MINUTES OF A REGULAR MEETING OF
THE VILLAGE COUNCIL OF NORTH PALM BEACH
HELD IN THE VILLAGE HALL COUNCIL CHAMBER
ON AUGUST 14, 1957, AT 3:00 P.M.
Herbert A. Ross, Councilman
Norman D. Rowland, Councilman
John A. Schwencke, Councilman
L. Stanley de Villers, Councilman
Jay H. White, Councilman
C. Robert Burns, Village Attorney
Albin R. Olson, Village Manager
Absent: Robert C. Tufford, Village Clerk
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, Councilman Ross was voted mayor pro tempore to act during
the current absence of Mayor Cunningham.
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, the Village Manager was voted village clerk pro tempore
to act during the current absence of Village Clerk Tufford.
The minutes of a regular meeting of the Village Council held July
22, 1957, at 3:00 p.m. in the Village Hall Council Chamber were approved on
motion of Councilman Schwencke, seconded by Councilman White, all members voting
aye.
The minutes of a special meeting of the Village Council held July 29,
1957, at 4:00 p.m. in the Village Hall Council Chamber were approved on motion
of Councilman Schwencke, seconded by Councilman White, all members voting aye.
On motion of Councilman White, seconded by Councilman Rowland, all
members voting aye, the following report of the Village Treasurer was approved:

The village clerk pro tem announced public notice by publication in the
Palm Beach Post -Times was given on July 30, 1957, of a public hearing to be held
at the hour of 3:00 p.m., August 14, 1957, at which time the Council would consider
the adoption of a comprehensive plan for the zoning of North Palm Beach.
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, proposed Ordinance #20 entitled --
A COMPREHENSIVE ORDINANCE REGULATING THE USES OF LAND, WATER,
BUILDINGS AND STRUCTURES WITHIN THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, FOR TRADE, INDUSTRY, RESIDENCE OR OTHER PURPOSES;
REGULATING THE LOCATION, HEIGHT, SIZE OF BUILDINGS AND STRUCTURES,
THE SIZE OF YARDS AND OTHER OPEN SPACES, THE DENSITY AND DISTRIBU-
TION OF POPULATION AND FOR SAID PURPOSES, CREATING SIX (6)
DISTRICTS AND ESTABLISHING THE BOUNDARIES THEREOF AND ADOPTING -
A MAP OF SAID DISTRICTS; DEFINING CERTAIN TERMS USED; ESTABLISHING
A BOARD OF ADJUSTMENT AND PROVIDING FOR THE ENFORCEMENT AND AMEND-
MENT THEREOF AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS

members voting aye, Ordinance #20 (See Ordinance Book #1, page 58) entitled:

WATER; BUILDINGS AND STRUCTURES WITHIN THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, FOR TRADE, INDUSTRY, RESIDENCE
OR OTHER PURPOSES; REGULATING THE LOCATION, HEIGHT, SIZE
OF BUILDINGS AND STRUCTURES, THE SIZE OF YARDS AND OTHER
OPEN SPACES, THE DENSITY AND DISTRIBUTION OF POPULATION
AND FOR SAID PURPOSES, CREATING SIX (6) DISTRICTS AND
ESTABLISHING THE BOUNDARIES THEREOF AND ADOPTING A MAP

VILLAGE COUNCIL AND AMENDING THE FRANCHISE HELD BY NORTH
PALM BEACH UTILITIES, INC. WITH RESPECT TO ilb WATER
SYSTEM AND SEWAGE COLLECTION AND DISPOSAL SYSTEM
was placed on second reading and read by title only.

PALM BEACH UTILITIES, INC. WITH RESPECT TO ITS WATER SYS—
TEM AND SEWAGE COLLECTION AND DISPOSAL SYSTEM
was enacted.
On motion of Councilman Schwencke, seconded by Councilman Rowland, a11
members voting aye, proposed ordinance #19 entitled:

NORTH PALM BEACH, FLORIDA, ANNEXING CERTAIN LANDS

On motion of Councilman Rowland, seconded by Councilman Schwencke, all
members voting aye, Ordinance #19 (See Ordinance Book #1, page 57) entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, ANNEXING CERTAIN LANDS
was enacted.
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, proposed Ordinance #21 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, REGULATING THE PARKING OF
CERTAIN VEHICLES UPON THE PUBLIC STREETS WITHIN SAID
VILLAGE; PROVIDING PENALTIES FOR THE VIOLATION OF THIS
ORDINANCE, AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH
was placed on first reading and read in full.
The matter of amending Ordinance #14 (Swimming Pool Ordinance) so as
to specifically enumerate the electrical and plumbing permit fees was discussed.
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, the Village Attorney was requested to prepare an ordinance

amending Section 2 of Ordinance #14 (Swimming Pool Ordinance) to include the
sentence: "The Plumbing and Electrical permit fee shall be $5.00 each."
The matter of a franchise agreement with Green's Fuel was discussed
and referred to the Village Attorney for study.
The Village Manager was instructed to contact Florida Power -and Light
Company concerning their delay in acknowledging the franchise granted the
Company at a meeting of the Council held on July 22, 1957.
The Council discussed the need for an ordinance regulating noise
within the Village during odd hours. On motion of Councilman Schwencke,
seconded by Councilman de Villers, all members voting aye, the Village Attorney
was requested to prepare such an ordinance for council consideration.
The matter of a street lighting system within the Village and its cost
of erection was discussed. Mayor pro-tem Ross appointed Councilman de Villers
and the Village Manager a committee to meet with Florida Power and Light Company
to ascertain the cost and type of equipment supplied municipalities under its
street lighting contract.
On motion of Councilman White, seconded by Councilman Schwencke, all
members voting aye, the following list of accounts payable was approved for
payment:

There being no further business to come before the Council, on motion
of Councilman White, seconded by Councilman de Villers, all members voting aye,
the meeting adjourned at 4:30 p.m.
