charge for their
services. It is my opinion that these figures will be sufficient to render an
accounting through the twelve calendar months of 1957 and that they should be
reviewed shortly after the beginning of next year to ascertain the charges for
1958.

On motion of Councilman H. A. Ross, seconded by Councilman Schwencke,
all members voting aye, proposed Ordinance No. 22 entitled: - -
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
PROHIBITING LOUD OR UNNECESSARY NOISES IN ANY RESIDENTIAL
DISTRICT OR SECTION DURING CERTAIN HOURS AS HEREINAFTER
SET FORTH; FURTHER PROHIBITING THE USE OF POWER DRIVEN
MACHINERY, TOOLS, OR EQUIPMENT DURING SAID HOURS IN ANY
SAID RESIDENTIAL DISTRICT OR SECTION; AND FURTHER PRO-
HIBITING THE KEEPING OF ANY ANIMAL OR FOWL WHICH SHALL
DISTURB THE TRANQUILITY OF THE INHABITANTS IN SAID RESI-
DENTIAL DISTRICT OR SECTION; PROVIDING PENALTY FOR THE
VIOLATION HEREOF; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH

On motion of Councilman H. A. Ross, seconded by Councilman Schwencke,
all members voting aye, Ordinance No. 24 (See Ordinance Book No. 1, Page
entitled

RATIFYING AND CONFIRMING ORDINANCE N0. 16 OF SAID VILLAGE,
RELATING TO THE ESTABLISHMENT OF A BULKHEAD LINE WITHIN
SUCH TOWN AND FOR OTHER PURPOSES
was enacted.
The Village Manager read a letter received from Donald S. Lavigne,
Inc., Miami, Florida, regarding a payment for police badges. The matter was
referred to the Village Manager for disposition.
The Council discussed the need for an ordinance regulating advertising
signs within the Village. The matter was tabled for further study.
The Council instructed the Village Attorney to look into the matter
of an ordinance setting up regulatory control over any gasoline stations
erected within the Village. -
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, the following list of accounts payable was approved for
payment:
