07-26-2001 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, JULY 26, 2001 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor Donald G. Tringali, Councilman RnT,T. (:AT.T,~ The meeting was called to order at 8:21 p.m. All members of the Council were present except Councilman Tringali, who was absent due to illness. All members of staff were present. HOLIDAY LIGHTS AND DECORATIONS Discussion was held concerning the Planning Commission's recommendation regarding the Village's holiday decoration policy. This was forwarded to the Regular Session agenda of August 9, 2001. CODE AMENDMENT -TREASURER'S DUTIES Discussion was held concerning repealing Division 2, Department of Treasury, and Section 2-51, Treasurer's Duties, of Article III of Chapter 2, Administration, of the Code of Ordinances of the Village and transferring the Treasurer's duties to the Department of Finance. The Council directed that staff have Haas, Diaz & Company review the duties and make recommendations, if necessary. Further, staff was instructed to look at other cities of comparable size and work in internal auditing procedures. This will be brought back to a future workshop. UNIFORM SERVICE FOR PUBLIC SERVICES DEPARTMENT Discussion was held concerning a contract agreement with G & K Services to provide uniform service for employees at the Public Services Department. Staff was directed to obtain a contract from G & K Services to be based on prices established after our last bid award for uniform service. This will be brought back to the workshop of August 9, 2001. "~,.~ Minutes of Workshop Session Held Thursday, July 26, 2001 RESIDENTIAL APPEARANCE CODE Discussion took place concerning a proposed amendment to the residential appearance code and adoption of the 1997 Edition of the Standard Housing Code. During discussion, the Council directed that vague language should be deleted as much as possible without changing the intent of the code. This was forwarded to the Regular Session agenda of August 9, 2001. CONSULTING SERVICES -COMMERCIAL APPEARANCE PLAN The Council discussed staff recommendation to solicit consulting services to prepare a commercial appearance plan. Staff was directed to review the guidelines used by the Northlake Blvd. Task Force, and to check the codes of other cities, as well as their sign codes and legal histories. Staff was further directed to get a recommendation from the Florida League of Cities. This will be brought back to a future workshop. FEE AGREEMENT WITH EAST BAY GROUP -PHASE II OF DREDGING PROJECT Discussion was held concerning a draft fee agreement with East Bay Group to provide consulting services to designate and permit Phase II of the dredging project. The Council directed that the Scope of Services for Phase II be clarified. Further, add the following: 1) language to clarify that this agreement is the balance of the project, 2) language saying that best efforts will be used to minimize the permitting costs, provide further explanation of the assumptions, and 3) add a map of the project as an attachment. Staff was asked to confirm that the proposal has listed the firm's experience. Additionally, review the contract to make certain that it contains language for "attorney fees". This will be placed on the Regular Session agenda of August 9, 2001. MAINTENANCE AGREEMENT - BELLSOUTH Discussion was held concerning a 4-year maintenance agreement with BellSouth for maintenance of telephone equipment in various Village facilities. Staff was directed to have a clause inserted for Attorney Fees, and to check and see if any service was rendered between April and August, since the request is to make the agreement retroactive to April. This will be placed on the Regular Session agenda of August 9, 2001. MAINTENANCE AGREEMENT -GRAPHICS SYSTEMS SERVICES ,INC. The Council discussed a maintenance agreement with Graphics Systems Services, Inc. in the amount of $1,648 for maintenance of the Village printing press. The company has been providing periodic maintenance to the press, and are requesting to make this agreement retroactive to April 10, 2001. Village Attorney George Baldwin has recommended that language `~- relating to insurance and indemnification, as well as attorney fees, be added.
