09-08-2005 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA - SEPTEMBER 8, 2005 Present: Dr. Edward M. Eissey, Mayor David B. Norris, Vice Mayor Charles R. O'Meilia, Councilman Robert F. Rennebaum, President Pro Tem Donald G. Noel, Councilman Mark Bates, Village Manager George W. Baldwin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 9:26 p.m. All members of Council were present. LEVEL OF FIRE SERVICE STANDARD -AUTOMATIC AID Public Services Director Jimmy Knight reviewed the Letter of Understanding between the Village and Palm Beach County Fire Rescue and the Emergency Services Agreement for Mutual Assistance, Automatic Aid, and Dispatch Services between Palm Beach County, the City of Palm Beach Gardens and the Village. Extensive discussion ensued on the Letter of Understanding and the Emergency Services Agreement. Chief Knight confirmed that any changes to the Letter of Understanding subsequent to its adoption would come back for Council approval. This item will be placed on the September 22, 2005 Regular Session agenda. COUNTRY CLUB -GOLF COURSE RENOVATION AND MASTER PLAN Mr. Bates reported that a purchase order has been issued to Peacock & Lewis to develop conceptual master plans for club facilities other than the golf course and driving range. Mr. Bates gave an update on the status of the golf course design plans. Further discussion on the golf course design will be held at the next Council meeting on September 22, 2005. Mr. Bates discussed reciprocity agreements which will allow North Palm Beach Country Club golf members to play at area courses while our golf course is undergoing renovation. This item will be discussed at the Country Club Advisory Board meeting on September 12, 2005, and will come forward for Council consideration at its September 22, 2005 meeting. AMERICA SUPPORTING AMERICANS Discussion was held concerning America Supporting Americans, an organization that facilitates adoption of individual military units. Council consensus was to ask the local ASA representative - to make a presentation at the next meeting. MINUTES OF WORKSHOP SESSION HELD SEPTEMBER 8, 2005 COUNCIL MATTERS Brief discussion was held on the Prosperity Farms Road project. Mr. Bates reported that construction should be completed by Mid-October and landscaping should be finished by Thanksgiving. Councilman O'Meilia reported that a Notice to Proceed has been issued for the Northlake Boulevard Streetscape Project, with work to start on Monday. Additionally, the Town of Lake Park is considering rejoining the Task Force. Mr. Bates advised that Phase III of the canal dredging project is complete. Mr. Bates reported that the permit has not been issued for Phase IV. Brief discussion took place concerning landscaping at Village Hall. This item will come back for discussion in October. Brief discussion was held concerning the proposed renaming of a portion of State Road AlA as Jack Nicklaus Boulevard.
