ROLL CALL
Mayor Eissey called the Workshop Session to order at 8:35 p.m All members of Council were
present. All members ofstaffwere present.
LAKESIDE PARK SHELTER
Discussion took place on options for replacing the picnic shelter at Lakeside Park. Village
Manager Jimmy Knight advised that staff recommends a tiki hut style shelter, and noted that
$18,300 is available in funds received from FEMA for replacement of the shelter.
Parks and Recreation Director Mark Hodgkins reported on his informal poll of area residents and
discussed the choice between a shingled roof structure and a chickee structure with a thatched
roof. Discussion ensued on fire and wind resistance. The Council agreed to issuance of a
request for bids for a chickee type shelter with the stipulation that the bid specifications include
fire retardant treatment. Discussion took place on the size of the shelter. Mr. Hodgkins will
obtain quotes for a 25 x 30 or 22 x 30 structure.
LIBRARY COOPERATIVE
Library Director Donna Riegel reviewed the advantages and disadvantages of the North Palm
Beach Library joining the Library Cooperative of the Palm Beaches. Dr. Riegel advised that a
majority of the Library Advisory Board endorsed her recommendation to join the Library
Cooperative, and noted that this does not mean joining the Palm Beach County Library System.
Dr. Riegel reported that joining the Library Cooperative of the Palm Beaches will allow the
Village to receive state aid, and Village residents will be able to obtain County library cards at no
charge. Dr. Riegel noted that the Village would lose approximately $5,000 in revenue from non-
resident library card fees, although this would be offset by funding from the State. Dr. Riegel
reported that state aid is provided annually and the Village must be a member by 9/30/07 in order
to be eligible for funds in the upcoming fiscal year. Dr. Riegel reviewed the requirements for
joining the Cooperative and advised that it is a two-year commitment; however, the Village
could withdraw after two years, if desired. This item was forwarded to the 7/26/07 Regular
Session agenda.
