MINUTES OF A REGULAR MEETING OF
THE VILLAGE COUNCIL OF NORTH PALM BEACH
HELD IN THE VILLAGE HALL COUNCIL CHAMBER
ON MAY 27, 1957, AT 3:00 P.M.

The minutes of a regular meeting held May 13, 1957, at 3:00 p.m.
in the Village Hall Council Chamber were approved on motion of Councilman
Schwencke, seconded by Vice Mayor Ross, all members voting aye.
The matter of a surety arrangement whereby the Village be assured
the construction of dedicated streets be performed in accordance with previous-
ly set specifications was reported by Councilman Schwencke. Because present
circumstances did not suggest the need for requiring a surety arrangement, the
matter was postponed until such time as a need developed.
The matter of vacation and sick leave for members of the Department
of Public Safety was discussed. On motion of Vice Mayor Ross, seconded by
Councilman Schwencke, all members voting aye, the Village Manager was instructed
to allow the following leave schedules:
(a) Vacation leave: Six (6) days vacation leave for each
six (6) months of service with accrual permitted for
a period not to exceed thirty-six months;
(b) Sick leaves: Twelve days sick leave annually, with a
maximum accumulation of seventy-two (72) days. One-third
(4 days maximum) of the sick leave in excess of the 72-day
maximum to be added to the employees annual vacation al-
lowance. One-half of the unused sick leave for the prior
year will be granted in cash to an employee upon resigna-
tion, retirement, or to his estate in case of death.
On motion of Vice Mayor Ross, seconded by Councilman Schwencke, all
members voting aye, the following report of the Village Treasurer was approved:

On motion of Councilman Schwencke, seconded by Vice Mayor Ross, all
members voting aye, proposed Ordinance #17 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, PROVIDING FOR A CODE FOR THE CONSTRUCTION
OF SIDEWALKS AND REQUIREMENTS FOR DRIVEWAYS, AND THE ISSUANCE
OF PERMITS AND COLLECTIONS OF FEES THEREFOR; PROVIDING PENALTIES
FOR THE VIOLATION OF SAID CODE; REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES
was placed on first reading and read in full.

members voting aye, proposed Ordinance #16 entitled

PALM BEACH, FLORIDA, PROVIDING FOR THE REGULATING OF BUILDING
UP LAND UPON THE SUBMERGED BOTTOMS OF LAKE WORTH AND THE TIDAL
WATERS WITHIN THE TERRITORIAL LIMITS OF SAID VILLAGE; PROVIDING
FOR THE ESTABLISHMENT OF BULKHEAD LINES WITHIN SUCH WATERS;
PROHIBITING THE ERECTION OF CERTAIN STRUCTRUES BEYOND SAID
BULKHEAD LINES; PROVIDING FOR THE SUBMISSION OF APPLICATIONS
PRIOR TO THE FILLING OR DREDGING OPERATIONS AND FOR THE FEES TO
BE PAID IN CONNECTION THEREWITH; PROVIDING FOR THE ENFORCEMENT
OF THE PROVISIONS OF THIS ORDINANCE AND FOR PENALTIES FOR VIO-
LATIONS THEREOF
was placed on second reading and read in full.
On motion of Councilman Schwencke, seconded by Vice Mayor Ross, all
members voting aye, Ordinance #16 (See Ordinance Book #1, page 49) entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, PROVIDING FOR THE REGULATING OF BUILDING
