ROLL CALL
Mayor Eissey called the meeting to order at 9:05 p.m. All members of Council were present.
All members of staff were present.
INDUSTRIAL LAND USE NEEDS
Discussion took place concerning participation by the Palm Beach County League of Cities in a
Countywide Industrial Land Use Report to study the effect of the loss of industrial zoned land in
Palm Beach County. Consensus of Council was to support a larger study if there is no financial
cost to the Village.
MARINE COMMERCIAL WATERFRONT REDEVELOPMENT
Discussion was held concerning the impact of a proposed "no net loss" countywide
Comprehensive Plan Amendment to keep marine commercial waterfront land from being
converted to other uses. The Council supported continued investigation of this issue.
PROPOSED LEGISLATION - HB 431
Discussion took place on a letter received from the Town of Palm Beach concerning HB 431,
proposed legislation providing that electrical substations shall be considered a permittable use in
all land use categories and zoning districts, and prohibiting local government from requiring
permits or other approval for vegetation management and tree trimming within an established
electric power line right-of--way. Consensus of Council was to support the Town of Palm Beach
and Village Attorney George Baldwin was directed to prepare a letter for the Mayor's signature.
COUNCIL MATTERS
Public Safety Director Jimmy Knight reported that the Letter of Understanding between the
Village and Palm Beach County Fire Rescue was amended to provide for an additional radio for
the Village's medical director, which the County will provide at no charge.
MINUTES OF WORKSHOP SESSION HELD JANUARY 26, 2006
It was requested that the Village Manager send the Council an update on FEMA reimbursement
for Frances and Jeanne.
Brief discussion was held on the unappropriated surplus balance.
A short update was given on the Northlake Boulevard beautification project.
Discussion ensued on the continued use of GT Supplies to supplement the Village's solid waste
collection. Mayor Eissey will meet with the Village Manager and will see that the Council
receives information from Mr. Bates concerning this issue.

With no further business to come before the Council, the meeting adjourned at 9:30 p.m.
