01-27-2005 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA JANUARY 27, 2005 Present: Donald G. Noel, Mayor Dr. Edward M. Eissey, Vice Mayor Charles R. O'Meilia, President Pro Tem David B. Norris, Councilman Robert F. Rennebaum, Councilman Mark Bates, Village Manager George W. Baldwin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Noel called the meeting to order at 8:54 p.m. All members of Council were present. All members of staff were present. CODE AMENDMENT -TEMPORARY STRUCTURES Discussion took place concerning a proposed amendment to Section 45-36, General Provisions, of Appendix C-Zoning, of the Code of Ordinances, to permit and establish conditions for the erection of temporary structures on private property. Discussion was held regarding these issues: permits issued by Public Services rather than Village Manager; consistency with Section 45-36K and with the Northlake Boulevard Overlay Zoning district regulations; time limits; limitation on number of structures; exceptions for dumpsters and storage pods; impact on parking spaces required, if tents are located in parking lots; setbacks; and restriction to commercial areas. COUNTRY CLUB BUSINESS PLAN DEVELOPMENT Discussion took place concerning the development of a business plan for the North Palm Beach Country Club, in conjunction with a master plan for re-design of the golf course. Mr. Bates recommended the development of a master business plan for the total Country Club operation, rather than a master plan for the golf course operation only. Council consensus was to proceed with a business plan for the Country Club as a whole, and to move forward with the selection of an architect to develop a master plan for the Country Club, including renovation of the golf course. LEVEL OF FIRE SERVICE STANDARD -AUTOMATIC AID Chief Knight gave a presentation on options for complying with the countywide ordinance that established a minimum fire-rescue level of service standard which must be implemented by October 1, 2007. Discussion took place on the feasibility of an automatic aid agreement between the Village and Palm Beach Gardens. Minutes of Workshop Session Thursday, January 27, 2005 Chief Knight advised that an aid agreement could have an opt-out clause. Discussion ensued concerning a common dispatch system with Palm Beach Gardens. Discussion took place - concerning lobbying for a change to the county ordinance with regard to our volunteer fire fighters, as well as tying the number of required fire fighters to the amount of land in the municipality. Further discussion will be held concerning this issue at a future meeting. COUNCIL COMMENTS Councilman Norris announced his intention to seek re-election. Discussion took place concerning a letter for the City of Atlantis requesting support for legislation concerning children driving golf carts. This will be brought back to the next meeting. Discussion took place regarding payroll policies and personnel policies. A discussion was held concerning planning for the upcoming budget.
