HomeMy WebLinkAbout10-08-1956 VC REG-M• MINUTES OF MEETING OF VILLAGE COUNCIL OF NORTH PALM BEACH HELD ON THE 8th DAY OF OCTOBER, 2956 * * * The regular meeting of the Village Council of "The Village of North Palm Beach, Florida" was held in the North Palm Beach Country Clubhouse, in such Village at 3 o'clock, P.M., on the 8th day of October, 1956, x x, xx*** The following Councilmen were present and answered the Roll Call: ROLL RICHARD E. ROSS CALL JAY H. WHITE JOHN A. SCHWENCKE CHARLES A. CUNNINGHAM ABSENTEES Councilman Cunningham reported that Councilman John A. Mac Arthur is out of the state at the present time. \_: ti QUORUM It appeared a quorum was present, whereupon, by acclamation Councilman Rees PRESENT assumed the Chairmanship of the meeting and he asked ROBERT C. TUFFORD, VILLAGE CLERK, to take the minutes of the meeting. MINUTES NEW BUSINESS ***SHAH* The -Chairman asked the Village Clerk to read the minutes of the previous meeting, which was done, and upon motion by Councilman Cunningham, seconded by Councilman Ross, and upon Roll Call, all Councilmen present voted aye, and the minutes were adopted. The Village Clerk reported there was not a Quorum present for the meeting scheduled September 25th, 1956, and therefore, no meeting took place. 4H. t) - ORD. #1 Councilman Schwencke, seconded by Councilman Cunningham, moved that Ordinance #1 SECOND READING (see ORD. BK. 1, page X ) entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, MAKING IT THE DUTY OF THE VILLAGE COUNCIL OF NORTH PALM BEACH TO MAKE RULES FOR ITS OWN GUIDANCE AND GOVERNMENT; ADOPTING RULES FOR THE GOVERNMENT OF THE VILLAGE EOUNCIL, OF NORTH PALM BEACH; AND FOR OTHER PURPOSES. cog be adopted. Upon Roll, all Councilmen present voted aye, and Ordinance #1 was adopted. ORD. #3 Council Schwencke, seconded by Councilman Cunningham, moved that Ordinance #3 SECOND READING (See ORD. BK. 1, page 4 ) entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA MAKING IT A MISDEMEANOR TO COMMIT WITHIN THE LIMITS OF THE VILLAGE ANY ACT WHICH IS OR SHALL BE RECOGNIZED BY THE LAWS OF THE STATE OF FLORIDA AS A MISDEMEANOR AND FORBIDDING THECOMMISSIONOF SUCH ACTS; PROVIDING A PENALTY FOR THE VIOLATION OF SUCH ORDINANCE; AND FOR OTHER PURPOSES, be adopted. BK.1, page et ) entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING AND IMPOSING AN EXCISE OR PRIVILEGE TAX UPON THE SALE, RECEIPT, PURCHASE, POSSESSION, CONSUMPTION, HANDLING, DISTRIBUTION AND USE OF CIGARETTES IN THE VILLAGE OF NORTH PALM BEACH; PROVIDING FOR THE METHOD OF COtT.FCTION; PROVIDING' FOR THE EXPENDITURE OF THE FUNDS DERIVED THEREFROM; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. RES. #4 RES. #5 be adopted. Upon Roll Call, all Councilmen present voted aye, and Ordinance #4 was adopted. Councilman Ross, seconded by Councilman Schwencke, moved the adoption of Resolution #4 (See RES. BK.1, page * ) entitled: A RESOLUTION OF THE VITI:AGE COUNCIL OF "THE VILLAGE OF NORTH PALM BEACH, FLORIDA", THAT COUNCILMAN CUNNINGHAM BE APPOIN- TED MAYOR OF "THE VILLAGE OF NORTH PALM BEACH, FLORIDA". Upon Roll Ca11, all Councilmen present voted aye, and Resolution #1 was duly adopted. itiSHEIHWaSe Councilman Cunningham, seconded by Councilman Ross, moved the adoption of Resolution #5 (See RES. BK. 1, page 5 ) entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF "THE VILLAGE OF NORTH PALM BEACH, FLORIDA", THAT MR. BURNS SHOULD BE CONTACTED RELA- TIVE TO TAKING THE POSITION OF ATTORNEY FOR "THE V ILLAGE OF NORTH PALM BEACH, FLORIDA." Upon Roll Call, all Councilmen present voted aye, and Resolution #5 was duly adopted. Motion was made by Councilman Cunningham, Seconded by Councilman Ross that "The Village of North Palm Beach, Fla." should get bids for a new police car for the use of the Chief of Police of "The Village of North Palm Beach, Florida", also, the Village Clerk should accept such bids. Upon Roll Call, all Councilmen present voted aye, and the motion was duly adopted. The position of Chief of Police for "The Village of North Palm Beath, Fla." was discussed and the council agreed further interviewing of applicants should be continued. Qualifications of applications received were examined and discussed. The Position of Judge for "The Village of North Palm Beach, Fla." was dis- cussed and the council agreed the matter should be taken up with our attorneys. • • • • MINUTES OF MEETING OF VILLAGE COUNCIL OF NORTH PALM BEACH HELD ON THE 8TH DAY OF OCTOBER, 1956 (CONTINUED) Motion was made by Councilman White, seconded by Councilman Cunningham, that negotiations with the firm of Brockway, Weber and Brockway be conducted relative to their being employed as engineers for"The Village of North Palm Beach, Fla." .
