MINUTES OF A REGULAR MEETING OF
THE VILLAGE COUNCIL OF NORTH PALM BEACH
HELD IN THE VILLAGE HALL COUNCIL CHAMBER
ON JULY 22, 1957, AT 3:00 P.M.

The minutes of a fdgular meeting held June 17, 1957, at 3:00 p.m. and
a special meeting held on July 11, 1957, at 3:00 p.m., both held in the Village
Hall Council Chamber, were approved on motion of Councilman Ross, seconded by
Councilman White, all members voting aye.
Mr. A. S. Dobbs, representing the Southern Bell Telephone Company,
West Palm Beach, Florida, and Mr. R. D. Hill and Mr. B. V. Correll, representing
the Florida Power and Light Company, West Palm Beach, Florida, appeared before
the Council to register an objection to the tax assessed their respective utility
companies as provided in Ordinance #13 (Occupational License Ordinance). The _
Council agreed to review the entire ordinance and the occupational license tax
schedule assessed all categories of business included in the ordinance and to
advise the objectors of their conclusions.
On motion of Councilman Ross, seconded by Councilman White, all members
voting aye, the following report_of the Village Treasurer was approved:

On motion of Councilman White, seconded by Councilman Schwencke, all
members voting aye, Resolution #26 (See Resolution Book #1, page ) entitled
A RESOLUTION OF TEE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA, ACCEPTING OFFER OF
DEDICATION
was adopted as read.
On motion of Councilman Ross, seconded by Councilman Schwencke, and
carried, a proposed ordinance entitled

AN ORDINANCE GRANTING TO FLORIDA POWER & LIGHT
COMPANY, ITS SUCCESSORS AND ASSIGNS, AN ELECTRIC
FRANCHISE, AND IMPOSING PROVISIONS AND CONDITIONS
RELATING THERETO
and which had been passed on first reading on the 14th day of September, 1956,
was read infull by the Village Clerk. Thereafter there was a full discussion
of the provisions of said proposed ordinance. On motion of Councilman Ross,
seconded by Mr. Schwencke, the proposed ordinance was thereupon, without amend—
ment of any kind being made therein, passed and adopted on second reading in
full by the following vote. AYES; Messrs. Ross, Schwencke, White, Cunningham.
NOES: None. Said Ordinance was designated Ordinance No. 2 and was thereupon
signed by the Mayor and the following Councilmen: Messrs. Ross, Schwencke, and
White. The Village Clerk was directed to record said Ordinance No. 2 in the
book kept for that purpose.
On motion of Councilman White, seconded by Councilman Schwencke, all
members voting aye, a Resolution entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO SIGN Two CONTRACTS WITH FLORIDA
POWER AND LIGHT COMPANY
was adopted as read. Said resolution was designated Resolution No. 27 and was
thereupon signed by the Mayor. The Village Clerk was directed to record said
Resolution No. 27 in the book kept for that purpose.
On motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, a proposed Ordinance No. 18 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE
i#5 OF SUCH VILLAGE COUNCIL AND AMENDING THE FRANCHISE
HELD BY NORTH PALM BEACH UTILITIES, INC., WITH RESPECT
TO ITS WATER SYSTEM AND SEWAGE COLLECTION AND DISPOSAL
SYSTEM.
was placed on first reading and read in full.
On motion of Councilman White, seconded by Councilman Schwencke, all
members voting aye, a proposed Ordinance No. 19 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA, ANNEXING CERTAIN
LANDS
was placed on first reading and read in full.
The Village Attorney was requested to prepare an ordinance ratifying
and confirming Ordinance No. 16 relating to the establishment of a bulkhead line
within the Village for Council consideration.
The Village Manager was instructed to write the District Engineer, Civil
Aeronautics Administration, voicing an objection of the Village Council to the loca—
tion of the proposed Palm Beach County jet airport. The planned east —west runway
will direct air traffic to pass over the Village area.
There being no further business to come before the Council, on motion of
Councilman Schwencke, seconded by Councilman White, all members voting aye, the
meeting was adjourned at 4:30 p.m.
